Why this project is worth a look

A whole building

The buyer is considering a self-contained multi-level property rather than an apartment in a shared residential tower. That gives a business control over frontage, arrival and internal zoning. It can also support a company that wants to expand floor by floor, provided the proposed use and any alterations are legally and technically workable.

Vertical flexibility

The standard shophouse is described as eight storeys with a private lift, while resale examples show different depths, mezzanines and gross areas. Lower levels may suit customer-facing uses, middle floors can hold offices and upper floors can provide quieter accommodation or work space. Fire safety, services and circulation still have to match the intended operation.

A riverfront identity

Some buildings face the Bassac and the promenade, others address Koh Pich Street or the internal rows. Those positions are commercially different even though they share one architectural language. A river-facing façade can strengthen the identity of a restaurant, showroom, office or boutique hospitality concept, but it should never be treated as proof of demand.

Built and inspectable

The streets, façades, access points and neighbouring properties can be assessed on site rather than inferred from a sales rendering. Businesses are already operating in parts of the quarter, although activity is not evenly distributed. A buyer can test parking, footfall, noise and evening conditions before committing.

Visible resale evidence

Several agencies publish asking prices and specifications for individual Elysée buildings. Those listings provide negotiation references, not a valuation. A meaningful comparison needs the same inputs: land dimensions, usable and gross floor area, mezzanines, fit-out, lift, title, leases and the capital required before the building can operate.

About the project

The Elysée is not a single tower and it is not a conventional condominium with a standard apartment inventory. It is a large commercial and mixed-use quarter on Koh Pich, laid out as a coherent streetscape of French-inspired buildings, internal roads, hotel components and a landmark structure modelled on the Arc de Triomphe. OCIC's current project page gives a site area of 75,800 sqm and a total of 248 assets: 245 shophouses, two hotel buildings and one landmark commercial building. Any offer inside the development therefore needs to be read at asset level. A listing may cover one shophouse, one hospitality building or a particular set of premises, but it does not represent the whole project.

The core product is a vertically organised building with its own frontage and enough depth to separate uses by floor. Koh Pich Community describes a typical unit as eight metres wide, eight storeys high and served by a private lift. The project also has three levels of underground parking. Four rows create distinct positions: one fronts Koh Pich Street, two face each other along an internal event and retail street, and the river row looks toward the Bassac and the jogging promenade. The central arch is a different asset again, described as a 12-storey landmark. That is why a single project-wide floor count would be misleading even though the standard shophouse format is relatively consistent.

Its address is part of the value proposition, but the micro-location matters. The Elysée sits on Koh Pich Street in Sangkat Tonle Bassac, Khan Chamkar Mon, along the Bassac River. The long façade is visible from across the water and the architecture gives the quarter a recognisable identity. Access to central Phnom Penh depends on the island's bridges and the traffic approaching them. A business can benefit from a memorable destination, yet customer flow should not be assumed from the project's scale alone. The relevant questions are which row the building occupies, where visitors enter, how the basement is reached, whether signage is visible and how active the neighbouring premises are at the hours that matter.

The buildings are substantially complete, while occupation and commercial activation remain uneven. AFP reported in March 2024 that the scheme, launched in 2015, was nearing completion and that more than 80% of the 229 units cited at that time had been sold, although not all were occupied. An IPS area guide published in September 2025 described an operating riverwalk, Café de Paris and additional venues preparing to open. For a buyer, this is more useful than a blanket label such as 'ready': the architecture is physically there, but fit-out, tenant activity and immediate surroundings vary from one building to the next. A site visit at several times of day is essential.

Public resale evidence also shows why individual specifications matter. The lowest accessible asking-price page found was $1.2 million for a building stated as 8 by 20 metres with eight and a half floors. Realestate.com.kh carries another eight-storey building at $1.35 million, with an 8 by 14 metre footprint and a stated construction area of 1,061 sqm. IPS lists a larger example at $2.1 million, citing a 112 sqm lot and 1,120 sqm of total floor area across ten levels and two mezzanines. These are not interchangeable comparables. They differ in dimensions, counting conventions, condition and included fit-out, so a project-wide price per square metre would create false precision.

In practical terms, buying at The Elysée is closer to acquiring a commercial townhouse or small mixed-use building than buying an apartment. A buyer might place retail or food and beverage on the lower floors, offices in the middle and private or hospitality space above. That flexibility comes with its own due-diligence burden: lift condition, fire escape, power capacity, parking rights, permitted use, title, taxes, current leases and renovation scope all need to be checked for the selected asset. The Élysée by Dara Services Apartments is a separate operated component within the quarter; its suite mix and accommodation pricing should not be treated as project-wide data. The investment case must be built around the exact building, not the visual identity alone.

Before arranging a viewing, ask for an asset-specific file rather than a general Elysée brochure. It should include the title document and seller authority, floor plans, an area schedule, information on mortgages or leases, basement-parking rights, lift and building-services maintenance records, utility bills and the renovation history. A restaurant, hotel, school, clinic or wellness concept may also need confirmation of permitted use, fire escape, electrical capacity, ventilation and equipment installation. Two neighbouring shophouses can have very different fit-out, condition and legal histories. The development's strong architectural identity does not replace technical inspection and document review for the building being purchased.

A useful site visit starts with the customer's route, not the lobby. Walk from the bridge and parking access to the entrance, test delivery turning space, signage visibility, ride-hailing pickup and evening lighting. Compare a normal weekday with a weekend or a major Koh Pich event. Inside, review ceiling heights, daylight, lift operation, stairs, toilets, water pressure, air-conditioning and the roof. Where a tenant is already in place, the headline rent is only one part of the picture: deposit, escalation, repair obligations, expiry and actual payment history all affect value. This process separates a memorable façade from a building that genuinely works for the proposed business.
