TV Tower 1 is a completed high-rise condominium in Russey Keo, in the northern part of Phnom Penh. The project’s official materials connect it with LDST Development (Cambodia) Co., Ltd. and repeatedly frame the building around Japanese engineering, construction and operational standards. The current IPS Cambodia profile lists 31 floors and 253 units, while the official website presents three core layouts: a regular one-bedroom apartment, a one-bedroom corner apartment and a larger two-bedroom home. It is a single vertical residence rather than a multi-tower master development, with most daily amenities concentrated inside the building.
The completion history is best read through several dated sources rather than a single headline year. IPS and FazWaz show 2023 as the completion year, while an official LDST progress update says the building infrastructure was completed in mid-2024 and that residential fit-out had reached approximately 96.5% at the time of publication. Official posts from July 2024 announced the opening of the coffee shop, mini mart, pool and fitness facilities. Later accommodation platforms show part of the property operating as serviced apartments. Taken together, the evidence supports a completed and functioning building, although the legal handover date and occupancy documentation still need unit-level verification.

For owner-occupation, the practical test is not the amenity list alone but how the building performs every day. TV Tower 1 has reception, internal retail services and leisure areas, so several routine needs can be handled without leaving the property. A prospective owner should still request the current rules for the pool, gym, sauna, parking and guest areas, the operating hours of the café and mini mart, and the active management-fee schedule. Buyers should also ask for any resolutions imposing special contributions, the process for funding major repairs and the rules governing the pool, gym, sauna, terrace, parking and guest areas. In a functioning tower, these documents provide a more reliable picture of future costs and restrictions than the original amenity brochure.
The investment case is mainly about completed-product visibility and the ability to inspect the exact apartment before purchase. Serviced accommodation at the address confirms that short- and medium-stay operation exists, but it does not guarantee occupancy or a particular return for every privately owned unit. Performance will depend on floor, view, furniture condition, operating costs, building rules and distribution. Buyers should distinguish the income of an organised serviced-apartment programme from ordinary private leasing, then ask whether the chosen unit can join that programme, who controls rates, how costs are shared and whether independent letting is allowed. For a resale unit, payment history, appliance condition, existing tenancy and termination terms also matter.
How to verify serviced-apartment participation
TV-Tower 1’s public booking engine shows active guest accommodation, including a 49.19 sqm Junior Suite category. This is evidence that a hospitality operation exists at the property, but it does not establish that every privately owned apartment can join the operator or be marketed on the same terms.
Before modelling rental income, obtain the management agreement for the exact unit. It should identify who collects guest payments, the operator’s deductions, responsibility for housekeeping, linen, utilities and minor repairs, the reporting cycle and the remittance timetable. Owner-use rights, exit notice, key return and liability for guest damage should also be written into the arrangement rather than assumed from the building’s hotel presence.
IPS currently displays a starting reference of $113,672 and $1,750 per sqm. That figure should not be treated as a universal developer price. In an operating building, available stock may combine remaining first-sale units, resale apartments, furnished investment units and residences used in the serviced-apartment programme. Floor, view, fit-out, furniture and seller position can materially change the terms. Before paying a reservation fee, the buyer should obtain the seller’s ownership evidence, the unit plan, current management-fee statement, inventory list and a written payment schedule tied to the exact apartment.
Inspecting the exact apartment before final payment
Apartments in the same completed tower can be in very different condition after rental use, refurbishment or a long vacancy. Before final payment, prepare a signed inspection record with photographs covering doors and windows, air-conditioning, plumbing, electrics, fitted furniture, appliances, water staining and visible finishes.
Record meter readings, every key and access card, appliance serial numbers and the full inventory transferred with the sale. Each unresolved defect should have a responsible party, a correction deadline and an agreed payment retention or other contractual remedy; an informal promise made after the balance has been released is much harder to enforce.

Is a parking space included with the apartment?
Parking levels in the building do not prove that a particular bay forms part of the sale. Confirm in writing whether the unit has an assigned space, whether it transfers with the apartment, whether the owner receives only a revocable right of use, and whether separate fees, deposits or guest restrictions apply. If parking is part of the bargain, the bay number and legal basis should appear in the SPA or a signed schedule.
