Why this project is worth a look
An identifiable estate
A specific SiKumbang location code ties the development to Baluk and PT Saka Bali. That protects against confusing this project with the separately registered Griya Jati Asri 2 or similarly named estates off the island.
A defined housing type
The 36/75 subsidised house has published land and building areas, as well as a two-bedroom arrangement. Buyers can use those figures as a starting point for inspecting an actual home, without pretending that they describe every property in the estate.
Two sales categories
The register distinguishes subsidised homes from commercial homes. The distinction matters for price history, financing and a future seller's rights, even though the individual commercial-unit specifications have not been published.
No fabricated availability
The official page shows no unsold stock in either category. That is a meaningful limit on what the page can offer: this is an identified residential community, not a verified launch with units ready for reservation.
About the project
Griya Jati Asri belongs to a very different corner of Bali's housing market from the villas usually promoted to overseas buyers. It is a landed-home development recorded in Baluk village, Negara district, Jembrana regency, in the island's west. Indonesia's SiKumbang housing register identifies it under NGA0120022023T001 and names PT Saka Bali as the developer. That identification matters because several unrelated housing developments elsewhere in Indonesia carry similar names. The official location code, developer and Baluk address context establish which estate this record concerns; they do not, by themselves, certify an individual home's legal title.

The most consequential entry in the register is the stock position. It reports zero remaining subsidised homes and zero remaining commercial homes, while recording 42 subsidised homes sold and three commercial homes sold. In other words, there is no verified developer inventory to choose from on this record. Those figures should not be read as a live survey of every owner's intentions: a privately owned home might be offered for resale without appearing as new stock in SiKumbang. Searches did not establish a current, independently verifiable resale listing for this particular Baluk estate, however, so there is no support for presenting it as available to book or purchase today.
The published house specification is specific to the subsidised 36/75 type, not the entire development. Its building area is 36 square metres and its land area is 75 square metres, with two bedrooms and one bathroom. A small landed home can suit a straightforward everyday routine, but layout efficiency becomes important: storage, air movement, usable outdoor space and the relationship between the kitchen and sleeping rooms all matter more than a glossy project label. The register lists a lightweight steel roof frame, concrete-block walls, 30-by-30-centimetre ceramic floor tiles and stone foundations. These are recorded baseline specifications, not an inspection report or assurance of the condition of a home being resold several years later.
SiKumbang lists IDR 168 million for that subsidised house type. The number is worth retaining, with a clear warning about what it is. It is a register price, with no corresponding unsold unit shown at the time of this research. It is not a current asking price, a valuation or a promise that a seller must honour the original amount. The three commercial homes belong to a separate price category, and the available record supplies neither their individual prices nor verified floor plans. Giving those units the same 36/75 specifications would create a false sense of precision.
Baluk is within Kecamatan Negara, Kabupaten Jembrana, as confirmed by both the housing register and the local government. The setting points towards ordinary residential use in western Bali rather than holiday accommodation in a coastal tourism enclave. More precise location claims are not justified yet: the public record did not yield a verified street address, parcel position or map coordinates for the estate. The marketing-office address in Panjer, Denpasar, should not be used as its location pin. Nor can travel times or distances to particular amenities be responsibly calculated until the site entrance is reliably identified.
The developer line deserves a similarly careful reading. SiKumbang names PT Saka Bali, and another Jembrana housing scheme is registered under that same name. An industry construction-membership directory also records PT Saka Bali Perkasa at the Denpasar address used for the housing marketing office. The matching address is an interesting lead, not documentary proof that the two names refer to the same contracting entity. No signed sales agreement, company registration extract or ownership-chain documentation specific to Griya Jati Asri was publicly available for review. A future buyer therefore needs to identify the seller named in the actual deed and the holder of the land rights, rather than treating a catalogue developer label as an answer to every legal question.
Subsidised housing has its own purpose and entry conditions. BP Tapera describes its FLPP mortgage programme as assistance for eligible lower-income Indonesian citizens, including first-time buyers who have not received specified government housing support. Eligibility is not created simply by paying the advertised price. Nor does the presence of three commercial homes turn the entire estate into unrestricted international inventory. A resale may be possible under a different transaction, but the purchaser would still need to know how the original house was financed, whether any contractual transfer restrictions apply, and what rights can lawfully be registered in the buyer's name.
For a foreign national, the usual Indonesian ownership questions come before negotiations over price. Hak Milik is the land ownership right reserved under different rules from those applying to foreign individuals. Hak Pakai, a registered right of use, can form part of a qualifying foreigner's residential ownership structure, but it is not an automatic conversion of a domestic subsidised home. The currently listed 2022 ATR/BPN ministerial decision sets a minimum acquisition price of IDR 5 billion for a landed house in Bali under the foreign-buyer framework. The IDR 168 million register figure for this subsidised type sits far below that benchmark. This does not decide the legal outcome of some hypothetical future resale, but it makes any claim of straightforward direct foreign ownership particularly unconvincing without specific legal documents.
Construction and occupation are separate questions as well. A housing-register sales status is not a building completion certificate. Publicly accessible documents did not establish the project's individual PBG approval, its SLF fitness-for-use certification, precise land certificates or a current technical inspection. Their absence from this research is not evidence that the approvals were never issued. It simply limits what can responsibly be said about the houses. A buyer contemplating an older, already sold unit should be looking at the actual building, service connections, drainage, boundary markers and documents, not a generic project specification published at an earlier stage.
As a result, the credible use of this dossier is to identify a real residential estate and explain why the published low price is not an open investment opportunity. It may be relevant to an Indonesian resident searching for a modest home in Jembrana, once an individually marketable property has been found. It offers no verified short-stay rental model, managed-villa programme, current developer sales inventory or demonstrated resale yield. Until there is a named unit with a verified owner, title and asking price, any forecast of rent, capital growth or transaction eligibility would be speculation.
Home types & sizes
The register describes a two-bedroom, one-bathroom house with a light-steel roof frame, concrete-block walls, 30 × 30 cm ceramic floor tiles and stone foundations. These are the published specifications of the registered house type, not a condition report on a privately owned home. All subsidised units are marked sold in the register; no current unit offered at this price has been verified.

Best for: An Indonesian buyer looking for a compact primary home in Jembrana, provided an actual resale property and a legitimate seller can be identified.; Someone who values a modest, practical residential layout and is prepared to inspect the building and land rather than buying from a resort-style brochure.; A locally eligible buyer who understands that housing subsidies depend on personal qualification and programme rules, not merely on the development's label.; may not suit: A foreign buyer expecting an inexpensive home to be registered directly in their own name without an individual legal review.; A holiday-rental investor seeking a managed villa, occupancy history, projected yield or live bookable developer stock.; Anyone needing a verified map pin and a current new-build sales price before viewing a specific resale unit..
