Why this project is worth a look
A real coastal address
The operator places the building on Jl. Umalalang in Cemagi, close to the shoreline. Its setting is more village-like than central Canggu, although outlook and beach access must still be checked for an individual unit.
A defined residence mix
Franz Group identifies 30 apartments, predominantly one-bedroom homes with a smaller two-bedroom selection. That makes it easier to understand the building's likely guest profile and the limited choice of larger layouts.
Visible hospitality activity
Butler markets apartments at Horizon Cemagi for guest stays and describes reception, housekeeping and shared facilities. An operating channel is useful evidence, but it is not proof of a particular owner's occupancy or profit.
A finite ownership horizon
The sales portal advertises a 26-year contractual lease with a possible extension. The exact residual term and renewal rights remain dependent on legal documents, and can materially affect resale value.
About the project
Horizon Apartments sits in a part of coastal Bali where the appeal is less about being in the middle of Canggu and more about having the ocean close by. The project is also marketed as Horizon Cemagi. Franz Group lists Horizon Apartments in its development portfolio, the project sales portal uses Horizon Cemagi, and the hospitality operator Butler presents the apartments under the Horizon name. Taken together, those references point to the same residential complex rather than a separate phase or a development of standalone villas. Both names matter when comparing sales materials and rental listings.

The most useful address reference comes from Butler, which places the property on Jl. Umalalang in Cemagi, Mengwi, Badung Regency. Cemagi is not a synonym for central Canggu. The setting is closer to a coastal village, with rice fields and a less built-up landscape, although development can change that character over time. Guests and the sales team describe immediate access to the shoreline. The distinction between being close to the ocean and owning a unit with a protected ocean view should not be lost: direction, height, neighbouring land and the individual apartment determine what a buyer will actually see.
The development has a fairly specific apartment mix. Franz Group describes a 2,000-square-metre site with 30 residences: 24 with one bedroom and six with two. This is important because it identifies the core product as a compact serviced apartment rather than a villa substitute. A buyer looking for a larger family home has relatively few choices in the existing mix. The independent Housebook catalogue lists one-bedroom apartments of 63–68 square metres and a two-bedroom option of about 83 square metres. On its own page, the sales team gives a wider 61–101-square-metre spread. These figures cannot safely be blended into a single definitive unit schedule without the latest drawings.
There is also a genuine discrepancy in the bedroom descriptions. Franz Group's project page names only one- and two-bedroom units. Horizon Cemagi's sales FAQ mentions three-bedroom accommodation on its second level, alongside one-bedroom apartments and two-bedroom penthouses. That could reflect a layout change, a combined residence or an editorial error. Nothing publicly reviewed establishes which explanation is correct. The published apartment mix therefore follows the developer portfolio and independent listings, with the three-bedroom reference treated as unresolved rather than quietly promoted into an additional product type.
For day-to-day use, a particular unit matters more than the generic renderings. Listings describe furnished apartments with kitchen facilities, living areas and balconies, while the sales site refers to some ground-level one-bedroom layouts with private pools. Neither a pool nor an ocean-facing terrace should be assumed for every residence. A buyer planning regular personal stays will care about noise, storage, privacy from communal areas and how much space is genuinely usable indoors. A rental investor will also want to know whether the furniture package is owned, maintained and eventually replaced by the unit holder or by the operating company.
The project has been designed around a hospitality-style experience. Franz Group originally described a restaurant, coworking area, gym and communal swimming pool. The Horizon Cemagi sales portal goes further, presenting Hubble restaurant, wellness facilities, yoga space, private parking, a two-level coworking area and a backup generator rated at 300 kW. Butler's live guest listings advertise a reception and concierge team, sauna, spa services and around-the-clock security. These are appealing conveniences for a short stay. They also make the building more operationally complex than a simple block of privately occupied apartments, with staffing and maintenance decisions affecting every owner.
That distinction shows up in running costs. A shared pool is not free once construction is complete; nor are lifts, security, electricity for communal areas or frequent cleaning. Restaurant access can add value for guests without necessarily contributing profit to apartment owners. The available public material does not establish who pays for major repairs, whether the restaurant and wellness areas have separate operating budgets, or how common-area charges are approved. The management agreement and annual service budget will matter far more to a net-return calculation than a projected nightly rate alone.
Unlike a scheme promoted only through construction visuals, Horizon has evidence of a functioning guest operation. Butler advertises individual apartments at Horizon Cemagi on Airbnb and describes specific hospitality services available during a stay. The sales portal states that the complex launched in July 2025, while Housebook places handover in the third quarter of that year. Current accommodation listings make a completed and operating classification reasonable. They do not establish that every apartment has been delivered, every defect resolved or the building's official certificate of fitness for use issued. A functioning booking page is evidence of guest activity, not of legal completion paperwork.
The parties involved deserve careful separation. Franz Group presents Horizon in its own portfolio and describes itself as a design, construction and development business. The dedicated sales portal instead identifies the developer as Franz Building Company. The relationship between these trade names seems commercially connected, but a verified project-company record or executed sale contract was not available in the public material reviewed. Butler Management Property is identified as the operating manager and is visible in guest listings. Its operational role should not be confused with ownership of the land, responsibility for title transfer or the identity of the party receiving the purchase funds.
Price comparisons are unusually sensitive here because the public offers are not aligned. The project sales site indicates a starting price of USD 211,000 for a ready one-bedroom apartment. Housebook lists a near-identical starting figure of USD 211,110, but NewHomes advertised USD 199,000 for a 64-square-metre one-bedroom unit in its August 2026 listing. Indonesian marketplace Rumah123 carried one-bedroom and two-bedroom offers priced in rupiah, at IDR 3.61 billion and IDR 5.25 billion respectively, dated April 2026. These are dated asking-price references from different channels, not a verified live inventory. They have deliberately not been converted into a common currency or averaged.
A quoted apartment price says little about the complete cost of holding it. The agreement might include furniture and certain operating equipment, yet exclude legal fees, taxes, replacement reserves or recurring management charges. A ground-floor unit with its own pool creates a different maintenance profile from an upper-floor apartment; a unit purchased on resale may also carry a different remaining lease term. Before comparing prices, the buyer needs the precise unit number, floor plan, inventory, rights package, payment recipient and the breakdown of ongoing obligations. The 50/50 payment arrangement shown by one distributor is linked to a pre-completion sales structure and should not be assumed to apply to this operating building.
The central legal question is the length and quality of the right being offered. Horizon Cemagi's marketing FAQ states a 26-year lease with an option to extend. It does not show the executed land agreement, identify the lessor or explain the date from which the term runs. More importantly, an opportunity to negotiate an extension is not the same as an unconditional right to renew at a fixed price. If the lease clock started before a particular sale, the buyer may acquire materially less than 26 years. This affects not only long-term use but also what a future purchaser will be willing to pay as the unexpired term declines.
Indonesian property law distinguishes land titles, apartment rights and contractual leases. The label HGB, or Hak Guna Bangunan, refers to a right to build and use land under specific conditions; it does not by itself tell an overseas purchaser what will be transferred to them. Some broker listings for Horizon carry an HGB certificate label, but no underlying certificate or unit-level title documents were available for review. Equally, the possibility of a Hak Pakai right or a qualifying apartment title for foreigners under Indonesian law cannot be applied to this particular residence without checking the legal structure, land status, purchaser eligibility and actual contract. Certain purchases by foreign buyers are also subject to minimum property-value rules; applying a threshold to Horizon before establishing the purchase structure would be misleading. A marketing description of leasehold is not a substitute for those documents.
Permits present a separate question from ownership. Horizon Cemagi's sales materials say all permits have been secured and describe the site as being in a red zone. Neither the relevant land-use approval nor the building approval PBG and certificate of building fitness SLF were independently available among the public documents reviewed. There is no basis to conclude they are missing; there is also no basis to state that we verified them. For a hospitality-oriented property, the authorised use must match the real operating model, including short-stay accommodation where required. Registration details appearing on an individual booking listing should not be mistaken for proof of a permit covering the entire property.
The projected returns in promotional material need to be treated in the same way: as projections. Butler's participation shows that a team is marketing and servicing stays, but no audited building-wide rental history, owner statements or complete management fee schedule was publicly established. Occupancy, discounts, platform fees, cleaning, staffing, repairs, utilities, taxes and the share of common-area costs all affect the amount an owner keeps. The ability to advertise a room today is not a contractual promise of rental income tomorrow, and an attractive gross revenue scenario says nothing about how much cash is distributable after expenses.
Coastal exposure brings another layer of practical due diligence. Salt, wind, humidity, heavy rain, drainage and the future condition of the seafront can all influence maintenance and access. The project promotes a beachfront position and states that the property carries insurance with an international insurer. A policy, coverage schedule, named insured parties and exclusions were not independently reviewed. Buyers should not assume that a building-level policy covers the loss of rental income or the contents and legal interests of an individual apartment. These distinctions matter more than the identity of the insurer on a promotional slide.
For the right buyer, Horizon offers a clear proposition: a manageable-sized apartment by the water, shared resort facilities and an operator already appearing in live holiday-rental channels. Someone seeking occasional personal use alongside professionally organised guest stays may value that setup. The trade-off is less private space, dependence on common services and a legal right with a finite term. Families seeking generous living accommodation, purchasers who require perpetual land ownership, and investors who need a pre-agreed net cash yield may find that the existing public evidence does not meet their needs.
The most defensible conclusion is neither that Horizon is risk-free nor that it should be ruled out. The project has a recognisable identity, a documented core apartment mix, a reasonably specific location and visible indications of operation. The decision now turns on the unit-level sale agreement, the actual contracting and title holders, the remaining lease and renewal mechanics, building and hospitality permissions, service costs and the treatment of rental proceeds. Once those pieces are matched to the apartment being offered, the coastal lifestyle and hospitality amenities can be judged for what they are genuinely worth.

Location
- The operator gives Jl. Umalalang, Desa Cemagi, Mengwi, Badung, as the street-level address; the cadastral parcel was not independently identified.
- Mengening Beach and the oceanfront are close to the building, but the outlook and practical route to the sand are unit- and access-dependent.
- Pererenan and Canggu provide a wider set of everyday services within the surrounding area; the property itself is in quieter coastal Cemagi, not central Canggu.
