Palma Villas
Palma Villas in Kedungu is no longer being presented as a new-build opportunity. UTAMA, the development brand associated with the project, says the villas have sold out, been handed over and entered rental operation.

Why this project is worth a look
Past the construction stage
UTAMA reports completed handovers and active rentals. A future purchaser may be able to inspect a real building and request operating records rather than rely solely on an off-plan forecast.
Only three villas
The project-specific agency listing identifies a compact collection of two-bedroom homes. Small scale is a characteristic, not proof of exclusivity or stronger resale demand.
Two-bedroom accommodation
The known unit format can suit small travelling groups or occasional owner use. Actual comfort remains dependent on the undisclosed built area and floor plan.
An operating model exists
UTAMA markets professional rental management as part of its wider approach. What a Palma Villas owner receives, pays and can terminate must still be established from the unit’s management agreement.
About the project
Palma Villas in Kedungu is no longer being presented as a new-build opportunity. UTAMA, the development brand associated with the project, says the villas have sold out, been handed over and entered rental operation. That changes the buyer’s starting point. There is no verified open inventory to reserve from the developer. Any future opportunity would most likely involve an existing owner transferring their interest, with a price and remaining contractual term specific to that villa. We found no publicly substantiated resale offer for an identified unit.

It is also a project where names matter. This dossier covers the UTAMA-associated Palma Villas in Kedungu, Tabanan. It does not cover Palma Residence in Berawa, marketed by Palma Islands Indonesia, or the separately advertised Villa Palmera in Bingin. Those are different property propositions, not additional phases of the same Kedungu site. Borrowing a floor plan, price or permit claim from one of them would create a false picture of what a Palma Villas buyer might acquire.
The specialist agency catalogue describes three two-bedroom villas and quotes a 117 sqm land plot for the villa type it advertises. The 117 sqm figure is land area, not interior floor space. No reliable public schedule identifies each villa’s built area, bathroom count, detailed layout or surveyed plot boundaries. This matters when comparing small holiday homes: a two-bedroom label says something about the likely guest group, but far less about comfort, usable indoor space, storage or maintenance needs. The only defensible unit profile today is a two-bedroom villa; finer specifications remain document-dependent.
A developer-reported completion is still useful information. UTAMA explicitly describes Palma Villas as delivered and rented out, whereas the agency’s 2025 completion date belongs to an earlier sales presentation. We would not use that target year as the verified handover date for every villa. An operating property offers a different form of scrutiny from an off-plan purchase: there should be a building to inspect and a history of maintenance, bookings and costs to examine. Yet neither the marketing status nor a booking listing establishes the signed handover documentation or the legal approvals of an individual unit.
The quoted prices belong to that earlier sales era. One detailed agency entry shows a presale figure of EUR 245,000 and a regular figure of EUR 260,000. The same agency’s home page carries a USD 215,000 figure for Palma Villas. The pages do not provide enough unit-level or time-specific information to reconcile them. None is a verified October 2026 asking price, and there is no sound basis for treating the lowest as a current entry point. An owner-led resale must be priced against the actual asset, its remaining lease term, current condition and deal expenses, rather than against a historical developer promotion.
The contractual structure deserves more attention than the old headline price. Palma Villas was marketed with a 29-year lease and a further 15-year extension said to be guaranteed. UTAMA’s current general investor material refers instead to a 30-plus-30-year arrangement across its offering. These statements do not establish the executed terms of any original Palma Villas purchaser. They may describe different products or successive marketing approaches. What matters for a resale is the lease that was actually signed: its commencement date, term remaining, landholder, assignment provisions and any renewal clause, including who must consent and what payment may be required.
A contractual lease should not be confused with registered ownership of Indonesian land. Hak Milik is the Indonesian ownership title and cannot simply be placed in a foreign individual’s name as if it were an unrestricted freehold purchase. Other rights, such as Hak Pakai, have separate eligibility and registration rules. We have not seen the underlying land certificate, titleholder information or notarised Palma Villas instrument. Accordingly, the project can be described as historically marketed on a long-term lease basis, but not as having a verified title arrangement suitable for every foreign buyer.
UTAMA identifies itself as the group designing, building and managing boutique villas, and names Steven Gijsman as its founder. That is useful brand-level provenance, not identification of the legal entity that holds the land or contracts with an owner. Once a completed villa changes hands, the seller may be the current leaseholder rather than the original development company. A purchase file needs to connect the proposed seller, the contract being assigned, the land titleholder and the account receiving the funds. The distinction is especially important if an agent, manager and land-owning party appear under different names.
The rental story is promising as a source of verifiable records, not as a promise of returns. UTAMA describes an end-to-end management model covering guest bookings, cleaning, maintenance and administration. The published company-wide offer does not reveal the manager’s signed obligations or fee schedule for each Palma Villas home. Gross guest receipts would need to be read alongside booking-platform charges, management fees, utilities, repairs, furnishing replacement, taxes and vacancy periods. A historic return projection on an agency page offers no substitute for that unit’s actual monthly statements and bank receipts.
Kedungu provides the broad geographic setting, with the village area lying in Kediri district of Tabanan Regency. The agency advertises a two-minute journey to the beach, but no precise project address or measured route accompanies the claim. Even the transport mode is unspecified. Before attributing beach access, quiet surroundings or a particular view to a unit, a buyer would need its exact plot and access road. Access width, parking, drainage and neighbouring construction are the kinds of site conditions that can materially change both guest appeal and operating costs. We have not assigned a map pin to Palma Villas because a district centre is not evidence of its location.
Regulatory paperwork is another point where a brand-wide statement cannot stand in for a project record. Indonesian building administration distinguishes PBG, a building approval, from SLF, a certificate of fitness for use. UTAMA says its investor model has the relevant approvals, but identifiable PBG or SLF documents for Palma Villas were not available in the reviewed public material. Nor did we find a plot-specific record demonstrating the approved land use and permissions for short-term guest accommodation. A villa may be complete and advertised for rent without those particular documents having been independently checked here; that is a limit of evidence, not a finding that the documents do not exist.
For a buyer, the attraction of Palma Villas is a compact, reportedly operating property rather than an uncertain construction programme. Its limitation is the thin public audit trail at the level that matters most: the particular home and the contract attached to it. If an actual owner offers a villa, the comparison should start with the remaining enforceable rights, condition report, management accounts, transfer terms and full acquisition cost. Those records determine whether the opportunity works for a personal-use buyer, a rental investor or neither. The old sales narrative can supply background, but cannot make that decision on its own.
Ownership format
The original offering was marketed as a 29-year contractual lease with a further 15-year extension. No villa-specific executed lease, commencement date or enforceable renewal clause was available for review.
Home types & sizes
The agency describes three villas of this type and a 117 sqm land plot. The building area, room configuration, bathrooms and unit-specific fit-out were not independently established from public documents.

Best for: Buyers who prefer an already completed asset and want the opportunity to inspect physical condition and request an actual operating history before committing.; People looking for a two-bedroom holiday base with some rental use, provided the individual lease and management agreement permit the intended mix of personal stays and guest bookings.; Rental investors willing to evaluate real income statements, maintenance records and recurring costs for a named villa rather than infer performance from a developer forecast.; Purchasers comfortable with a possible owner-to-owner transaction, where availability, assignment rights, taxes and payment controls need to be rebuilt around the current seller.; may not suit: Anyone seeking a currently available developer unit at an advertised fixed price: the original project is marked sold out and no verified resale inventory was found.; Buyers who require a publicly documented land title, exact lease expiry and ready-to-transfer rights before considering a property: those items have not been disclosed at unit level.; Investors using projected annual returns as the principal purchase test without obtaining operating accounts and legally enforceable terms..
What we confirm before booking
A short, project-specific list. We request these from the developer and go through them with you before any payment.
- The development’s street address, parcel boundaries and reliable coordinates remain unverified. Kedungu is established as the area, but the advertised two-minute beach journey cannot be checked from an identified starting point.
- An old agency project entry displays both “sold out” and a “one unit available” line, while UTAMA describes full sell-out, handover and rental operation. No identified resale unit, current asking price or owner documentation was found.
- The individual land certificate, executed lease, contracting legal entity, renewal terms and identifiable Palma Villas PBG/SLF records were not available. The project-specific 29+15-year marketing terms differ from UTAMA’s general 30+30-year proposition.
