About the project

Embassy Central is a completed residential condominium on Street 352 in BKK1, one of central Phnom Penh’s most established urban districts. The tower was planned on a relatively contained scale, with 119 apartments rather than several hundred units spread across multiple blocks. It is an operating building, not a future promise. That distinction matters to a buyer: the entrance, corridors, pool, garden levels, management standards, views and the exact condition of a chosen apartment can all be inspected before documents are signed. Most opportunities now come through resale stock or remaining inventory, so price, furnishing, condition and settlement terms are attached to the individual unit rather than a single developer price list.

The architecture is organised around an open vertical void filled with planting and daylight. Instead of relying on a sealed corridor core, Embassy Central uses landscaped circulation, balconies and garden levels to keep the residential experience connected to Phnom Penh’s climate. HKA + Partners presents the building as an exploration of how high-density living can retain access to air, light and greenery. In physical terms, that idea appears through deep balconies, open transitions and planting that drops along sections of the façade. The design does not remove the need for air-conditioning, but it gives shared areas a more breathable character than a conventional enclosed condominium corridor and creates a recognisable identity that is difficult to confuse with a generic glass tower.

The original project summary describes 25 above-ground floors plus three basement levels. The programme includes 21 residential floors, one amenities floor and three above-ground parking levels, with another three parking levels below ground. Historical sales material referred to parking for up to 99 cars. Landscaping is distributed vertically: the East Garden was planned across levels 13 to 15, the upper Celestial Garden across levels 20 to 23, and the planted vertical zone from roughly level 4 to level 23. These are not only façade gestures. They create intermediate places between the lift, the apartment and the city, giving residents somewhere to step outside, meet a neighbour or change setting without leaving the building.

The unit mix favours full-sized city apartments rather than micro studios. The historical unit schedule lists one-bedroom layouts of 61, 63 and 69 sqm, while two-bedroom plans range from 75 to 120 sqm. Current project profiles continue to show one-, two- and three-bedroom homes and usually describe an overall range of about 61 to 159 sqm. That makes the building relevant to households looking for more usable internal space than is typical in compact investment-led towers. There is, however, a material source conflict at the top end: the launch schedule includes a 203 sqm C1 layout with three bedrooms and a study, while current broker profiles often cap the project at 159 sqm. A large apartment should therefore be assessed against its own registered plan and title rather than a generic project range.

The shared facilities are designed around everyday use. The building includes a swimming pool and deck, a gym, sauna and changing areas, a multi-function room, barbecue and outdoor dining spaces, a children’s play area, yoga or meditation space and several elevated gardens. Access and operations are supported by a reception function, card-controlled entry, lifts and security; current broker profiles also refer to CCTV, backup power and on-site management. In a completed building, the quality of these facilities is something a buyer can observe directly. Pool usage, lift performance, ventilation, planting condition, cleaning standards and the response of the management team tell more than a brochure list ever could.

The original specification proposed European kitchen systems and integrated appliances, fitted wardrobes, contemporary sanitaryware, suspended ceilings, ducted air-conditioning in main rooms and separate wall units elsewhere. MITON, De Dietrich, LEMA/JESSE and Villeroy & Boch appeared in launch material as proposed or specified brands. Those names should not be assumed for every resale apartment. Owners may have replaced appliances, cabinetry, flooring, furniture or cooling systems over time. A physical inspection should check appliance models, built-in storage, signs of moisture around openings, air-conditioning performance and whether the current layout still matches the registered plan.

The project stands on Street 352 in Sangkat Boeung Keng Kang 1, Khan Boeung Keng Kang, Phnom Penh. Older documents use the former Chamkar Mon district designation because the administrative boundary changed after the project was launched. Embassy Central sits within an established city grid surrounded by offices, cafés, retail, education and diplomatic uses. Street 352 connects into the local BKK1 network, while Norodom and Sihanouk boulevards provide larger cross-city routes. This suits a resident who wants central urban access and the ability to handle part of daily life within the neighbourhood. The trade-off is equally clear: traffic, activity and surrounding development are part of the setting. A unit should be viewed at different times of day because orientation, neighbouring buildings and floor level materially affect light, outlook and noise.

As a completed resale property, Embassy Central does not have one universal developer instalment plan. The key commercial points are the negotiated deposit, legal review period, balance payment, vacant-possession date, furniture inventory and title-transfer process agreed with the individual seller. Launch material marketed the apartments as freehold and referred to hard-title transfer, but a buyer must verify the actual title for the selected unit, the registered owner, restrictions, unpaid management charges and any encumbrances. Ongoing ownership costs also need building-specific evidence: the current management rate, reserve or repair contributions, parking rights, utility arrangements and letting rules may differ from the terms shown during the original sales period.

The lower market reference visible on project pages checked on July 26, 2026 is around $185,000, while the current IPS profile displays a separate offer at about $220,000. Riel Property publishes a broader range beginning at $150,000 but also describes the practical entry point as roughly $185,000, which makes the isolated lowest figure difficult to rely on without a unit number. The project page therefore uses a cautious guide from $185,000. It is a market orientation, not an offer. Availability, size, floor, furnishing, condition and final terms must be confirmed for the chosen apartment immediately before negotiation.

Embassy Central is best assessed as an operating central-city residence with a distinct architectural idea, a limited unit count and conditions that can be inspected. Its clearest strengths are the BKK1 address, larger layouts and landscaped shared spaces. Its limitations are just as practical: this is not a low-cost entry, a quiet suburban setting or a new tower with standardised untouched apartments. Resale units can vary substantially in finish, outlook, orientation, equipment and documentation. A serious buyer should compare more than one unit in the building, review management performance and complete legal due diligence rather than relying on the project’s general reputation or historical awards.
