Rawai with context
The waterfront is close, but the residence sits on a hill and Rawai itself is more promenade and boating base than classic swimming beach. Buyers who expect an effortless walk-to-sand lifestyle should test the real route and gradient.

Listings use different ownership labels and the project straddles apartment and townhouse descriptions. The defensible answer for a foreign buyer comes from the title of the selected property, not from a project-wide assumption.

Harmony Group's current project page describes 13 two- and three-level residences, and PHUKET.PRO also presents the scheme as two buildings with 13 homes. A separate data trail persists across FazWaz, Dot Property and related portals, where the project is shown with 14 units. In a development this small, a one-unit discrepancy is material rather than cosmetic. This dossier therefore uses 13 as the primary count because it is supported by the current developer-facing page, while retaining 14 as an unresolved historical or registry-level conflict that should be checked against the condominium or project records.
The physical product is more interesting than its category labels. Harmony calls the homes townhouses; specialist portals variously call them apartments, condominiums, houses, villas or a mixed-use scheme. The layouts explain why. The core residences are duplexes and triplexes, so the living space is distributed over two or three levels rather than arranged as a conventional single-floor condo. For a buyer, that means the title attached to the individual property matters more than the label used by a listing site. The development can be described as a mixed residential format, but the legal route for a particular home should be established from its title and sale documents.

Completion is consistently placed in December 2017. That changes the due-diligence emphasis. A buyer is no longer underwriting construction delivery; the useful questions concern what exists today. The condition of the residence, the state of the shared pool and clubhouse, any renovations, the current management arrangement, service charges, house rules and the seller's documents can all be inspected. The hillside access can also be tested rather than imagined from a map. In a boutique scheme where individual units differ in size and internal configuration, an inspection of the actual home carries more weight than a generic project brochure.
The clearest historical unit schedule divides the residences into two broad classes. Premium homes are three-bedroom duplexes of roughly 155–222 sqm with balconies and access toward the communal pool area. Luxury homes are three-bedroom triplexes of roughly 310–338 sqm, described with separate lounge areas, terraces, barbecue space, balconies and private jacuzzis. Harmony's current page also highlights L4 at 251 sqm and L6 at 252 sqm. Those present-day examples do not fit neatly into the older two-range matrix, which is a good reason not to force every resale unit into a legacy brochure category. The floor plan and registered or contracted area for the property being sold should take precedence.
The visible resale market is thin. On 5 September 2026, FazWaz shows one property for sale at around THB 14.85 million, while PHUKET.PRO displays a project entry price of THB 15.796 million. Neither should be treated as a standing developer price: Pandora has been completed for years, so these are listing-level market anchors. In a 13-home project, one or two listings can distort the apparent price range. A useful valuation therefore needs comparison with other completed, large-format homes in Rawai and Nai Harn, adjusted for size, renovation quality, outlook, furniture, title structure and ongoing costs.
Amenities are consistent with a small resort-style residence rather than a large urban condominium. Repeatedly cited facilities include a large communal pool, children's pool, clubhouse, sun deck, garden, parking, 24-hour security and CCTV. Cleaning, project management and a shuttle to Nai Harn and Ya Nui have also been advertised, while PHUKET.PRO lists a gym, spa and café among the internal facilities. Because the project was handed over in 2017, the current operating position matters more than the historical checklist. Buyers should confirm which services are active, what is included in common fees and whether any amenity is privately operated or subject to separate charges.
The most consistently published address is 20/1 Moo 6, Rawai, Mueang Phuket, Phuket 83130, Thailand. PHUKET.PRO places Rawai Beach at roughly 400 metres, and FazWaz gives a similar project-to-beach distance. Rawai is best understood as a waterfront neighbourhood and boating hub rather than a doorstep swimming-beach proposition. Nai Harn and Ya Nui are the more obvious nearby choices for swimming. The development itself is on a hill, so map distance is not the same thing as comfortable walkability; the gradient, driveway and route to daily shops are worth testing in person.
Developer naming has evolved. The live project page and current specialist databases use Harmony Group, while older listings and archives still refer to EVG Development. Independent material links Harmony to the former EVG branding, which makes the shift understandable at brand level. What the accessible public sources do not establish is the exact legal entity that held the land, obtained the original permits or signed the first sale agreements. For a resale buyer, that missing corporate history does not make the project unusable, but it reinforces the need to work from the current title, seller identity and management records rather than assume that a brand name is the contractual counterparty.
Tenure should also be handled property by property. Current and historical listings use both freehold and leasehold labels, and the hybrid townhouse-apartment nature of Pandora makes a project-wide statement unsafe without seeing the title. If an individual residence is a registered condominium unit, a foreign buyer can in principle hold freehold only within Thailand's 49% foreign-ownership quota for the registered condominium area. If the transaction instead involves a house and land interest, a foreign individual cannot directly own the land. The practical answer therefore sits in the documents for the selected home, not in a generic portal category.
A legacy developer payment schedule is still visible on PHUKET.PRO: THB 500,000 on booking, a separate 5% booking stage, then 35%, 30% and another 30% at later milestones. It is useful evidence of how the project was marketed when sold from the developer, but it should not be treated as a 2026 resale payment plan. Terms today are negotiated for the individual property and depend on the sale agreement and payment mechanics. The same caution applies to FazWaz's published common-area fee of THB 70 per sqm and sinking-fund figure of THB 600 per sqm. Those numbers should be verified with the current management body before they are used in a purchase budget.
Pandora's most distinctive proposition is scale: unusually large, multi-level homes in a community of only around a dozen residences. For a family or an owner who wants more space than a typical holiday condo without moving straight to a detached villa, that can be compelling. The layout itself is also a filter. Daily internal stairs may be inconvenient for older residents, very young children or anyone deliberately looking for step-free living. Unlike an off-plan project, this trade-off can be tested immediately by walking through the exact residence under consideration.
From an investment perspective, the development should be judged without relying on generic yield claims. Low unit count can create scarcity, but it also means fewer comparable transactions and less transparent resale evidence. Large floor areas increase the absolute cost of maintenance and narrow the renter pool compared with compact one-bedroom stock. At the same time, a completed three-bedroom home in southern Phuket can appeal to families and longer-stay residents. The investment case only becomes credible once the selected unit's price, recurring costs, rental rules, condition and tenure are known; the project name alone cannot supply that conclusion.
