Why this project is worth a look
A genuinely small scheme
Eight homes is a manageable scale for someone seeking a private villa rather than resort-style shared facilities. Its real advantage depends on the finished plot layout, pool privacy and access, which a masterplan alone cannot establish.
Distinct bedroom choices
Lumara markets one-, two- and three-bedroom homes with published plot and building areas. The options are useful for matching a villa to its likely occupants, although conflicting portal dimensions mean each home's final drawings remain essential.
Management is on offer
The proposed service covers bookings, guest contact, marketing and upkeep for an advertised 15% fee. That may suit an overseas owner, but a full cost schedule and a separate operator agreement are needed before rental returns can be assessed.
A near-term handover target
December 2026 is the date currently highlighted in Lumara's marketing. It gives buyers a clear question to ask about construction progress, furnished delivery and permits, rather than a reason to assume the villas are already complete.
About the project
Lumara Villas is being sold as a small collection of private homes in Padonan, on the inland side of Bali's wider Canggu area. The same eight-home scheme appears under Lumara Bali in FazWaz and Lumara Canggu in another property directory. Those are naming differences, not evidence of three developments: the unit count, bedroom mix and marketed handover date match. This is a villa purchase proposition built around a contractual land lease, private living space and optional rental operations. It should not be confused with condominium ownership or a share in a hotel business.

There is a practical attraction to a development of only eight homes. Buyers can focus on the particular house rather than paying for a long list of communal amenities they may never use. The published masterplan has two one-bedroom villas, three two-bedroom villas and three three-bedroom villas across a stated project site of about 1,000 sqm. Private swimming pools and furnished handover are part of the pitch. That tells us what Lumara intends to deliver, but not whether the built spaces will feel private, whether the access lane is adequate or whether adjacent plots will remain quiet. Those are questions for a site visit and the as-built plan.
Padonan deserves a more precise explanation than 'minutes from Canggu'. It is associated with Tibubeneng village in North Kuta, Badung Regency, while listings have also filed the project under Kerobokan. The developer's pages carry both a Padonan/Mengwi location line and a contact address around Jalan Raya Dawas and Jalan Raya Padonan in Tibubeneng. None of those public details establishes the legal boundaries of the development. A sales-office address, a map pin copied by another portal and the land on which eight villas stand are not interchangeable pieces of evidence.
For a buyer who intends to stay in the property, the location question is less about a fashionable neighbourhood name than the daily journey. Padonan puts cafés, shops and the coastal districts within a broader driving area, but being near Canggu does not mean being able to walk to the beach. The marketing material quotes short driving times to Pererenan, Batu Bolong and the airport. Without a verified entrance point these are best understood as promotional estimates, not reliable door-to-door travel times. The condition of the final access road and the immediate surroundings matter just as much as the headline area.
The floor plans are marketed in three sizes. The one-bedroom house is listed with 98 sqm of building area on 90 sqm of land. The two-bedroom model carries 145 sqm of building area on a 100 sqm plot; the three-bedroom model, 168 sqm on 125 sqm. These are marketed building sizes, not certified net internal floor areas. They may include circulation or semi-open elements, and the published material does not establish how space is measured. A 168 sqm building on a modest plot may work very differently from a detached family villa with the same number of bedrooms on a larger piece of land.
More importantly, not every source describes the same dimensions. Rumah123's project page uses 160 sqm of building area for the two-bedroom type, and 196 sqm of building area with 105 sqm of land for the three-bedroom type. The project site gives 145 and 168 sqm, with 125 sqm of land for the larger house. There is no verified drawing set explaining whether these are revisions, alternative variants or inconsistent listings. The sensible buying unit is therefore the individually numbered villa with a plot plan, specifications and contract attachments, not a generic 'three-bedroom Lumara' advertised across several platforms.
The latest dated independent offer located in this review, showing inventory on 16 October 2026, starts at USD 220,000 for a two-bedroom and USD 260,000 for a three-bedroom. More recently indexed marketing text from Lumara carries those numbers too. Yet another accessible version of Lumara's own website quotes USD 265,000 and USD 290,000. Rumah123 offers a separate rupiah-denominated price sheet that does not align neatly with either set. One-bedroom villas are marked sold out by the developer but still appear as sale listings on some portals. No price should be treated as binding until the seller identifies the plot, currency, inclusions and payment dates in a current signed offer.
Completion timing is equally unsettled. Lumara is advertising a December 2026 handover. The dedicated Rumah123 project record says August 2026, while a current third-party directory still characterises the scheme as under construction. The developer shows a construction-progress section, but open marketing pages are not a dated handover certificate. For someone buying this late in the proposed programme, the question is not merely whether contractors have finished. The home also needs working utilities, furnished rooms, completed pool systems and whatever building and operating documentation applies before it can actually be occupied or rented.
Ownership is where an apparently straightforward villa purchase becomes a document-specific transaction. Lumara markets a 25-year contractual lease with a further five-year period. A land lease gives the buyer defined contractual rights; it does not transfer Indonesian freehold land ownership. Foreign individuals cannot simply take Hak Milik title in their own names. Other Indonesian land rights, including Hak Pakai and Hak Guna Bangunan, work differently and should not be inferred from the word 'leasehold'. The published materials do not show the land certificate, the head lease or a purchaser-specific agreement, so the start date, extension mechanism and rights on resale remain unverified.
The developer identity also needs to move beyond a logo. The brand calls itself Lumara Group and places development and hospitality operations within a wider group. Rumah123 identifies PT Lumara Development Group as the developer. That listing is useful for naming a potential counterparty, but it is not a corporate extract or proof that the same entity holds rights to the site. A complete transaction file should connect the landowner, any intermediate lessee, the building developer, the party issuing the invoice and the party promising delivery. If they are different, the legal relationship between them matters more than whether they all use the Lumara name.
Sales pages make a point of escrow-style payments, describing funds released as construction milestones are independently verified. A payment schedule also appears in the marketing record: 10% to reserve, 35% as an initial payment, then 20% and 25% during construction, followed by 10% on handover. It is a useful indication of proposed cash-flow timing, not proof of a protected account. An actual agreement must name the account holder and independent controller, define the documents needed for release, allocate liability for incomplete work and state what happens if delivery slips. Calling an account escrow does not itself settle those points.
The furnished-delivery promise needs the same discipline. Buyers should expect a written inventory of furniture and appliances, specifications for pool equipment, landscaping commitments, snagging procedures and a definition of practical completion. In a short-stay rental product, dozens of small items can sit outside the advertised price: linen, internet setup, insurance, replacement furniture, opening inventory and post-handover repairs. If the property is meant to earn rental income straight away, the difference between a finished villa and a legally and operationally ready guest property can be expensive.
Lumara offers managed bookings, guest services, marketing and maintenance, quoting a 15% 'all-inclusive' management charge. The financial illustration on its own site nevertheless deducts operations and tax separately from the management percentage. That does not make the service unattractive, but it changes what an owner should put into a budget. A management agreement needs to say who pays cleaners, staff, utilities, pool maintenance, repairs, booking-platform fees and taxes; who controls rental receipts; what reporting the owner receives; and how either party can end the mandate.
The investment claims are particularly easy to misread. Lumara advertises an 8.3% net return for a managed property in Padonan over August 2024–July 2025, and its page calls those returns audited. It does not present that as the operating history of the eight unfinished Lumara Villas. The same website offers much higher forecast returns for a new two-bedroom villa, based on assumed rental revenues and expense ratios. Those are scenarios, not promised results. Independent access to the historic operating statement, a realistic occupancy downside case and a transparent tax-and-cost schedule would tell a buyer far more than a single yield figure.
Resale needs attention well before the first booking. Someone buying the property later will inherit the reality of the remaining lease term, any restrictions on assignment, the costs of changing contractual parties and the likelihood of an extension. This is not equivalent to selling a perpetual interest in land. The developer's illustration of future price appreciation has no contractual force, and a beautifully furnished home can still become less marketable if the land lease is nearing its end or depends on an uncooperative landowner. Good exit terms are part of the initial purchase, not something to negotiate only when selling.
Taken together, Lumara Villas offers a recognisable residential product: a limited group of pool villas, a choice of bedroom counts and a proposed management service in a district that many buyers use as a base for the wider Canggu area. The public material is sufficient to compare the concept with other villas, but not sufficient to regard the specific investment as fully diligenced. The decisive next documents are the verified parcel location, land title, contracting entities, permitted use, building approvals, updated construction programme and villa-specific lease, sale and management agreements. Those documents would determine whether the appealing simplicity of the design also translates into a sound transaction.
Ownership format
Advertised as a 25-year contractual land-and-villa lease with a proposed further five years. This is not foreign freehold land title; commencement, extension conditions and assignment rights depend on the selected villa's signed documents.
Home types & sizes
The smallest layout is advertised with a 90 sqm plot and a furnished handover. Lumara currently presents this type as sold out, although older listing feeds still show it for sale. Any resale would need its own lease-term and assignment review rather than relying on the original launch price.
Get floor plans and current pricesLumara lists a 100 sqm plot for this type, with a private pool and furnished delivery. The layout may suit a couple needing an extra room or smaller rental parties. Rumah123 records 160 sqm of building area instead, so the 145 sqm figure should be tied to the current contract drawings before a purchase decision.
Get floor plans and current pricesThe larger family-oriented layout is marketed with 125 sqm of land. Another developer-listed portal entry shows 105 sqm of land and 196 sqm of building area. The difference matters to both outdoor space and lease documentation, so the individual villa's approved plans and plot boundaries take precedence over a generic listing.

Best for: A buyer seeking an independent pool villa for occasional Bali stays, without paying for a large resort's communal facilities. The individual floor plan and privacy of the pool will matter more than the development's scale.; A couple or family happy to live in Padonan and drive to the coastal neighbourhoods. The proposition is less convincing for someone who needs a beach within easy walking distance, because the exact site entrance has not been verified.; An international owner interested in a managed rental operation and willing to examine service fees, owner statements, expenses and periods without bookings. Outsourcing guest management reduces involvement, not investment risk.; Someone comfortable acquiring a defined contractual lease, subject to independent review of the land certificate, landowner authority, assignment rights and the extension terms for the particular villa.; may not suit: A foreign purchaser looking for unrestricted, perpetual personal ownership of the land. The advertised contractual lease is not that product.; Anyone who requires a completed and permitted property immediately, with no uncertainty over handover. Public timelines conflict and the relevant completion documents were not available for review.; A buyer treating advertised rental forecasts or assumed resale appreciation as guaranteed cash flows. Neither is established by the available project documents..
