That distinction matters because Phnom Penh has several developments, phases and neighbourhood projects using the word Platinum; this particular property is in BKK1, not on the Chroy Changvar riverfront. It was launched in the first half of the 2010s, officially opened in 2017 and now appears mainly through resale and rental listings. It should therefore be assessed as an operating building rather than as a fresh developer launch. Buyers can inspect the actual façade, common areas, lifts, pool, gym and individual apartments instead of relying only on drawings or future promises.

Contemporary launch coverage and the report published at completion identify Tang Chen Investment Co., Ltd. as the developer. Platinum Bay was presented as the company’s first investment in Cambodia. The timetable changed during delivery: early reporting pointed to the end of 2015, a later construction update moved completion to mid-2017, and the opening report said final work was due by the end of May 2017. That history is useful context, but it is not the main basis for a purchase today. In a completed condominium, current building condition, maintenance records, management quality and the legal file of the selected unit matter more than an old delivery promise. The advantage is that these points can be tested during a proper viewing and due-diligence process.

The 2013 launch article referred to 144 units, a 2015 update gave 170, a later TownCity profile lists 174, and the report on the official opening describes a 222-unit building. The latest report, published when the tower opened, gives 222 units, but the discrepancy should not be ignored. A buyer should compare the condominium plan, current building register, floor schedule and the title documents for the chosen unit. The gap may reflect redesign, subdivision, combination of spaces or simple reporting errors. What ultimately matters is that the apartment number, legal area, physical layout and share of common property match across the title, sale contract and the unit shown during inspection.

The available listings indicate a varied mix rather than a single standardised product line. A one-bedroom apartment is advertised at 41.47 sqm. Two-bedroom homes appear from 68.96 sqm to 103.5 sqm, with different bathroom counts, floors, furnishing packages and conditions. A project profile also describes three-bedroom layouts between 109.21 sqm and 118 sqm. Resale stock needs to be compared unit by unit: two apartments of similar size can differ substantially in renovation quality, kitchen equipment, window condition, view, noise exposure and the furniture included in the price. The legal area should be checked against the title rather than taken from an advertisement, and any inventory list should be attached to the transaction documents rather than agreed informally.

Current agency material and recent photographs support the presence of a swimming pool, gym, lifts, parking and backup power.
