Why this project is worth a look
Finished, not promised
Completion in November 2021 means the buyer can inspect the actual product: the view, corridor and amenity condition, noise, finishes and building management. That is a different risk profile from buying a coastal tower from renders and a construction schedule.
Unusually broad layouts
Official formats run from 23.7 sqm studios to a 195 sqm four-bedroom duplex. The project can therefore work as a compact second home, a larger one-bedroom residence, a family apartment or a genuinely large duplex rather than serving only one buyer profile.
Amenities across levels
The building does not concentrate every facility at ground level. A 21st-floor infinity pool and gym sit above the resort-style pool areas, with tennis, clubhouse, children's facilities and landscaped leisure spaces adding more ways to use the property day to day.

Major portals carry dozens of advertisements for the project. The counts include duplicates, but the practical benefit remains: buyers can compare live units across floors, views, furnishing standards and ownership categories instead of having to accept a single seller's reference point.
Unit-level due diligence
Foreign-quota availability and parking are not answered by the project name. A strong purchase case here comes from matching the right layout and view with confirmed ownership status, realistic parking arrangements and the actual condition of the chosen apartment.

The Riviera Monaco is a completed single-tower condominium by The Riviera Group in Na Jomtien, south of Pattaya's main urban core. The developer's current specification lists 40 storeys, 412 residences and completion in November 2021. That completion date changes the buying process in a useful way: this is an existing building rather than an off-plan promise. A buyer can inspect the actual common areas, test the route from the building to the places they use, view the exact outlook from a candidate unit and review the physical condition of the apartment before committing. The names Riviera Monaco and The Riviera Monaco Na Jomtien are used across the market for the same building; there is no separate phase or second tower hiding behind those variants. Developer, location, unit count and completion data converge strongly enough to treat the identity as resolved.
Na Jomtien is a different proposition from central Pattaya. The building is on Soi Na Jomtien 4, within Na Chom Thian and Sattahip District, with access toward Sukhumvit Road and the Jomtien coastal corridor. Residents who want to be in the middle of Central Pattaya's dense retail and entertainment grid should assume regular vehicle trips rather than a walk-everywhere routine. The trade-off is a more residential coastal setting around the southern end of Jomtien. The developer's current website still lists a daily minibus service to Pattaya among the project facilities, although any transport service operated by management should be checked again before relying on it for daily life. The location works best for buyers who are comfortable using a car, taxi or ride-hailing rather than treating central Pattaya as an extension of the lobby.

The unit mix is much broader than the typical 'studio and one-bed' coastal tower. Official plans range from studios of 23.7–27 sqm to one-bedroom units of 29–51.5 sqm and two-bedroom units of 68–92.3 sqm. At the upper end are two duplex formats: 148.75 sqm with three bedrooms and 195 sqm with four. Those ranges matter because bedroom labels alone are not enough to compare value here. A 29 sqm one-bedroom and a 51.5 sqm one-bedroom serve very different needs even though both appear under the same filter on a property portal. The same is true for two-bedroom apartments, where the official layouts span from the high sixties to more than ninety square metres. Buyers should therefore compare the exact layout code, internal shape, furniture and outlook, not just bedrooms and headline price.
The common areas are one of the project's defining physical features. The developer lists cascading pools, a cantilevered infinity pool on the 21st floor, jacuzzis, children's pools, sun decks, landscaped areas, a clubhouse, kids' club, games facilities, a full-size tennis court, gym space, rooftop leisure areas, a hotel-style arrival zone and 24-hour security. The 21st-floor pool and gym create a second amenity level above the ground-based resort areas rather than concentrating everything at the entrance. For an owner who actually uses the facilities, this can make daily life in the building feel materially different from a simpler tower. The practical counterweight is ongoing management: four or five years after completion, maintenance standards, operating budgets and juristic-person decisions matter more than launch imagery. A serious buyer should inspect the facilities in person and review current common charges for the exact unit.
Parking deserves its own check. The developer specifies a three-storey car park and 97 parking spaces for a building with 412 units. It would be misleading to convert those figures into a simple ratio and assume it describes the owner's real entitlement, because the allocation rules, visitor use and internal parking policy are separate questions. Instead, a car-dependent buyer should verify how parking works for the specific unit: whether spaces are assigned or unassigned, whether one unit can register more than one vehicle, and whether there are practical capacity issues at busy times. Someone using the apartment occasionally and relying on taxis may care much less. For a full-time resident commuting daily, this could be one of the most important non-photographic details in the entire purchase.
Ownership also has to be read at unit level. The project itself is described by the developer and major portals as a freehold condominium, but a foreign buyer cannot assume every resale unit can be registered in foreign freehold. Thai condominium law caps foreign ownership at 49% of the aggregate unit area in a registered condominium. Current Riviera Monaco listings illustrate the distinction clearly: some are tagged Foreign Quota, some Thai Quota and some Company. For a foreign purchaser, the relevant question is whether the juristic person can confirm foreign-quota availability for the selected apartment at the time of transfer. A generic 'freehold' label on the project page is useful for identifying the legal form of the building, but it is not a substitute for unit-specific quota confirmation.
The resale market is deep enough to make comparison shopping realistic. In August 2026, FazWaz displayed dozens of sale listings and DDproperty showed a large pool of both sale and rental advertisements. Those counts should not be interpreted as unique inventory: duplicate agency listings are common and some advertisements stay live after a unit's status changes. Still, the breadth of coverage means a buyer can usually compare several combinations of floor, view, furnishing and ownership type rather than negotiating around one isolated seller. The asking-price floor also varies by portal. FazWaz was showing a lowest asking anchor of THB 2,479,050, while DDproperty's project directory displayed a lower overall figure of THB 2.149M. That disagreement is a reminder that the cheapest headline is not a stable project price and may represent a very specific quota, condition or seller situation.
Within the building, view and floor can have an outsized effect on the actual proposition. The developer states that a large share of units have direct sea views, but that does not mean every apartment has the same exposure, openness or long-term view protection. Current listings include sea, city, garden and mixed outlooks. Furnishing also varies on the resale market despite the project originally being marketed as fully furnished. A lower-floor unit with a less open aspect may be sensible for a buyer prioritising price, while a high-floor corner unit can sit in a completely different price bracket even when the bedroom count is the same. The most useful comparison is therefore between live candidate units on the same date, not between an old launch price and a current resale asking price.
There are two data conflicts worth keeping visible rather than smoothing them away. First, several secondary pages describe the building as 43 storeys, whereas the developer, FazWaz and DDproperty all state 40. The developer also separately specifies a three-storey car park, which may explain why some marketing pages arrive at a higher count, but no extra floors have been inferred or added here. Second, DDproperty prints postcode 20150 in its directory, while multiple project-address sources use 20250 for Soi Na Jomtien 4 in Na Chom Thian. The physical location itself is not in doubt: the street, subdistrict and Sattahip context are consistent, and OpenStreetMap contains a dedicated building object at the recorded coordinates. The conflicts are retained because they help distinguish verified building facts from portal formatting.
Taken as a whole, The Riviera Monaco is best understood as an established resort-oriented condominium with a substantial secondary market, not as a new-launch investment story. Its strengths are tangible: a finished building, a wide unit spectrum, multiple amenity levels and enough resale stock to compare alternatives. Its compromises are equally tangible. Na Jomtien is less convenient for a central-Pattaya walking lifestyle; parking needs a real unit-level check; and foreign ownership depends on quota availability at transfer. Buyers who approach the project by comparing actual apartments, ownership documents and building management can make a well-grounded decision. Buyers who focus only on the lowest advertised number risk comparing units that are not equivalent in quota, view, condition or layout.

Ownership format
The project is a registered freehold condominium. A foreign buyer can hold a unit in direct foreign freehold only within the statutory foreign quota, capped at 49% of the total unit area in the condominium; quota availability must be confirmed for the specific unit before transfer. If foreign quota is unavailable, any alternative tenure needs to be reviewed against the actual transaction documents.

The most compact official format. It suits a solo occupant, frequent short stays or a buyer prioritising the building and location over internal space; floor, view and ownership category can matter as much as the nominal size.

Monaco’s lower asking floor varies materially even between major portals. Price comparison becomes meaningful only after normalising quota, floor, outlook and furnishing—a low Thai-quota unit and a foreign-freehold sea-facing apartment are not comparables. A foreign-freehold premium changes the all-in cost and should be visible before comparison with leasehold stock.
