Why this project is worth a look

One site, two lifestyles

Apartments and villas are part of the same 36-plus-22-unit project, but serve different patterns of use. An apartment may be easier to leave in a rental programme, while a multi-bedroom villa may work better for family stays. The right comparison is the individual home and its ongoing costs.

About the project

The critical decision at Pandawa Hills is which kind of home to buy, not simply whether to buy into the development. One part is a four-storey apartment building with relatively small units; the other is a collection of individual villas. The developer's published programme consists of 36 apartments and 22 villas in Kutuh on Bali's southern Bukit Peninsula. They share the Pandawa Hills identity and amenities. The apartment and villa pages are product views of that same development, not evidence of two unrelated schemes or separately documented phases.

It is also a development still requiring completion evidence. An early project website advertised February 2026 handover, one marketplace continued to show the first quarter of 2026, and another sales sheet pointed to the final quarter of the year. None of those dates is a certificate of practical completion. In its October 2026 construction update, LOYO & BONDAR reported that partition walls had been erected, rough plumbing installed and roofing finished. That is meaningful progress, but it does not establish that every unit has been handed over, that communal facilities are functioning or that an occupancy certificate has been issued.

A buyer seeking occasional personal use might prefer an apartment. The published apartment range includes compact layouts described as studios and, elsewhere, as one-bedroom units. Market listings show areas from about 35 to 43 square metres, and a separate listing specifies 36.7 square metres. Yet the definitions are not consistent: some descriptions separate interior floor area from a balcony, while the project's own advertising brings those elements together. The difference affects what fits in the room, whether there is a genuinely separate sleeping space and how much usable accommodation a guest actually gets. Confirming a numbered floor plan is much more valuable than relying on the category label.

For buyers who stay for longer periods, the villa range offers a different proposition. Public listings feature 91-square-metre one-bedroom villas, 126-square-metre two-bedroom examples and a 205-square-metre three-bedroom type. The group website itself markets villas with one, two and three bedrooms, although it does not place every plot plan and current availability record in a single accessible list. The size of a private garden, whether a particular villa has its own pool and the degree of separation from neighbours cannot safely be inferred from images of another unit. A shared landscaped pool and a pool belonging to an individual villa are different amenities, with different maintenance consequences.

The common rooftop is the project's most clearly described shared feature. LOYO's material sets out a 400-square-metre open area above the apartment block, with a panoramic pool, places for drinks or food, and an outdoor cinema. The original project site also refers to a rooftop restaurant. This gives compact apartments somewhere else to spend time and creates a social focal point for guests. It raises practical questions too: operating hours, access for villa residents, noise below the rooftop, upkeep and the service charges required to run an amenity that does not belong exclusively to any single apartment owner.

An ocean-facing view is a feature to price at unit level, rather than a promise to apply to the whole compound. The marketing emphasises the ocean and green hillsides, while the studio sales sheet distinguishes some upper-floor, ocean-view stock from standard units. Being near a viewpoint does not mean a first-floor room has the same sightline as a fourth-floor one. The orientation of windows, neighbouring structures and future building activity can matter as much as the floor number. These should be evident in a dated view plan and then checked on site where possible.

The developer's map pin places Pandawa Hills in Desa Kutuh, Kuta Selatan, within Badung Regency. A property portal uses the locator 554F+V7P for the address. Other directories sometimes file the development under Ungasan, a useful broader search area but not a more precise administrative identification. Marketing refers to nearby Pandawa-area beaches, large hotels, places to eat and fitness facilities. Published claims of two or five minutes to a beach are not independently verified walking times; the usable route, road access and entry to a particular beach should be established from the actual gate, rather than guessed from a straight-line distance to the coast.

There is a meaningful spread between advertised prices and later third-party offers. LOYO's apartments page shows a starting figure of IDR 1.9 billion, while the corresponding villas page starts at IDR 3.9 billion. Bali.RealEstate has separately advertised a 43-square-metre apartment for USD 125,000, a 91-square-metre villa for USD 250,000 and a 126-square-metre villa for USD 300,000. A broker using a developer price sheet publishes other IDR figures. These prices should not be averaged or converted into a single supposed current tariff. A quoted amount may describe a different floor, view, unit, date, original listing currency or package of inclusions. The unit number and written quotation need to travel together.

The ownership question deserves at least as much attention as the asking price. Listings describe a long-term contractual lease, but the stated duration differs: one source refers to 25 years plus another 25; a price sheet says 26 plus 26. Those are advertised structures, not proof that a further term is automatic or that the full combined period runs from the buyer's handover date. A contract must identify the land-right holder, the party granting the lease, the start and expiry dates, any registration or notarial steps, and the actual conditions and cost of extension. A resale buyer later on will also care about how much time remains and whether the rights can be assigned.

Indonesia distinguishes land titles from contracts to use land. Hak Milik is a form of land ownership that a foreign individual cannot simply hold directly. Hak Pakai is a regulated right of use that may be available for qualifying foreign residential ownership, depending on the property and the buyer's status. Hak Guna Bangunan, usually shortened to HGB, is a separate building right that requires scrutiny of the named holder and its terms. None of those labels establishes what this particular Pandawa Hills customer receives. Publicly available marketing does not provide the signed underlying land deed or a verified document trail linking the title holder, the developer's contracting company and the end buyer. The group's brand is visible; the exact legal counterparty for this transaction is not.

Building permissions are another unresolved part of the purchase rather than a minor administrative detail. PBG is the Indonesian building approval, and SLF is the building's certificate of fitness for use. A specialist marketplace describes the Pandawa Hills PBG as applied for or pending, but the issued approval and its official identifier were not inspected. An SLF for the completed project was not available in the reviewed material either. Neither finding proves non-issuance; it means that an advertised completion date and a photograph of building work cannot substitute for the relevant record. Proposed short-stay rental use also needs to fit the permitted land use and applicable operating registrations; an informal colour-coded zoning claim is not an official site-specific confirmation.

LOYO Management is presented as the in-house management operation, an appealing prospect for an owner who spends much of the year abroad. However, a management brand and a rental-return illustration are not the same as a binding operating agreement. Clarify who signs the management contract, which services are included, how platform charges and repairs are handled, whether owners may block off dates for themselves, how money is paid out and what it costs to leave the arrangement. The developer's percentage-return marketing is not evidence of future occupancy or net investment performance. Seasonality, competitive supply, operating costs and how much of the common infrastructure the owner funds will determine the outcome.

Pandawa Hills therefore offers a fairly clear residential concept, but not yet a fully documented transaction on the public record. The distinguishing features—two housing formats, the shared rooftop and a southern Bukit location—can be assessed against personal use and rental plans today. Before transferring a deposit, the decisive pack is narrower and more concrete: the exact unit plan, a current all-in price, a reliable completion and handover schedule, the land and lease documents, the project company's authority to sell, and the relevant building and land-use approvals. When those match, it becomes possible to assess the economics of the specific home rather than an attractive projection for the entire development.

Unit types & sizes

Studio or compact apartment

Compact units in the four-storey apartment block. Some listings use 'studio', others 'one bedroom', and balcony treatment varies. The exact partition layout, usable floor area and view depend on the numbered apartment.

Get floor plans and current prices
1-bedroom villa

A one-bedroom villa marketed as a more private option than the apartment block. The listing mentions a terrace; the villa's land allotment and any private pool must be established from its own plan and specification.

Get floor plans and current prices
2-bedroom villa

A larger format sold as a two-bedroom, two-bathroom villa. A separate directory labels a 126 sqm Pandawa Hills villa as one-bedroom, so bedroom count needs to be resolved against the current numbered floor plan.

Get floor plans and current prices
3-bedroom villa

The developer's portfolio advertises a three-bedroom Pandawa Hills villa. A separate price-sheet summary reports 205 sqm, but the available plot, layout and current quotation have not been confirmed from a signed offer.

Best for: Part-time Bali residents who want a compact base rather than a full house, and who place value on shared amenities. The numbered layout and rules for personal stays matter more here than a broad project-level yield estimate.; Couples and families comparing villas of different sizes while retaining access to a common rooftop and management concept. Check the plot, privacy, upkeep obligations and contract for the particular villa, not merely the marketing image.; Overseas owners interested in outsourcing bookings and property care. The group advertises its own management brand, making the operating agreement and fee structure an especially relevant next document.; Buyers comfortable evaluating a project through construction and handover, provided they can review building approvals, land rights and stage-linked payment protections before committing funds.; Anyone who must move into a documented, fully operational home immediately; the reviewed record does not establish that status for this project.; A foreign individual seeking direct Hak Milik ownership of the land, rather than rights created under a lease arrangement.; Buyers who require an assured rental return or an unconditional second lease term before reviewing the actual contractual obligations.; may not suit: .

What we confirm before booking

A short, project-specific list. We request these from the developer and go through them with you before any payment.

  • Handover dates conflict: February 2026 on the project site, Q1 2026 on Bali.RealEstate and Q4 2026 in another sales-sheet summary. LOYO & BONDAR's October 2026 update still describes building works. No handover record or project SLF was reviewed. Lease adverts differ between 25+25 and 26+26 years. The executed lease, term commencement, renewal price and rights, underlying land title, issued PBG, permitted land use and precise project contracting party remain unverified from primary documents. LOYO's apartment advertising starts at IDR 1.9bn while a broker's sheet shows IDR 2.21bn; availability on 16 October 2026 is not verified. Apartment size conventions and the bedroom count for a 126 sqm villa also differ across listings.
