Why this project is worth a look
More than one way in
The developer is marketing both individual residences and a single purchase of the entire hotel. One apartment involves shared operating rules; the whole-property option means taking responsibility for the asset and its hospitality business.
Views are not standardised
Despite the ocean-led branding, the layouts include garden, sea and rock outlooks. A buyer looking for a dependable holiday base or a rental unit should compare the actual outlook and privacy of each floor plan rather than rely on a building-wide claim.
A distinct rooftop proposition
The six-bedroom villa is a different kind of purchase, with substantial outdoor facilities and a much larger operating footprint. Its value depends partly on clear ownership and access rights over the pool, terraces, roof and building services.
Hospitality is built into the pitch
Reception, concierge services and a professional operator form part of the advertised product. That could simplify day-to-day letting, provided the management obligations, fee schedule and limits on owner use are properly documented.
The title follows the transaction
Lease terms are advertised for apartments, while an HGB structure is claimed for the villa and whole complex. The legal and resale implications change with the unit being purchased, even though the architecture is shared.
About the project
Horizon Blue is being sold as a small hospitality property in Bingin, on Bali’s Bukit Peninsula. The advertised mix is eight apartments and one six-bedroom villa, with hotel-style services connecting them into a single destination. That is not quite the same proposition as purchasing a conventional residential condominium. A buyer may be able to use the accommodation personally, earn rental income through an operator or, in a very different transaction, acquire the whole building. Each route brings a different set of rights, costs and decisions.

The strongest reason to look more closely is the variety within such a small building. The developer’s presentation describes garden-facing one-bedroom accommodation, ocean-facing suites, two-bedroom layouts of different sizes, and a three-bedroom unit designed around the rocky landscape. The villa occupies the upper part of the complex. In a property marketed around an expansive seascape, that distinction between an actual ocean outlook and a greener, more enclosed setting matters far more than the shared project name might suggest.
The five apartment configurations shown on the project site are 92 sqm with one bedroom and a garden outlook; 85 sqm with one bedroom and an ocean outlook; 85 sqm with two bedrooms and a garden outlook; 119 sqm with two bedrooms and an ocean outlook; and 151 sqm with three bedrooms in a cave-inspired setting. These are marketed type areas, not a verified schedule of net internal floor area. A separate marketplace listing quotes 58 sqm for a one-bedroom product, while another sales description mentions 82 sqm. Buyers should not assume all published area figures are directly comparable without the architectural drawings for the actual unit.
For a couple considering occasional stays and managed rental use, the smaller layouts are the obvious starting point. They differ in ways that affect both enjoyment and guest appeal: a terrace jacuzzi is not the same feature as a private plunge pool, and a garden suite does not compete for the same guest expectations as an ocean-facing apartment. Layout orientation, privacy from neighbouring windows, noise from shared circulation and the treatment of outdoor areas may matter as much as the number of bedrooms. The exact specification should travel with the unit contract, rather than live only in a brochure.
The six-bedroom villa deserves to be treated separately from the apartment inventory. The project advertises 795 sqm, a large infinity pool, a full kitchen, upper terraces and space associated with yoga or fitness. This could suit extended family use or a hospitality format built around groups, but it is not a bigger version of a one-bedroom investment. Staffing, utility consumption, maintenance and the ability to fill the villa at appropriate rates introduce different operating risks. If the villa is legally sold on its own, there also needs to be a precise division between private areas, common property and infrastructure serving the rest of the hotel.
One unusual aspect of the pitch is that Horizon Blue can also be bought as an entire hospitality asset. Its project website advertises a whole-complex transaction alongside individual residences. Buying the entire property could allow one operator and a single pricing strategy, whereas owning one apartment would leave the purchaser dependent on the rules governing pooled bookings, shared costs and owner stays. Neither model is inherently better. The essential question is whether a purchaser is buying a self-contained place to use or a contractual share in the performance of a professionally run accommodation business.
The address evidence gets the property to Pecatu, Kuta Selatan, in Badung Regency. A whole-property sales listing specifies Gg. Bangsing, which is more helpful than the broad Uluwatu label used by many international portals. Promotional copy places the project in the Bingin area and close to well-known beaches, golf and restaurants. It does not establish that the site is beachfront, or that all those destinations are easily walkable. The slope, road access and the real route to the beach will shape daily life and guest transport far more than a headline about coastal proximity.
Tenure is where this development calls for particular care. Apartments are advertised with a 30-year contractual lease and later extensions described as another 20 years and then 30 years. The villa and the whole complex, however, are marketed under Hak Guna Bangunan, or HGB, an Indonesian building right with a defined legal framework and duration. Marketing that labels HGB “full freehold” does not change what the underlying land certificate says. Foreign buyers cannot infer personal title to the land merely from that sales label; the titleholder and purchaser structure have to be checked independently.
The advertised lease extensions also need interpretation. The wording alone does not establish the lease commencement date, the renewal price, a binding obligation on the landowner or an enforceable process if the parties disagree. A projected government-set extension fee appears in marketing material, but no signed document was available to support it as a price payable for these units. Those uncertainties affect not only how long a buyer can use the accommodation but also what can realistically be transferred to someone else after years of ownership.
Some FazWaz individual listings carry a “freehold” label even though the project website markets apartments as leasehold. That inconsistency should be resolved by the actual documentation, not by choosing the more attractive label. Indonesia’s Government Regulation No. 18 of 2021 distinguishes different land and strata-title rights, and the appropriate route for an overseas buyer depends on the asset and purchaser. There is no sound basis here for promising unrestricted land ownership, perpetual renewal or a universal solution for every nationality.
The proposed service package includes reception, concierge support and property management attributed to Gravity Bali. Yet a manager’s name on a sales website is not the same thing as a signed operating agreement. Before treating the residence as passive income, an owner needs to know whether personal use is restricted, who fixes nightly prices, how expenses are allocated, what the management fee covers and who holds guest deposits. Repair reserves, distribution dates and the right to change operator are particularly important in a building with so few revenue-producing rooms.
Projected returns on the sales website are scenario calculations, not observed rental performance at Horizon Blue. They assume a future rate of guest demand and a particular cost structure. Even where a projection includes commissions, tax and maintenance headings, its usefulness depends on the underlying booking assumptions and the actual obligations accepted by the manager and buyer. A high average nightly rate at another property does not establish the occupancy, realised nightly rate or net cash flow of this one. A purchaser can evaluate the forecast without accepting it as a promise.
The advertised price entry is USD 181,000 for a one-bedroom apartment. Other unit-type prices and an asking price for the full complex are also published, but marketing availability cannot be inferred from the number of replicated portal listings. An individual purchaser should establish the final currency and payment recipient, taxes and transfer charges, furnishings included, service fees and what happens if a handover milestone is missed. The published instalment split of 50%, 20%, 20% and 10% does not answer any of those questions by itself.
Timing and counterparties remain open issues. A number of portals still show December or the last quarter of 2026, while the principal project page gives a first-quarter 2027 launch and another sales site uses that quarter for construction completion. Assertions that the structure has reached final finishing are based on vendor descriptions rather than an independent progress report. The primary site identifies Oleg and Alena Turdakov as founders; other sellers use the ArchiTerra brand, while FazWaz identifies PT Pesona Pulau Dewata as developer. The contractual link between those parties has not been demonstrated publicly.
The project also advertises that PBG construction approval and an SLF building fitness certificate have already been obtained, along with tourism-compatible land use. No project-specific permit numbers, issued certificates or plot-matched zoning documents were available to inspect. A statement that permits have been obtained is not proof that the proposed hotel operation is authorised, and an SLF claim is not a substitute for confirmed handover. Horizon Blue has enough published detail to evaluate as a real project, but it remains a purchase where the title, building documentation and operating terms must catch up with the polished sales presentation.
Ownership format
Individual apartments are marketed under a 30-year contractual lease with advertised 20- and 30-year extensions. The villa and entire complex are marketed under Hak Guna Bangunan (HGB), a time-limited building right. Neither the land title nor the relevant purchase and extension contracts have been independently reviewed.
Unit types & sizes
A lower-level garden-facing option advertised with a private pool. It is the entry-level price example on the project site, but a garden outlook should not be sold as a sea view. The signed plan needs to distinguish internal space from terraces and water features.
Get floor plans and current pricesThe project’s upper apartment level pairs an advertised ocean outlook with a jacuzzi terrace. This type may feel very different from the larger garden-facing one-bedroom home; privacy, light and the exact terrace boundary are the useful comparisons.
Get floor plans and current pricesTwo bedrooms within an advertised 85 sqm call for a closer look at living space and circulation. The project lists a jacuzzi for this configuration, but the source does not establish a private swimming pool for it. It may work better for short stays than prolonged full-time use.
Get floor plans and current pricesAt 119 sqm, this ocean-facing two-bedroom type offers more room than the 85 sqm garden configuration. The selling proposition includes a jacuzzi and panoramic outlook, both of which should be tied to the exact unit schedule and physical orientation.
Get floor plans and current pricesThis lower-level three-bedroom suite is presented as a cave-inspired design oriented to the rock landscape. It offers a distinctive stay rather than the same seascape as the upper apartments. Its real appeal depends on daylight, privacy and the delivered specification, none of which can be settled by the room count alone.
Get floor plans and current pricesThe upper-level villa combines six en-suite bedrooms, a substantial infinity pool, outdoor space and a kitchen. It is offered on a different tenure basis from the apartments. Pool, roof, terrace and shared-services rights need particular attention because the villa occupies part of a multi-unit hospitality building.

Location
- Bingin is part of southern Bukit, where coastal recreation, surfing and destination restaurants help shape the appeal. It is not a dense, easily walkable city neighbourhood. The quality of the access road and the practical journey to everyday services will matter for both longer stays and guests arriving with luggage.
- A sale listing for the entire property specifies Gg. Bangsing, Pecatu. That is a useful street-level reference, but it is not a cadastral plot identifier or a verified entrance pin. The project coordinates published by another portal were not corroborated against a title or authoritative project map, so they have not been presented as precise site coordinates.
- Ocean views are an advertised feature of selected layouts, not a uniform attribute of all nine residences. Garden-facing and rock-facing units have their own character; a buyer paying for a sea view should ask for the orientation and any available planning information affecting future sightlines.
- Bingin Beach, Dreamland Beach and New Kuta Golf appear in the marketing descriptions of the wider area. They help explain the lifestyle positioning, but the published distance claims use different contexts and have not been independently measured here. No travel-time promise is made for the individual site.

Best for: An owner seeking an occasional Bali base with managed short-stay letting may find the apartment offer worth examining. The small hotel format could keep day-to-day guest handling out of the owner’s hands. The fit depends on enforceable personal-use rights, transparent deductions from rental receipts and access to meaningful operating reports rather than promises of fully passive income.; Design-led buyers can compare genuinely different experiences within one development. A garden suite, an ocean-facing apartment and the upper-level villa will not attract identical guests or suit the same style of stay. The most useful viewing is a unit-specific one, with a floor plan, terrace boundary, furniture specification and clear explanation of what remains shared property.; The whole-building option speaks to an experienced hospitality buyer or investor group able to assess operational execution as well as property title. Controlling a single asset has advantages, but that also makes the owner responsible for building-wide capital works, compliance, staffing, distribution strategy and the agreement with the proposed manager.; may not suit: Someone requiring straightforward perpetual personal land ownership should not treat the “freehold” wording as sufficient evidence. The marketing distinguishes leasehold apartments from an HGB proposition for larger assets, and the exact purchaser structure remains unverified. This is not a purchase to make on tenure labels alone.; Nor is the project suitable, on current evidence, for someone needing immediate and predictable rental income. The handover date differs across sources, operating documents have not been inspected and rental returns are forecasts. There may be a period of fit-out, commissioning and slow initial bookings even after physical completion..
What we confirm before booking
A short, project-specific list. We request these from the developer and go through them with you before any payment.
- Tenure and counterparties: the project markets 30 years plus 20- and 30-year extensions for apartments and an HGB structure for the villa or whole building, while some apartment listings are marked freehold. No land certificate, executed lease, enforceable extension clause or corporate documents linking the ArchiTerra brand to PT Pesona Pulau Dewata were available.
- Delivery and permits: FazWaz and Newhomes show late 2026, whereas the Horizon Blue project pages refer to Q1 2027. Claims of final-stage finishing, PBG, SLF and tourism-compatible land use have not been matched to accessible permit numbers, a verified plot or independent handover evidence.
- Location, areas and operation: Gg. Bangsing is a published selling-address reference, not a verified cadastral boundary or entrance coordinate. Some one-bedroom listing areas do not reconcile with the main schedule. A signed agreement with Gravity Bali, owner-use rules, expense allocations, contractual rental-distribution terms and an authoritative available-unit schedule were not published.
