About the project
Mean Chey Residences is a large low-rise housing development by RoseMarvel Property Development along Samdech Techo Hun Sen Boulevard, more commonly known as 60M Road. Public material also uses the singular spelling Meanchey Residence; it refers to the same residential scheme. It should not be confused with Mean Chey Avenue, RoseMarvel's separate community mall on Land Lot 43. The distinction is substantive rather than stylistic: Residences is a borey of villas and shophouses with its own construction area, while Avenue is a retail, leisure and entertainment project with different premises and a separate commercial purpose.
RoseMarvel presents the development as covering more than 20 hectares and containing over 400 homes. IPS uses the rounded figure of 400 units, so the number is best read as a scale indicator rather than a final schedule of plots. The community is arranged around internal roads, individual land parcels and several classes of landed housing. Official photographs dated June 2026 show completed rows alongside foundations, concrete frames and masonry still in progress. That mix matters: Mean Chey Residences is developing in phases, and the handover position, immediate streetscape and nearby works can differ materially from one property to the next.

The address used here is Samdech Techo Hun Sen Boulevard, Phum Srok Chek, Sangkat Cheung Aek, Khan Dangkao. RoseMarvel's contact page identifies the residential project at that location, the original construction announcement places the site in Cheung Aek beside AEON Mall Mean Chey, and current villa listings consistently use Khan Dangkao. Other project profiles classify it under Tuol Roka 3, Chak Angrae Kraom, Khan Mean Chey, which is also where RoseMarvel lists its Land Lot 86 headquarters. A buyer therefore needs the cadastral address and entrance pin for the selected plot, not merely the developer's general 60M Road office address.
The product range includes King, Queen, Prince and Princess villas, plus Shop House Special and the standard Shop House. These are not minor façade variations. They have different plot widths, building dimensions, room schedules, parking capacity and intended uses. King and Queen address large or multi-generational households; Prince and Princess provide narrower private-home formats; the two shophouse models introduce live-work or commercial potential. The practical comparison should therefore include more than purchase price. Fit-out, cooling several floors, staffing, garden upkeep, parking needs and the cost of operating a large house can change the ownership budget substantially.
King Villa is the largest published format. RoseMarvel's current specification gives a 31 m or 32.5 m by 37.5 m plot, a 25.45 m by 26 m house, eight bedrooms, fourteen bathrooms and five parking spaces. The schedule also includes a lift, movie room, gym, prayer room, salon, two family areas, three studies, two kitchens and staff accommodation. Queen Villa steps down in scale but remains a substantial family property: an 18 m by 24 m plot, 13.5 m by 17.35 m house, six bedrooms, eight bathrooms and three parking spaces, together with a courtyard, study, entertainment room and separate wet and dry kitchens.
Current developer pages place both Prince and Princess on an 8 m by 24 m plot with a 6 m by 14.5 m building. Prince is listed with five bedrooms, six bathrooms and two parking spaces; Princess has four bedrooms, five bathrooms and two spaces. A 2023 brochure showed a larger Prince configuration—13 m by 24 m land and a 9 m by 17.5 m house—so that older layout should not be assumed for current stock. Shop House Special uses an 11 m by 24 m plot and a 9 m by 16 m, five-level building with a lift, offices and meeting rooms. The standard Shop House is narrower at 4.5 m by 24 m with a four-level, 4.5 m by 16 m structure.
The published completion target was 2025, but it no longer describes the entire site's physical condition. RoseMarvel still labels Mean Chey Residences as under construction and released a new construction-progress series on June 12, 2026. Those images show occupied-looking completed rows, active concrete pours, open structural frames and early-stage plots in the same community. The sensible reference point is therefore the selected property: whether its building and utilities are complete, whether the street and landscaping are operational, what work remains, and which delivery obligations appear in the sale documents. A project-wide date cannot replace a plot-specific programme.
Confirmed community facilities include a large park, jogging track, outdoor gym, children's playground, pavilion and 24-hour security with CCTV. They appear on RoseMarvel's project page and are repeated in current agency profiles. A site visit should separate operational facilities from areas that remain planned or affected by construction. Walk from the chosen house to the park, inspect lighting and pavements, observe gate control and note the movement of construction vehicles. Families with younger children should also look at how pedestrian routes intersect with internal traffic today rather than relying solely on the finished master-plan presentation.
AEON Mall Mean Chey is the principal external landmark. Developer and industry coverage describe the housing site as adjoining or immediately beside the mall, while RoseMarvel's brochure also positions International School of Phnom Penh within a short drive. The 60M Boulevard corridor connects the project to southern Phnom Penh, but actual travel depends on the entrance used, turning restrictions and the time of day. Households commuting toward central districts should test the morning departure and evening return, identify a practical alternative route and revisit access after heavy rain instead of treating proximity to a mall as a complete location assessment.
Public asking prices span several tiers. The live project page carries a lower anchor of $420,000; a Princess Villa was marketed at $440,000, Prince at $700,000, Queen at $950,000 and King at $4,200,888. The individual listings were updated in October 2025 and remained accessible when checked on July 25, 2026. They cover very different products and do not form an official developer tariff. Plot position, construction stage, fit-out, furniture, payment history, the seller's contractual position and any assignment process can all affect the real transaction. Compare the complete property and obligation package, not just the headline amount.
Before paying a reservation, obtain the selected plot identifier, land and house plans, the seller's RoseMarvel contract, payment ledger, outstanding instalments, assignment terms and evidence that the seller can transfer the relevant rights. A completed home also warrants a technical inspection covering the roof, façade, waterproofing, windows, electrical installation, water pressure, drainage, cooling systems and the exact handover specification. For a building still in progress, request a dated programme, material schedule and defect-remedy process. Title form, transfer readiness and an acceptable ownership structure should be established from documents with qualified professional advice rather than inferred from marketing pages.
Mean Chey Residences makes the most sense for households that can use the space: multi-generational living, staff accommodation, home offices, regular entertaining, private parking and separate service areas. It is less suited to buyers prioritising minimal running costs, a car-free routine or a completely finished neighbourhood with no adjacent works. Its strongest proposition is the breadth of landed formats in a sizeable community beside AEON Mall Mean Chey. Its main challenge is variation—in stage, plot details and public address descriptions. Choose the model and plot first, inspect the physical property and documents second, and compare price and payment terms only after those fundamentals are clear.

Landed property — what this means for a foreign buyer
This is landed housing, not a unit in a co-owned building. Cambodian law does not allow a foreign individual to hold land. Foreign ownership works for an apartment above the ground floor inside a co-owned building, within the foreign quota — that is a different product from this one.
That does not automatically mean the project is closed to you: structures exist, and each carries its own legal and tax trade-offs.
