Ocean Horizon offers a much broader amenity program than a typical low-rise block, including multiple pools, wellness areas, family facilities, work space and a shuttle. That can be a real advantage for seasonal living and holiday rentals, but the value depends on operation rather than brochure promises. In a project of this size, management quality and the condition of shared areas can materially affect both owner experience and tenant demand.

A wide unit mix

The published layouts range from a 25 sqm studio to larger private-pool formats and two-bedroom apartments up to 63 sqm. Buyers can therefore choose around lifestyle as well as budget. The legal title still needs separate attention: a product marketed as a pool villa or pool-access residence is not automatically a land-owning villa, and the exact title must be verified before purchase.

Visible foreign quota

Current public listings identify specific Ocean Horizon units as foreign-quota stock, which is more useful than a generic statement that foreigners can buy in the project. Quota can change as transfers are registered, however, so a portal label is not enough. The juristic-person confirmation for the exact unit should be obtained before funds are committed.

Depth of resale stock

Ocean Horizon already has meaningful inventory across the major property portals. That gives buyers room to compare buildings, floors, layouts and sellers rather than accepting a single developer quote. The same depth creates competition when an owner later rents or resells, so view, furnishing, building position and purchase basis matter more than simply owning a unit in the project.

Follow the legal entity

Blue Sky Asset Plus Co., Ltd. is consistently presented as the developer, while the government EIA record and construction contractor identify Ocean Horizon Pattaya Co., Ltd. as the project owner. That structure can be perfectly normal, but the legal chain still needs to be clear. Title, contract, authorised signatory and payment recipient should all connect without relying on branding alone.

About the project

Ocean Horizon is a large low-rise residential development on the Na Chom Thian coastline, south of central Pattaya and Jomtien. The core physical description is consistent across several independent sources: eight seven-storey buildings, 1,248 residential units and a site of roughly 25,920 sqm. Thailand's Smart EIA database records the official project name as Ocean Horizon Beachfront Condo Pattaya and places it on Na Chom Thian Soi 8 in Sattahip district. Main contractor Sangfah also identifies an eight-building, seven-storey scheme and states that construction was completed in 2023. That completion year is the best-supported base case, but it is not completely uncontested in public data, with some property platforms still showing 2024, partial completion or even 2025. A buyer should therefore verify the handover and registration status of the exact building and unit rather than relying on a single portal label.

This is not a boutique beachfront block. Ocean Horizon is designed as a resort-scale compound with multiple buildings and a wide shared-amenity program. Public project materials and current platform profiles describe three club zones, several pools, a rooftop or sky pool, rooftop jogging and garden areas, gym and sauna facilities, onsen-style bathing, a co-working area, shared kitchen space, games room, children's areas, a golf simulator, laundry facilities and a shuttle into town. That breadth can be genuinely useful for holiday use and longer stays, but it also makes operating quality unusually important. The practical question is not whether an amenity appeared in a launch brochure; it is whether it is open, maintained, funded and available on sensible terms to owners and their tenants today.

The location is materially different from central Pattaya. Ocean Horizon sits in Na Chom Thian, administratively within Sattahip, on the quieter coastal strip beyond Jomtien's denser urban section. The official EIA record uses Na Chom Thian Soi 8, while some market pages show Soi 10 or the address of the former Casuarina property on the same stretch. The project specifications, developer references and physical description align strongly enough to treat these as address-label inconsistencies rather than separate projects, but an exact building pin should still be checked on the day of viewing. In day-to-day terms, this is more of a car, taxi or shuttle location than a central walk-everywhere address. The trade-off is a more resort-oriented coastal setting.

The unit mix is broader than a typical mass-market low-rise condominium. Published plans show a 25 sqm studio; one-bedroom layouts of 33.5 sqm and 38 sqm; a 51.5 sqm one-bedroom jacuzzi suite; a much larger 106 sqm one-bedroom layout with a private pool; and two-bedroom layouts of 50 sqm, 57.5 sqm and 63 sqm. Marketing sources also use labels such as pool villa and pool access. Those labels describe the product concept, not necessarily the legal title. For a foreign buyer, that distinction matters: a ground-floor condominium unit with its own pool may still be a normal condominium title, while a detached house tied to land would require a different ownership structure. The title and contract for the exact unit have to decide that question.

Public inventory checked on 16 September 2026 gives a useful sense of the current entry point. FazWaz was showing a 25 sqm studio in the foreign quota at about THB 3.37 million, a 33.5 sqm one-bedroom at about THB 4.58 million and a 50 sqm two-bedroom at roughly THB 6.72–6.73 million. DDproperty and other portals show larger one-bedroom units around 44–58 sqm in the mid-THB 5 million to high-THB 6 million range, while 63 sqm two-bedroom units can be materially more expensive. The spread is not surprising: building, floor, view, quota, furnishing, seller and unit condition all matter. A headline starting price is therefore only an entry marker; meaningful comparisons need to match like-for-like units.

Scale is one of Ocean Horizon's defining features. With 1,248 residential units, buyers gain a relatively deep pool of layouts and resale choices, but owners also compete with a large number of similar units when they rent or resell. For an investment buyer, the project name alone is not enough to underwrite demand. Building position, view corridor, walking route to the beach and amenities, furnishing quality and the amount of competing stock in the same layout are all likely to influence occupancy and resale liquidity. For an owner-occupier, the same scale is a lifestyle preference: some people want a full resort ecosystem, while others will find a 1,248-unit compound busier than a smaller beachfront residence.

Parking deserves more attention here than it would in a transit-led Bangkok project. Condoonayoo lists about 200 spaces, while Hipflat currently shows a parking ratio of roughly 16% of total units. In a coastal location where many residents depend on cars, that is a meaningful operational constraint to investigate. Ask the juristic person how resident parking is allocated, whether spaces are assigned or first-come-first-served, how guest parking works and what the evening load looks like during peak periods. The same principle applies to recurring ownership costs. Hipflat currently displays a common-area fee of THB 65 per sqm and a sinking fund of THB 650 per sqm, but those figures should be treated as working references until the current juristic-person invoice or fee schedule is produced.

The developer and project-owner structure also needs to be read carefully. Major property platforms consistently identify Blue Sky Asset Plus Co., Ltd. as the developer, and its corporate profile shows it as an active Thai real-estate company. The government EIA record, however, names Ocean Horizon Pattaya Co., Ltd. as the project owner, and Sangfah names the same company as its client for construction. A separate project company is common in real-estate development and is not a red flag by itself. The buyer's job is simply to make sure the sale contract, title, payment instructions and signatory authority all connect clearly to the entity that legally owns or can transfer the selected unit.

For foreign ownership, the standard Thai condominium rules apply to units that are legally registered as condominium units. Foreigners may hold freehold title only within the statutory 49% foreign-ownership quota of the building, and the remaining quota must be checked for the exact unit before transfer. Current Ocean Horizon listings do show specific apartments as foreign-quota stock, which is useful evidence that foreign freehold exists in the project, but it does not establish availability across every building or layout. Pool-access and villa-style products need even more care: if land forms part of the transaction, a foreign buyer cannot assume the same ownership structure as an ordinary condominium unit.

Ocean Horizon is most compelling when viewed as a value-oriented resort residence in Na Chom Thian rather than as a central Pattaya apartment. The relatively accessible entry price, broad unit mix and substantial amenity package can work well for holiday use, longer seasonal stays and buyers who prefer a self-contained compound. The due-diligence burden is also higher than a simple single-building resale purchase. Before comparing expected rent or future resale, confirm the exact title type, foreign-quota position, building completion and handover status, juristic-person charges, parking rules and the operating condition of the advertised facilities. Once those are clear, the project can be compared sensibly with nearby beachfront and second-line alternatives on price, view, density and day-to-day usability.

Ownership format

For units legally registered as condominium units, foreign freehold can be available within the statutory 49% foreign-ownership quota for the building. Quota availability has to be checked for the specific unit before transfer. For inventory marketed as pool villas or pool-access residences, the legal title structure must be verified from the title and sale contract; the public sources reviewed do not establish foreign ownership of land.
