How to secure rights to facilities, parking and lifts
A presentation-level amenity list does not establish what the owner of a selected unit will actually receive. The SPA appendix should identify the common facilities, their locations, legal status, intended operator, resident access and any separate charges. For the pool, sky lounge, co-working areas, children’s centre, digital golf and commercial spaces, distinguish guaranteed common property from a concept that the developer may substitute.
For a high-rise, request the residential and service-lift plan, parking-to-lobby route, move-in and loading arrangements, backup-power scope and the separation of residents, visitors and commercial users. Any parking right should be written down: whether the space is allocated or shared, included in the price, transferable with the unit and subject to a separate fee.
Documentation matters
Public sources disagree on the floor count, completion date, title wording and furnishing standard. The decision should be based on the SPA, seller entity and exact unit appendix rather than a single sales presentation.
About the project
Le Condé 2 is a proposed residential tower at the corner of Streets 352 and 63 in BKK1, central Phnom Penh. As of July 18, 2026, it is being marketed at an early sales stage. Public project pages describe it as the second phase of the Le Condé brand, yet the current leconde.com website still focuses on the completed Le Condé BKK1 building and does not provide a clear primary-source profile for Phase 2. A dedicated Le Condé 2 Facebook page exists, while several specialist agencies publish the same tower design, location and core specifications. The project can therefore be identified consistently, but the legal seller and the formal relationship between Phase 2 and Wangfu should be evidenced by primary documents before money changes hands.
How to verify the project licence and the selling entity
For a 398-unit development, seeing the Le Condé brand or a company registration is not enough. Prakas No. 047 dated 26 September 2023 requires a residential or co-owned-building development of more than 30 units to hold a prior licence from the Real Estate Business and Pawnshop Regulator under the Non-Bank Financial Services Authority. Before reserving, obtain the current licence for the relevant development activity and check its holder, number, validity and connection to this project.
Match the licence holder against the seller named in the reservation form, SPA, invoice and bank instructions. Where another entity receives funds, require a documented chain of authority rather than a sales-team explanation. A development licence evidences permission to conduct the regulated business; it does not by itself prove land rights, an approved design, title to the future unit or the authority of the individual signing the transaction. Each point needs separate evidence.
The proposition combines a central BKK1 site with a comparatively modest residence count for a tower of this scale. Rumavi, CAM Realty, IPS Cambodia and CambodiaProperty.asia all report 398 homes. That does not make Le Condé 2 a small building, but it suggests a less intensive unit mix than towers containing a thousand or more apartments. The distinction matters for buyers who want a central address without relying on compact studios or very dense floor plates. “Low density” remains a relative marketing term, however. The site sits in an active urban district, and day-to-day comfort will depend on lift capacity, parking operations, construction management and how commercial uses interact with the residential entrance.

The published unit programme is notably larger than Phnom Penh’s entry-level condominium stock. CAM Realty lists one to five-bedroom homes: the one-bedroom at 72.94 sqm gross and 55.69 sqm net; two-bedroom homes at 104.76–116.58 sqm gross; three-bedroom homes at 151.66–157.39 sqm gross; four-bedroom homes at 210.94–261.67 sqm gross; and five-bedroom residences at 360.21–369.41 sqm gross. Even the smallest format is conceived as a full apartment rather than a micro-unit. That raises the minimum capital requirement, but it also supports more practical layouts for long stays, including proper dining, storage and working space. Gross and net areas must be compared carefully because the difference is material across the range.
Public materials organise the residential levels into four named collections: Romduol on Floors 8–16, Angkor on 18–31, Preah Vihear on 33–50 and Devaraja on 52–61. Facility floors are inserted between those bands. The concept is to distribute shared spaces vertically instead of concentrating every amenity in the podium or on the roof. It also exposes an unresolved documentation issue. Some sources call the building a 60-storey tower, others say 63 storeys, and the published collection schedule extends to Floor 61 while a promotional stack diagram refers to Levels 62–63. Until an approved building schedule is available, a single floor-count claim would be misleading.
The proposed amenity package is extensive for a single residential tower. Project profiles refer to more than 8,000 sqm of shared facilities, a 240-metre jogging track, an approximately 1,000 sqm sky garden, an infinity pool, gym, sauna, steam room, jacuzzi, digital golf room, children’s centre, conference facilities, co-working areas, reading space, café and an in-building supermarket. This could give residents a broad range of daily functions without leaving the property. It is still a pre-sale specification, not a completed operating environment. Buyers should confirm the final amenity list, dimensions, access rules, service charges and any paid areas in the contractual drawings and SPA appendices rather than relying on renderings alone.
Delivery specifications also require clarification. IPS and CambodiaProperty.asia describe fully furnished homes with fitted kitchens, ovens, island counters and central air-conditioning. CAM Realty’s general project profile also uses the wording basic furniture or partly furnished. That difference can materially change the real acquisition cost. Loose furniture, appliances, curtains, lighting, smart-home hardware and sanitary fixtures may be included, substituted or shown only in a display specification. The safest approach is to obtain the schedule for the exact unit type and make sure it forms part of the sale documentation rather than remaining a separate marketing brochure.
The location is both the project’s clearest strength and its most obvious trade-off. The Street 352 and Street 63 intersection lies within Sangkat Boeng Keng Kang 1, Khan Boeng Keng Kang, one of Phnom Penh’s established central neighbourhoods. The value is urban convenience: restaurants, cafés, offices, embassies and international services are embedded in the surrounding grid. This is not a secluded resort environment. Traffic, noise, limited street space and the cost of operating a large apartment are part of the package. Building management, parking circulation, lift performance and residential-commercial separation will be central to the lived experience.
Le Condé 2 is priced above the mass market. Rumavi currently displays a range of $158,056–771,934; CAM Realty lists an entry point around $160,000 and $2,200 per gross square metre; CambodiaProperty.asia also advertises $2,200/sqm. NovAsia therefore uses $158,056 as a dated lower market reference, not as a promise that a matching unit remains available. At a pre-sale stage, pricing may vary by collection, level, orientation, layout, payment structure and temporary campaign. A meaningful quote must be tied to an identified unit, official price sheet, floor plan and written payment schedule.
Evidence to request before a construction-stage payment
The payment schedule should be tied to a defined construction result, not only to a calendar date or a message from the sales team. For each substantial instalment, the SPA should say what constitutes completion of the milestone, which document proves it, who signs that document and how long the buyer has to review the evidence.
Cambodia’s Law on Construction requires the owner of permitted works to report construction progress to the competent authority, while work on site is subject to checking and certification by a licensed certifier against the approved design and technical rules. A buyer can therefore ask for a dated milestone pack: the relevant report, certifier evidence, photographs that clearly identify the site and an explanation of any approved design change. A promotional video or an unsupported percentage-complete figure should not automatically trigger payment.
The project is not a universal fit. It makes more sense for buyers seeking a larger new-build home in BKK1, modern building systems and a substantial internal amenity programme. It is less straightforward for a low budget, immediate occupancy or a strategy based on buying the smallest possible unit and renting it straight away. Construction remains ahead, the entry format is relatively large, and published handover dates range from 2029 to December 2030. Those factors do not determine the outcome, but they change the due-diligence burden and the amount of time capital may remain committed before use or rental income begins.
A disciplined way to assess Le Condé 2 is to treat it as a package of future contractual obligations rather than a finished building. The buyer is acquiring a defined unit, specification, share of common property and delivery commitment. Render quality and a headline price per square metre are only the starting point. The file should include the unit number, level, orientation, gross and net area, furniture schedule, parking rights, management fee, sinking fund, assignment rules, title wording and construction milestones. The more of this is fixed in the signed documents, the less room remains for the final product to diverge from the sales concept.
Key handover is not the same as permission to occupy
Cambodia’s Law on Construction separates physical completion from lawful use. Article 44 requires a certificate of occupancy for construction that required a building permit and requires the construction owner to obtain it before the building is used. A key date, a unit inspection and a visually finished apartment should therefore not automatically be treated as evidence that the whole building may lawfully be occupied.
The SPA should define the documents due before final settlement: the certificate of occupancy or any valid temporary permission, evidence that building systems are operational, the common-area handover status, a defect list and cure period, warranties and the title-registration process. Where permission covers only part of the project, the buyer needs to know which spaces may be used, what work continues and how that affects safety, noise, service charges and actual move-in.
Operating costs deserve a separate review. CAM Realty publishes a management-fee reference of $1.5–2.5 per square metre per month while leaving the sinking fund unconfirmed. For a large apartment, even a modest difference in the rate has a visible annual impact. Buyers should establish which area forms the fee base, what services are included, whether parking or selected facilities carry separate charges, how the reserve fund is collected and who will operate the building. These costs sit outside the headline purchase price and should not be assumed from Phase 1 without written confirmation for Le Condé 2.

Can I rely on Phase 1 management and service-charge terms?
Only as background evidence, not as a Le Condé 2 contractual term. Phase 2 needs its own written provisions for the operator, management-fee basis, sinking fund, parking, paid facilities and the process for changing charges. Until those terms appear in the SPA and co-owned-building rules, the Phase 1 brand does not give the buyer a contractual right to the same operator, service level or price.

Le Condé 2 is aimed at full-size urban living rather than micro-units: even the entry one-bedroom is about 72.94 sqm gross, while the range extends to five-bedroom homes near 369 sqm. At the Street 352/63 corner, vehicle access, parking rights and the separation of residential and commercial circulation may matter as much as the apartment plan. An evening visit reveals the real parking pressure far better than a brochure percentage.

What the reservation form should lock down
Before the reservation money is transferred, the form should identify the unit, floor, type, gross and net area, price, payment currency, specification and legal recipient. It should also state the deadline for issuing the SPA, the documents to be supplied before signature and what happens if the later SPA differs from the reservation form.
Refundability is the critical clause. The document should say whether the reservation is returned if the seller does not supply the agreed evidence, changes a material unit feature, fails to agree the SPA by the stated deadline or cannot show authority to receive the funds. A bare “non-refundable deposit” clause with no buyer protections places most early-stage risk on the purchaser.
