A mature estate
The streets, houses and common areas already exist, so a buyer can inspect what is actually being purchased rather than relying on a future master plan. The trade-off is that property condition and maintenance history matter much more than launch-stage specifications.
Resident management exists
The village juristic person publishes rules and historical management reports covering common infrastructure. That gives buyers a real governance trail to review, while current charges, arrears and the latest rules still need confirmation for the chosen house.
Houses are not uniform
Recent listings show three-bedroom houses with different stated areas, plot sizes, fit-out and condition. Resale choice is a strength, but it also means one attractive listing cannot represent the whole estate; several actual houses should be compared side by side.
The headline price is partial
The THB 3.99M lower asking anchor is useful for orientation, but it says nothing by itself about deferred maintenance, title position, estate debt or the cost of bringing the house to the buyer's standard. Those items can materially change the real acquisition budget.
Due diligence beats branding
The original developer entity has not been verified, so this is not a purchase where a known developer name can carry the assessment. The decisive evidence is property-specific: land title, seller authority, building documents, physical condition, estate dues and the lawful ownership structure available to the buyer.

Ruen Pisa Village is an established detached-house estate in Nong Prue on Pattaya's eastern side. It is a resale market rather than a new launch with a standard developer inventory. That changes how it should be assessed: two houses in the same estate can have very different renovation histories, plot sizes, extensions, furnishing and title arrangements. The estate gives useful context, but the real purchase decision sits at individual-property level.
The most consistent project profiles place completion in 2015 and describe roughly 200 homes. FazWaz, Nestopa and Casa Pattaya converge on that figure. Other databases do not: DDProperty shows 22 units, Cornerstone gives 210 and a much earlier build year, while Hipflat carries another smaller count. There is no defensible reason to average those numbers. This dossier uses 200 as the best-supported working figure and keeps the conflicting records visible until an official estate plan or registry can settle them.

Ruen Pisa has a functioning village juristic person with published rules for common property. Its own documents identify internal roads, a communal park, clubhouse and swimming pool; committee reports also record maintenance involving the fitness area, playground, security post, sauna, lighting and the pool system. For a mature resale estate, that evidence is more useful than a generic amenity list because it shows which shared facilities have actually been managed by the resident organisation over time.
Address sources place the estate at 77 Moo 1 in Nong Prue, Bang Lamung, Chon Buri. A project map published by a local agency marks it at approximately 12.95751, 100.92579. This is an East Pattaya location rather than a beachfront setting, so buyers should judge it through their own driving pattern: school, work, central Pattaya and the coast can matter very differently depending on the household. We have not converted map routes into artificial travel-time claims.
Current resale evidence is dominated by three-bedroom houses. One active Thailand-Property listing checked for this dossier was asking THB 3.99M for three bedrooms, two bathrooms, a stated 140 sqm and a 318 sqm plot. Other recent listings cluster around THB 4.5M and show houses described at roughly 180–200 sqm. Portals are not always consistent about whether a displayed area is internal floor area, built area or another property measure, so these figures are useful market references rather than an official unit schedule.
That distinction matters because a resale house is a physical asset with its own maintenance history. A lower asking price can be offset by roof work, waterproofing, electrical upgrades, air-conditioning replacement, drainage problems or undocumented extensions. A sensible inspection therefore has two tracks: the condition of the house and plot, and the paperwork behind what is physically there. Boundaries, additions and building documents should agree rather than being accepted on the basis of the listing alone.
Ownership due diligence is also different from buying a condominium unit. Ruen Pisa is a landed housing estate, and a foreign buyer generally cannot register Thai land directly in their own name. Listings that mention Thai-company ownership should not be treated as a ready-made transaction structure. The land title, building ownership, current registered owner and lawful acquisition route all need property-specific review. A registered long-term land lease may be appropriate in some cases, but nominee arrangements are not a substitute for a lawful structure.
The original developer remains unresolved. DDProperty lists the developer as unavailable, Casa Pattaya uses the generic label “Local Developer”, and another portal attributes the estate to a separate brand without primary evidence. Older village-juristic-person reports repeatedly refer to “A.L Developer” when discussing transfer of the clubhouse and dealings with the Land Office. That is a useful lead, but not enough to establish the exact legal developer entity. Because the estate is completed and trading on the resale market, the gap does not prevent a project page; it does need to remain explicit.
Ruen Pisa's practical appeal is therefore straightforward: an established house estate with shared facilities and a resident-management structure, rather than an off-plan proposition built around future promises. It can fit a household wanting several bedrooms, a private plot and East Pattaya access, or a resale buyer comparing houses around the lower end of the current asking range. The meaningful comparison is house against house, not brochure against brochure. Renovation condition, plot, dues, title position and transaction structure can easily matter more than a small difference in asking price.
For a rental strategy, live rental listings show that the estate participates in Pattaya's rental market, but they do not prove a guaranteed yield or occupancy level. A usable model has to be built from comparable achieved rent, vacancy, routine house and garden maintenance, estate charges, insurance and periodic capital repairs. The village also maintains rules governing common areas, security and pets, so a landlord should confirm the current resident and tenancy rules rather than assuming that every use case advertised on a portal is automatically permitted.
Before paying a reservation or deposit on a particular house, the legal file should be read as one connected chain rather than as isolated documents. The person or entity selling the property needs to match the registered rights, the physical house should correspond with the building paperwork, and any land-lease proposal has to be assessed through its registered term and termination provisions. This matters at Ruen Pisa because resale advertisements use different ownership labels; portal shorthand is not evidence of a lawful structure for a particular buyer.
The estate itself also deserves a current-date check. Historical committee records show an active cycle of maintenance and handover of shared assets, which is normal for an established residential community. A buyer should still obtain the present fee schedule, confirm whether the chosen house has any arrears, and ask about material planned work to roads, the pool, clubhouse or other common facilities. A low purchase price can be less compelling if a house carries debt or if a major common-area expense is imminent.
Price per square metre is a weak shortcut for comparing Ruen Pisa resales. One portal may display internal floor area, another a broader built area, while the asking price also reflects land, renovation and furnishing. Dividing the headline price by whichever area happens to be shown would create false precision. A cleaner comparison looks at total acquisition price, plot size and shape, usable house area, bedroom and bathroom count, required works and the legal position of the individual property.
Position within the estate can also change the ownership experience even when two houses look similar on paper. Proximity to the gate, clubhouse, pool or children's area may be convenient for one household and less attractive to another because of movement or noise. A viewing should therefore include the immediate street, parking, drainage, neighbouring plots and access to common facilities, not just the interior. Without a specific house number, this dossier does not pretend to rank those micro-locations.
Later alterations deserve their own check on a resale house: an enclosed terrace, carport, added room, relocated kitchen or expanded parking area may have been created after the original build. The fact that an alteration has existed for years or appears in a listing does not prove that it is reflected in the relevant records or was approved where approval was required. That can matter later for resale, insurance or disputes, so the physical layout should be reconciled with the property's documents before the main contract is signed.
Ownership format
This is a landed housing estate. A foreign buyer generally cannot register Thai land directly in their own name; the land right, building ownership and lawful transaction structure must therefore be checked for the individual house. A registered long-term land lease can be one lawful route, but the actual structure depends on the property's documents.
Home types & sizes
The current sample is dominated by detached three-bedroom houses; recent listings show plots of roughly 240–358 sqm. Portals label house area and total property area inconsistently, so the selected home's dimensions should be reconciled with its documents and physical measurements.
The historical project profiles do not provide one reliable developer-issued unit schedule: FazWaz describes 1–3 bedroom houses at a stated 190–320 sqm, Nestopa lists 3–4 bedrooms, while the live resale sample is mainly three-bedroom stock.
