Why this project is worth a look
A genuinely small inventory
Nineteen residential units offer a more focused choice than a large resort complex, but the retail and dining element also brings non-residential activity. The position of a unit within the building matters more than the development's boutique label.
About the project
Melasti Arcade is an apartment and penthouse development in Ungasan, on Bali's southern Bukit Peninsula. The residential accommodation is part of a building with a commercial component, rather than a collection of private villas. That distinction shapes day-to-day life. Shops and dining can be convenient for a resident or short-stay guest, while deliveries, operating hours and foot traffic may matter considerably to someone buying for a quiet personal retreat.

The developer's own project page specifies 13 apartments and six penthouses. Property directories describe four storeys and a total residential inventory of 19. It is a small enough scheme for two units in the same building to feel quite different, particularly if one has a better outlook or is farther from service areas. A limited number of owners is not evidence of low maintenance charges: the building's shared areas, security and any commercial facilities will still have to be operated and funded.
The arrangement is more layered than the term 'four-storey apartment block' suggests. Marketing material distributed by a developer partner places commercial premises and restaurants at the lower level, conventional apartments above them and penthouses on an upper residential floor. It also publishes separate plans for a basement, mezzanine and roof. The precise floor numbering matters less to a buyer than the actual position of a particular unit: proximity to exhaust outlets, service entrances, plant equipment or a busy restaurant can materially affect the experience of living there.
Its location is consistently described as Ungasan in South Kuta, Badung Regency. A property directory uses the map reference 5585+6CJ, while several agencies market the neighbourhood under the broader Pandawa or Melasti beach names. Those labels do not establish that the building sits in Kutuh or has a direct beach entrance. The information available is sufficient to place the project on Bukit, but not to identify a verified street address, legal parcel boundary or surveyed building coordinates. The exact approach road remains an important part of a site visit.
The beach pitch deserves a reality check. The developer advertises a two-minute trip to Melasti Beach, and listings variously publish 150 metres or 1.5 kilometres to the water. Other directories use Pandawa Beach as their point of reference. On the Bukit Peninsula, the coastline, steep terrain and limited access routes make such figures especially difficult to compare. Someone who intends to walk to the sand each morning needs to follow the actual route from the entrance, not infer accessibility from a straight-line measurement or an attractive aerial view.
At the compact end, the official project offering describes apartments of 25–30 square metres. Published listings extend the studio selection to 31, 34 and 41 square metres. A small unit can suit occasional use or accommodate a short stay without the furnishing burden of a larger property. It can also feel cramped surprisingly quickly. Storage, usable kitchen space, a practical desk, daylight and ventilation are more relevant than a general label such as 'premium studio'. The individual floor plan, rather than a staged interior illustration, is the starting point.
The upper-priced units target a different owner. The official presentation introduces penthouses from 84 square metres; marketplace listings include one-bedroom accommodation at 84 and 103 square metres and a 147-square-metre two-bedroom unit. These are not simply larger versions of the studios. Space for longer stays, guests and working from home can improve personal usability, but the additional area also changes furnishing, maintenance and potential resale costs. Buyers should establish whether the quoted size includes terraces or other outdoor space and whether every square metre is part of the contractual premises.
LOYO & BONDAR advertises entry pricing from USD 115,000 and separately displays a price reference starting at IDR 1.8 billion. Both are statements on its own sales page, not currencies converted by us. Individual public listings show several prices for the smaller layouts, with examples at USD 290,000 and USD 480,000 for larger accommodation. None of those figures establishes today's remaining inventory. A useful price confirmation names the actual unit, the currency of the transaction, the date of the offer, what is included and which taxes or other charges will be payable on top.
The construction timeline is the clearest reason not to rely on directory badges. Several sites still show a third-quarter 2026 completion target, and one project database has displayed an April 2026 completion date. The developer's October 2026 construction update, however, describes basement waterproofing, work on the second-floor slab and further foundation-area backfilling. Those are ongoing building activities. There is no basis in the documents examined to treat the apartments as completed, handed over or ready for lawful occupation merely because an earlier target date has passed.
A comparison with the developer's June 2026 report is useful. That earlier update discussed ground-level concrete, the mezzanine pour and formwork for the following level. Construction has evidently advanced through several structural stages, but these reports cannot be converted into a reliable percentage of total completion. One independent profile quotes 55 per cent, without a publicly auditable measurement method. A buyer's real deadline should be built around the promised handover, installation of services, final inspection and access to the particular unit, all backed by contractual remedies for delay.
There is enough public evidence to identify the developer brand. Melasti Arcade appears in LOYO & BONDAR's portfolio, and the group also markets developments elsewhere on Bukit and in Ubud. This is useful context, but a brand name is not the entity that necessarily owns the land, undertakes the building works, signs the sale documents and receives the purchase money. The correct Indonesian company must be tied to its role in this exact project. References to the wider group's completed projects do not resolve that contract-level question.
A developer-associated sales partner makes a notarial due-diligence document available for land in Ungasan. The document records a February 2024 examination of a Hak Milik land title for an 8,000-square-metre plot in the name of a local titleholder. This is more informative than a generic assertion that paperwork has been checked. Its significance is narrower, though, than a clean bill of health for an apartment purchase: it is a historical check of the identified land right, not an up-to-date verification of every project parcel, and it does not contain the contract under which a foreign buyer would acquire a specific unit.
Public marketing disagrees on what the buyer receives. One property portal labels the development 'freehold', whereas several other intermediaries offer a 25-year lease and describe an additional 25 years as an extension. Under Indonesian land law a foreign individual cannot simply take a Hak Milik title to land in their own name. Other lawful arrangements can be available depending on the unit, underlying land title and buyer's circumstances, but those mechanisms should not be assumed from the word 'apartment'. Equally, a proposed renewal period has no automatic value if its exercise, pricing and enforceability are not settled in the agreement.
Approvals need to be separated from land ownership. Some agency listings describe the building approval, PBG, as applied for or pending; the actual issued document was not available in the material reviewed. SLF concerns a building's fitness for use and is a separate stage, not something proved by a sales brochure or target completion date. The 2024 notarial material refers to a tourism-zone designation for the land it examines, but it does not replace a current site-specific planning extract establishing the authorised uses of Melasti Arcade and its commercial and residential spaces.
The developer's service concept includes dining facilities and a personal concierge. Other property pages advertise rooftop swimming, exercise facilities, workspace, parking and security. Those are proposed facilities and service descriptions while construction continues; none should be presented as a functioning amenity today. Nor does the group's mention of in-house property management mean that every buyer automatically receives an identical rental agreement. Furniture, cleaning, booking commissions, owner use, repairs and shared-area charges all require clarity at unit level.
The advertised 17 per cent projected return on the developer page is not a record of money earned by Melasti Arcade owners. The building has no verified operating history in the sources reviewed. A rental scenario would need to account for occupancy variation, discounts for longer stays, channel commissions, staff and cleaning, utilities, furnishings, maintenance, taxes and any management fee. The net cash result can be very different from a headline gross assumption. Without a real service contract and operating budget, the forecast cannot support a dependable investment conclusion.
Resale prospects will also vary markedly by unit. A compact studio has a lower advertised entry price and may appeal to a broader budget, whereas the larger apartments and penthouses have more demanding total prices and a more specialised audience. That is a product distinction, not a measured liquidity forecast for this scheme. If the eventual sale structure is based on a lease, the unexpired term, transfer rules and renewal mechanism will shape the next buyer's decision. An optimistic appreciation chart cannot substitute for those rights.
Melasti Arcade is therefore better assessed against other serviced or mixed-use apartment buildings on Bukit than against detached villas with private plots and pools. A personal-use buyer will care about noise, sunlight and beach access; a rental buyer needs a lawful use case and a credible operating budget; a longer-term owner needs transferable rights and a clear maintenance arrangement. Being attractive on a site rendering does not answer all three questions. Different units within the same small development may fit different purposes.
The identity of the project is established, along with its developer brand, broad Ungasan location, residential inventory and published accommodation types. What remains unresolved is not a cosmetic detail. A purchaser acquires a defined set of contractual or registered rights in a particular unit. The land documents, seller's authority, building approvals, handover obligations, payment timetable and operating costs must connect coherently before a reservation becomes a sensible commitment. Until then, the project is a credible candidate for further examination rather than a verified ready-to-occupy purchase.

What we confirm before booking
A short, project-specific list. We request these from the developer and go through them with you before any payment.
- Sales directories continue to advertise Q3 2026 handover, and some carry even earlier completion labels. LOYO & BONDAR's October 2026 update describes ongoing construction; actual unit handover and fitness for occupation have not been demonstrated. Bali.RealEstate labels the project freehold, while FazWaz and other sellers describe a 25-year lease with a possible additional term. A 2024 notarial check of a Hak Milik land title does not establish the individual purchaser's rights; no executed unit contract or enforceable extension wording was available. Issued PBG and SLF documents for Melasti Arcade, current site-specific use approval and the complete contracting-entity documents were not available. The published 5585+6CJ map reference is not a substitute for a verified street address or proof linking every unit to the relevant land title.
