Why this project is worth a look
Identifiable residential cluster
Bougenville is named in the master developer’s own portfolio, separately from other Pecatu Indah Resort villa estates. That helps keep a property search focused on the correct address and product.
About the project
A resale search for Bougenville Villas starts with one distinction: the estate name describes a cluster, not a specific house that can be booked from a uniform sales catalogue. Bougenville sits within Pecatu Indah Resort, a large resort-oriented area on the southern Bukit Peninsula. PT Bali Pecatu Graha presents it alongside several separately named villa developments, including Aster, Anggrek, Alpokat and Hole 17. Those names matter because location alone is a poor test of identity. A four-bedroom property advertised elsewhere around New Kuta Golf may be attractive, but it is not automatically a Bougenville home. For this dossier, only the officially named cluster and listings explicitly tied to it form the project record.

The estate operator describes Bougenville as a collection of 18 units, six of them positioned for golf-course views. That gives the development a recognisable scale, but it leaves major questions open. There is no public lot-by-lot schedule showing which of those 18 positions have completed buildings, which have changed hands or which are still undeveloped. A marketing count must not be treated as 18 available homes. This is particularly relevant here because current online listings include both a finished villa and vacant land bearing the Bougenville name. The practical product a buyer acquires may therefore be very different from the generic picture of an exclusive golf-side villa estate.
Its location can be narrowed down beyond the broad Uluwatu search label. Plot advertisements identify Jl. Bougenville Raya within the Bougenville cluster of Pecatu Indah Resort, while the official estate address places the development in Pecatu, Kuta Selatan, Badung, Bali. The administrative and street-level connection is strong enough to identify the neighbourhood; an exact cadastral plot and verified pin for a particular home have not been established. One marketplace even displays an erroneous structured location in East Java beside text that plainly describes the Bali property. Such data is a reminder that a map pin generated from an advertising page cannot substitute for the address on a land certificate.
The surrounding golf course is a real, separately documented amenity rather than an entirely unverified developer promise. New Kuta Golf publishes its own details for an 18-hole course inside the same resort territory, together with tee-time booking and access arrangements. It is operated through its own business and rules. A homeowner should not assume automatic membership, complimentary play or access to every facility merely because the house is nearby. Similarly, the six golf-view units claimed by the estate operator are a subset of the development. A buyer considering a particular listing needs to confirm the outlook from that property rather than relying on a view photograph attached to the broader brand.
Pecatu Indah Resort provides a distinctive setting: residential clusters share a wider neighbourhood with hotels, a golf club, resort roads and destinations associated with Dreamland and Balangan. This context may appeal to someone who wants a house in an established resort district rather than a small standalone villa off an unmarked lane. It does not make Bougenville a beachfront project. Nor does it establish an accurate walking time to the beach or driving time to the airport for every lot. Access gates, traffic and the actual position of the property all change that experience. The sources support a location in the wider Pecatu resort area, not a precise travel-time promise.
One identifiable resale offers useful concrete detail. Ray White Kelapa Gading advertises a furnished Bougenville-cluster villa with four bedrooms and four bathrooms, 400 sqm of building area and 580 sqm of land. Six air-conditioning units are mentioned. The agency asks for offers above IDR 15 billion. None of those specifications should be presented as a standard model for the other homes in the development. It is a single broker listing, not a revised master plan or an offer from PT Bali Pecatu Graha. The available public description does not include the specific land-certificate number, a dated structural inspection or a signed transaction pack.
The distinction between land and building area is especially relevant for older villas. A generous plot can accommodate terraces, planting and circulation space, while the advertised built area may include parts of the structure that are not equivalent to enclosed, usable rooms. The 400 sqm figure in this listing is not a verified net internal area. Anyone planning to accommodate a family, run a premium holiday home or create a working space will need a floor plan and a measured inspection of the particular house. Photographs and a room count alone cannot reveal the condition of service rooms, the quality of the water system or whether the home suits the intended use.
The cluster also appears in land-only offerings. Brighton published advertisements dated January 2026 for Bougenville plots of 532 sqm at IDR 3.72 billion and 726 sqm at IDR 5.08 billion. A separate Rumah123 auction listing from 2025 concerned 1,250 sqm of land with an IDR 8.5 billion asking figure. Those lower numbers are not cheaper versions of the four-bedroom Ray White house. They refer to land parcels without a finished villa included. A purchase of an undeveloped plot brings an entirely different budget for design, approvals, construction, connections and eventual maintenance, while an auction can add procedural and possession risks that are absent from a straightforward negotiated resale.
The advertised prices also tell us very little about achieved market values. The Ray White number is an offer threshold, not a notarised closing price. Land auction numbers are likewise starting positions under particular sale procedures, not comparable sales of habitable property. We did not find a reliable series of completed Bougenville transactions, their dates or their effective prices after concessions. Consequently, it would be misleading to claim a cluster-wide entry price, a price per square metre or a likely gain on resale. A buyer can use these listings to understand the range of asset types being marketed, but valuation must rest on actual comparable homes and verified deal terms.
Land rights require more attention than the estate brochure gives them. The official Bougenville description uses “freehold”. Yet advertisements for individual plots refer to different Indonesian certificates: Brighton calls one plot SHM, while a Bougenville Raya auction listing identifies SHGB, reflecting Hak Guna Bangunan. The Ray White villa is labelled only with an unspecific “Hak Lainnya” category. These are not conflicting versions of one document; they concern distinct properties. What they show is that a single sales label cannot establish the exact title, registered holder or transfer route for every address within the cluster.
In Indonesia, Hak Milik is a land-ownership right that a foreign individual cannot simply acquire in their own name. Hak Guna Bangunan is a distinct, time-bound right associated with building on or using land; the holder and remaining term matter. Hak Pakai, a right of use, may be relevant to certain qualifying foreign ownership arrangements, but it cannot be assumed for this house without checking the buyer, the land and the documentation. A contractual lease is different again, and no standard lease term for Bougenville has been verified. Where a company is involved, share ownership and the company’s registered land rights must be examined separately. A marketing promise of “freehold” resolves none of these questions.
The framework for land rights and qualifying foreign residential ownership is set out in Indonesian Government Regulation No. 18 of 2021 and implementing land-administration rules. The relevant ministerial regulation has also been partially changed in 2025, which is one reason to avoid generic instructions copied from old agent guides. But even the right legal category is not enough without a property-level search. The name on the certificate, encumbrances, boundaries, validity of any authority to sell and the identity of the payment recipient all need to match the proposed transaction. Bougenville advertising includes auction inventory, a category in which verifying the procedure and possession status is particularly important.
There is no reliable public completion timeline for the whole estate. A resale villa demonstrates that at least one house exists, not that the developer delivered all 18 homes together or that the same permits apply to every plot. Neither a completion year nor a confirmed construction status for every lot should be inserted into a project-wide database record from these sources. The building-permission review has similar limits. Current Indonesian terminology distinguishes PBG, the approval associated with building work, from SLF, the certificate addressing functional suitability. Older buildings may have a prior IMB. We could not inspect those records for the identified resale, and that is not evidence that the permits are absent.
The same property-specific approach applies to land use. Kuta Selatan has a formal detailed spatial plan, with the 2021–2041 regulation listed in Badung’s official legal register. A public consultation for a proposed 2026–2046 plan was announced in September 2026, but a draft must not be described as already enacted. Some brokers label Bougenville parcels as being in a “pink tourism zone”. That phrase is insufficient to determine what may lawfully be built or operated on a named parcel. A new villa, an extension, a restaurant operation and short-stay accommodation can raise different permission questions. Official site-specific zoning and building records are the evidence that matters.
This becomes even more important when a buyer expects the house to earn money. The wider neighbourhood contains hotels and recreational services, but the presence of tourism infrastructure does not automatically authorise a privately owned villa to operate as a short-stay business. We found no Bougenville-wide management contract, audited rental statement, booking history, operating licence or supported occupancy data. It is possible to build a financial scenario for a particular inspected house, but it should begin with the confirmed right to operate and realistic local costs rather than a percentage taken from a developer brochure. There is no basis here for a guaranteed return or a standard payback period.
Operating costs can be less visible than the purchase price. One plot advertisement mentions a controlled entry and round-the-clock security; the estate website describes wider resorts and commercial facilities. Neither establishes a binding package of included services for every Bougenville owner. We did not find a current schedule for estate charges, private security, road maintenance or use of golf-club amenities. Insurance, repairs, gardens and building services will also depend on the size and condition of the specific home. A buyer intending to stay only part of the year must additionally establish who looks after the property between visits and on what contractual terms.
Physical inspection deserves as much weight as the legal file in a resale of this type. A golf-side position can be desirable, yet the view from the living room may differ from the view at the edge of the plot. Orientation, adjacent buildings, access roads and landscape maintenance shape daily life. In a tropical coastal environment, the roof, waterproofing, drainage, cooling systems, external finishes and any pool equipment deserve particular scrutiny. We cannot state that the advertised four-bedroom villa has defects, or that it contains a particular pool, because the available project records do not substantiate that. The point is to value the building in its current condition, not as an abstract unit in a brochure.
A buyer’s eventual exit will also depend on the exact asset, not only on the appeal of the Pecatu name. A furnished four-bedroom home, an undeveloped 726 sqm parcel and a repossessed auction lot serve different audiences. They may attract different buyers, lenders and levels of diligence. The absolute sums involved are substantial, and there is too little reliable transaction history in the public record to state a normal marketing period or resale premium for Bougenville. A recognised resort neighbourhood may be an advantage for discovery, but it does not remove the need for sound title, appropriate pricing and a buyer able to complete the particular type of transaction.
Finally, it is necessary to distinguish the master developer’s identity from the seller of an individual resale. PT Bali Pecatu Graha is named on the official Pecatu Indah Resort website and is associated with the wider development and Bougenville portfolio. That does not mean the company presently owns every property, signs every resale contract or receives every deposit. Each offer must be traced to its registered holder and authorised representatives, especially where an agent or an auction intermediary is involved. The appropriate next step is not to assume a single Bougenville purchasing procedure, but to match the chosen house or land parcel to a verifiable document set before any financial commitment.
Bougenville Villas clears the threshold for a distinct project profile: its identity, district, official 18-unit description and individual market examples are all documented. It does not clear a higher threshold for a blanket title claim, standard pricing, a uniform completion date or promised rental income. The strongest reason to explore it is the identifiable residential setting close to an operating golf course. The strongest reason to slow down before purchasing is that the advertised assets and legal rights differ materially from one lot to the next. Both facts belong in the same buying decision.
