Why this project is worth a look
Meaningful choice of homes
The site is not trying to make eight apartments behave like ten villas. A compact one-bedroom home can be simpler to live in or maintain, while a private-pool villa provides a more self-contained setting. That choice should be made on real use and ongoing responsibility, not solely on how the brochure photographs the outdoor spaces.
Distinct apartment layouts
The differences inside the apartment house are unusually easy to identify before a viewing: middle plans, dual-aspect corners and garden homes with pools. Buyers can decide whether they value space, light or a private courtyard most. The final judgement still rests on the orientation, neighbours and drawings of the actual unit.
Access to wider Pecatu
A base on the plateau gives access to Bingin and the surrounding Uluwatu area without being on the waterfront. It suits residents who expect to travel between beaches, cafés and everyday services. People wanting to walk straight onto the sand should interpret this location differently, particularly because of the cliffside steps.
A furnished starting point
Light and dark interior schemes and an advertised furniture package could reduce the work of getting a home ready. The value of that promise depends on an itemised contractual specification and a reliable handover process. The public warranty periods are encouraging statements, not independently checked warranty documents.
About the project
RAYA Residence is a residential collection on the Pecatu plateau above Bingin, in the southern part of Bali. Its appeal is not a single luxury specification repeated across every home. The published scheme combines ten two-bedroom private-pool villas with eight one-bedroom apartments in a small building at the entrance lane. These are materially different products sold under one project identity. Anyone comparing them needs to consider daily routines, upkeep and tenure as well as the price difference.

The villas are arranged in five mirrored pairs. Each is advertised at 201 square metres across three levels, with its own walled garden, plunge pool and roof terrace. That is a substantial outdoor component for a two-bedroom property. It also means there is more to maintain than the internal living areas: exterior finishes, pool equipment, roof waterproofing and the boundaries with the neighbouring villa all matter. The published description does not establish the net internal area or give an audited specification for each pair.
At the road frontage is a three-storey apartment house. There are eight homes, all with one bedroom, rather than a large hotel-style inventory. The developer-facing apartment website identifies three layouts, and their differences are not merely decorative. Two ground-floor apartments have private plunge pools and enclosed gardens. Four corner homes have windows on two sides, while the remaining two are smaller middle plans with a single outlook. A buyer choosing within this building is buying a particular balance of daylight, outdoor space, privacy and recurring expense.
The apartment sizes are 49.7, 52.8 and 69.2 square metres. The middle plans form the smallest category; the corners add a modest amount of space and a second window aspect; the pool-garden units are the largest. For long stays, the way each room is lit and ventilated may be more consequential than that difference in area suggests. A ground-floor pool is appealing, for example, but comes with questions about pump maintenance, privacy, damp conditions and who pays for cleaning while the owner is away.
The published apartment offer starts at USD 169,900. The project website lists USD 224,900 for a ground-floor pool-garden home and identifies differing entry prices for corner apartments on the two upper levels: from USD 169,900 on one and USD 176,310 on the other. A separate agency advertises villas from USD 499,900. These are prices in public marketing checked on 18 October 2026, not a signed schedule of available properties. A proper comparison needs the exact unit number, included inventory, tax treatment, additional costs and the tenure documentation attached to that offer.
Both parts of RAYA are advertised as furnished, with a choice between light and dark interior treatments. The apartment marketing shows a kitchen and living zone, bedroom and bathroom; the villas add the terrace and private courtyard that define their use. Familiar visual ingredients—timber tones, stone finishes and limewashed walls—help convey the design direction, but the fixtures installed at handover are determined by the written specification. A rendered kitchen cannot settle which appliances, air-conditioning units, furnishings or warranties a buyer will actually receive.
The apartment house is promoted with a staffed lobby, and the homes are approached along a gated lane. Neither feature tells us whether the building has continuous security, a resident concierge or a fully managed rental operation. It is worth separating access control from hospitality service. In a property with eight apartments, even a modest shared staffing arrangement may be a meaningful part of the service charge. Published pages do not supply the operating budget or an enforceable schedule of what the manager must provide.
The lifestyle story is designed around staying in Bingin for weeks or months rather than treating an apartment like a transient hotel room. A separate bedroom, usable kitchen and more generous corner glazing can make that credible. Yet the practical details of extended occupancy are still unit-level questions. Buyers should find out where luggage and cleaning supplies fit, whether internet service is contracted and supported, how laundry is handled, how sound carries from the lane or pools and whether visitors are subject to building rules. None of those points can be established from styling alone.
RAYA identifies Jalan Kapur as its entrance. This is a Pecatu-plateau location, not a villa opening directly onto Bingin beach. The cliffs and stairs are central to how the coastline is experienced: a beach that looks close on a map can still involve a descent and a more demanding return. The wider area offers surfing, cafés, fitness venues and access to other beaches along the peninsula. Travel times printed on the project site are useful for orientation, but they are not a substitute for testing the routes at the hours a resident would actually use them.
A plateau address may work especially well for someone who wants a base for the whole southern peninsula rather than a beach-only holiday. Daily convenience will depend on the condition of the small approach road, traffic, ride-hailing access and nearby development. There is an important limit to the location evidence: the project website gives the road and area, not an independently established cadastral boundary or a precise site pin. Coordinates from a generic Bingin search would make the dossier appear more exact than the public record allows.
Construction is described as underway, and a member of the project team has publicly reported that construction has begun. One property agency gives 2027 as the expected completion year. That provides a rough planning horizon, not a contractual handover commitment. A construction milestone, physical completion and permission to occupy the finished property are different events. A buyer needs to understand which event triggers instalments, how defects will be identified, when access is handed over and what recourse exists if delivery or approvals slip.
The largest unanswered question concerns tenure. Royal Bali Group describes the collection as a 25-year leasehold offer. A third-party project listing uses 50 years in its headline tenure description, then also refers to 25 years in the feature list. That conflict is too significant to smooth over. It might reflect different packages or simply inconsistent marketing, but the public pages do not say which. The commencement date, leaseholder, land-right holder, assignability, renewal options and rights on expiry all require documents specific to the proposed transaction.
Indonesia distinguishes registered land rights from contractual arrangements to use a property. A label such as leasehold does not itself establish ownership of the land, and foreign buyers cannot simply register Hak Milik land ownership in their own names. Other regulated residential rights exist, including certain Hak Pakai structures, but eligibility depends on the property and purchaser. No project-specific land certificate, governing lease or clear explanation of the buyer’s legal position was available to verify for RAYA. Treating a marketing label as a land title would give a false sense of certainty.
The identities behind the development also need to be pinned down. Royal Bali Group markets the overall villas-and-apartments collection as part of its developments. Meanwhile, the dedicated RAYA Residences site credits the team behind Digital Nomad Estates and names individual participants. Those accounts are not necessarily incompatible; different businesses may act as promoter, designer, builder, seller and operator. However, their precise relationship and the contracting Indonesian legal entity have not been established through the public material. A buyer must be able to match the land rights, the party receiving funds, the construction obligation and any post-handover warranty to identifiable counterparties.
The apartment website advertises structural, mechanical-and-electrical, and waterproofing warranties of ten, five and two years respectively. Those statements are worth keeping, but not promoting into verified contractual protection. The start date, exclusions, claim route and responsible company are not published in a warranty instrument we could inspect. It is also unclear whether identical terms would apply to the villas. A practical handover package should reconcile the finish schedule, equipment inventory, snagging process, building approvals and the written warranty.
RAYA is sometimes described as including managed apartments. That wording should not be mistaken for proof of a licensed short-stay business or a dependable income stream. No verified operator agreement, owner-fee schedule, rental restrictions, booking policy or property-level operating results have been made public. The distinction matters: a staffed lobby is a building feature; a legally and commercially viable rental programme is a separate proposition. Investors need to allow for repairs, vacancies, utility bills, insurance, local compliance and management fees before interpreting any forecast as potential net income.
What is reasonably clear today is the physical proposition: a small three-storey apartment building and a separate row of two-bedroom villas on the Bingin plateau, with identifiable layout choices and asking-price anchors. The less visible parts of the investment—the land right, project company, payment protections, PBG building approval, SLF fitness-for-use documentation, spatial conformity and full delivery timetable—remain unverified in the accessible record. That does not mean those documents do not exist. It means the project is better assessed as an interesting off-plan proposal than as a legally cleared, ready-to-operate asset.
Unit types & sizes
Two smaller homes with light from one side and a straightforward living-and-kitchen arrangement alongside the bedroom and bathroom. No private pool is advertised for this type. The more compact footprint may suit an individual or couple, but storage, daylight and acoustic privacy deserve closer attention than the styling images. The published area has not been reconciled with a net internal measurement.
Get floor plans and current pricesFour apartments spread across the two levels above ground, distinguished by glazing on two sides. That could make the living room feel noticeably different from the middle plan despite the modest size gap. The project lists one level from USD 169,900 and the other from USD 176,310; the outlook and available unit need checking individually rather than assuming every corner is interchangeable.
Get floor plans and current pricesTwo ground-level apartments have their own plunge pool, terrace and enclosed garden, creating a more outdoor-oriented home than the upper-floor plans. They still belong to the apartment building and its shared operating arrangements. The published asking price is USD 224,900. Pool upkeep, garden access, privacy and responsibility for repairs should all be addressed in the unit documents.
Get floor plans and current pricesTen villas are planned as five mirrored pairs. Each is presented across three levels, with a private plunge pool, walled garden and roof terrace. Compared with an apartment, this is a more substantial private home with potentially greater maintenance responsibility. Published villa prices start at USD 499,900; the area definition, precise villa allocation and associated land rights still require the unit-specific package.

Location
- The project identifies its entrance as Jalan Kapur on the Pecatu plateau above Bingin. Administratively, Pecatu belongs to South Kuta in Badung Regency, Bali. Uluwatu is the better-known wider coastal label in many sales descriptions, not a separate city. The lane is identified publicly; a plot number and a verified site pin are not.
- Bingin beach sits below the plateau, so a short marketing travel time does not remove the stairs or the climb back up. For daily use, access to the main road, the condition of the lane and local traffic could matter more than a headline distance. Published journey times vary with route and conditions and have not been independently measured for this plot.
- Surf breaks, cafés, gyms and the wider Pecatu peninsula give this location a clear lifestyle appeal. Yet each unit will face a particular direction and a particular set of neighbouring buildings. Until the plot boundary and precise map position are established, questions about construction next door, traffic noise and the actual outlook remain unit-specific.

Best for: Someone planning substantial stays on Bali rather than a succession of short holidays. The apartments offer a separate bedroom, kitchen and advertised furnishing, with meaningful choices between compact, corner and pool-garden plans. A buyer considering months of occupancy should look beyond the renders to ventilation, storage, utility charges, guest rules and how the building is actually staffed.; A couple or small household wanting a private outdoor home without requiring a beachfront parcel. The two-bedroom villas provide a different degree of separation and their own pool and rooftop space. This may be worth the additional complexity for someone who will use it frequently. The exact mirrored villa should still be assessed for sunlight, neighbouring sightlines and how the service areas function.; An investor prepared to underwrite the legal term and operating costs before judging the asking price. One-bedroom homes and two-bedroom villas would likely attract different rental uses, but neither gives an automatic yield. The buyer needs an executable tenure agreement, a credible operating proposal and a realistic expense budget, including periods without rental revenue, before treating the project as an income asset.; may not suit: Buyers who need a finished, occupied building with a demonstrated operating history and known maintenance costs. RAYA is being sold as a construction-stage project, and the delivered quality and handover process cannot yet be assessed as they could in a completed home.; Anyone expecting direct foreign ownership of the underlying land, an unconditional lease renewal or a legally established fifty-year term. The public descriptions are inconsistent, and neither a brochure nor a sales page is a substitute for the land title and executed agreement.; People who require direct sand access, a confirmed cadastral pin, a contractual rental guarantee or a fixed all-in ownership budget. The project is above the beach and material details of access, approvals, annual costs and rental arrangements remain unresolved..
