Pattaya New-Build vs Resale Condo Prices

First scenario
In the cleanest current matches at completed Once Pattaya, developer inventory carried a higher asking price than resale, but the gap was not fixed: about 4.6% for the studio pair and 6.6% for the matched 34.6 sq m one-bedroom pair.
Second scenario
Resale listings in the same budgets can deliver an immediately usable home and, in some cases, more space for the money. A lower headline figure still needs to be read alongside floor, view, furnishing and ownership quota.
Main difference
As of 27 September 2026, the defensible conclusion is not a Pattaya-wide new-build premium. Even inside one completed condominium, the price gap changes materially once size, quota and view are aligned.

Define the product before comparing the price

A recently posted listing is not automatically a new-build sale. For this comparison, a primary-market unit must be identifiable as developer inventory or an offer through a confirmed developer-side channel; resale means a completed home being sold by an owner or an agent acting for that owner.

The clearest current evidence comes from Once Pattaya. The building is completed, yet developer inventory and owner resales are on the market at the same time. That removes several common distortions because the location, building age and shared facilities are effectively held constant.

Ownership quota still matters. A Thai-quota listing is not treated as interchangeable with foreign freehold simply because the floor area is similar. Where a developer card shows more than one ownership route, the quoted price needs to apply to the route being compared before the pair can support a price conclusion.

The figures below are asking prices, not registered transaction prices. They describe the current offer side of the market and may differ from the amount ultimately agreed.

What the same budget buys on each side

Around THB 4–5 million, the product itself changes before any premium can be calculated. Developer-side inventory at Once Pattaya includes a 28 sq m studio at THB 4.392 million, while resale stock in the same building includes a 29 sq m studio at THB 4.2 million and one-bedroom homes of roughly 34 sq m from about THB 4.1 million. That is not a single like-for-like segment.

The THB 5.5–6.5 million range is much cleaner. Developer one-bedrooms sit around 34.15–34.6 sq m at THB 5.647–6.023 million, while resale one-bedrooms of roughly 34–34.6 sq m appear at THB 5.65–6.5 million. Once size converges, ownership quota, outlook and floor become more important explanations for the remaining spread.

The best match in that band is a pair of 34.6 sq m one-bedrooms with sea views and Thai quota in the same completed building: THB 6.023 million on the developer side versus THB 5.65 million on resale. With identical floor area, both the total-price gap and the price-per-square-metre gap are about 6.6%.

At roughly THB 11–13 million, developer inventory moves into two-bedroom homes of about 52–59 sq m. Comparable resale stock exists, but there are too few current cards that simultaneously disclose seller type, foreign quota and a similar outlook to support a meaningful median for that budget band.

The practical result is that budget alone does not define the comparison. At the lower end it can buy a different layout; in the middle band it produces genuine close matches; higher up, the evidence is thinner.

Why the price gap is not just about building age

The two closest matches show developer-side premiums of roughly 4.6% and 6.6% on total asking price. That does not isolate a 'newness premium': the building is the same, so the spread must come from the individual home and the terms attached to it.

The foreign-quota one-bedroom comparison shows why view cannot be ignored. A 34.32 sq m developer unit with a sea view is listed at THB 7.403 million, while a 34 sq m resale with a city outlook is THB 6.5 million. The total-price gap is about 13.9%, but the outlook is different, so treating the whole difference as a primary-market premium would overstate the evidence.

Most of the current Once Pattaya cards used here describe the homes as fully furnished, which removes one source of noise. In another development, if a furniture or appliance package is extra and its price is not disclosed, the honest approach is to flag the mismatch rather than invent a standard fit-out cost.

Payment terms belong beside the asking price, not inside an artificial premium calculation. Installments may change cash-flow timing, but they are not a discount unless the seller publishes an explicit price difference for paying another way.

Questions that make two prices comparable

New build

  • Is this the price of a specific available unit or only a headline starting price?
  • Which furniture and appliances are included in the quoted amount?
  • Which ownership quota applies to this unit, and does it change the price?
  • Is the home ready for transfer, or is there still a completion date?
  • Which payment schedule applies to this exact quoted price?

Resale

  • Is foreign freehold actually confirmed for this unit?
  • What furniture and appliances remain with the property?
  • When was the asking price last confirmed by the seller?
  • Is there a tenant or another condition that prevents immediate occupancy?
  • Can the unit be handed over immediately after completion of the sale?

Where the data cannot support a premium

As of 27 September 2026, the cleanest matches are concentrated in one completed project, Once Pattaya. That is useful for understanding how developer and owner asking prices can diverge inside the same building, but it cannot stand in for Wongamat, Pratumnak, Jomtien and Pattaya as a whole.

Removing the weaker comparison where the developer unit has a sea view and the resale has a city view leaves two close pairs. Developer asking prices are about 4.6% and 6.6% higher in those cases. The direction is consistent, but two pairs from one building are still not enough to establish a market-wide premium.

Many other live listings omit seller type, ownership quota or a recent price confirmation. They can describe the range of advertised stock, but they are not strong enough for the headline calculation. The absence of one citywide percentage is therefore a data boundary, not a missing conclusion.

Questions buyers still ask

Are new-build condos in Pattaya always more expensive than resale units?

Not as a universal rule. In the two cleanest current Once Pattaya matches, developer inventory was about 4.6% and 6.6% more expensive, but both pairs come from one building. A different project can produce a different relationship because of view, size, quota, completion stage or a seller-specific discount.

Is price per square metre enough for the comparison?

Price per square metre is necessary, but it is not sufficient. Two equally sized homes can carry different asking prices because of view, floor or ownership quota. Total price and the material unit-level differences need to sit beside the per-square-metre figure.

How should furniture and appliances be treated in the price?

If both homes include broadly comparable full furnishing, no separate adjustment is usually needed. If the developer charges separately for a furniture package, only a confirmed package price should be added. Without that figure, the comparison should be labelled incomplete rather than filled with an estimated fit-out cost.

Should an installment plan be treated as part of the price premium?

An installment schedule is not a premium or a discount by itself. It changes when the buyer needs to fund the purchase, not necessarily the total purchase price. A monetary adjustment is justified only when the seller explicitly publishes a cash discount, surcharge or another price difference.

A similar budget can hide two very different purchases. One may be a ready resale with a known view and full fit-out, while the other is developer inventory with different ownership and payment terms. I would first put area, quota and included furnishing on the same basis. Only then does price per square metre become genuinely informative. A citywide new-build premium can look precise while simply mixing unlike products. The closer the units are in real-world characteristics, the more useful the price gap becomes.
