Three home formats

The estate is not built around a single housing type: it includes townhomes, semi-detached houses and detached houses. That creates useful budget and space options, but resale layouts must be checked individually because owners may have altered the original plans over time.

Road-led location

Chaiyapornwithi 25 works best for drivers, with Motorway 7 and several East Pattaya routes providing access toward Sukhumvit and Bangkok. The trade-off is simple: this is not a walk-out-to-the-beach address, so everyday convenience depends heavily on having a car.

Mature resale stock

The estate has been occupied for years and primary sales are closed. Buyers can inspect actual houses, neighbours and common areas rather than relying on future promises. The flip side is that building condition, renovation quality and document consistency become much more important.

Land comes first

For a foreign buyer, an attractive asking price is secondary to the land structure. The specific plot title, registered owner, house documents and lawful right to use the land need to be clear before price comparison becomes meaningful.

About the project

The Palm City Hill is an established low-rise housing estate on the eastern side of the Pattaya market rather than a new coastal development. It contains 131 homes across three core formats: two-storey townhomes, semi-detached houses and detached houses. Historic project material and several independent databases agree on the two-storey scale and family-oriented layouts built around three bedrooms. The estate was ready for occupation in 2018, and by September 2026 the developer's primary sales are closed. In practical terms, buyers are dealing with a resale community. The decision therefore depends less on an old brochure and much more on the condition of the individual house, any owner-built extensions, the actual land plot, title deed and seller documents.

Project identity needs a little care because two names appear in the market. Thailand's Department of Lands records The Palm City Hill as a land-allocation development associated with Sahamit Land Development Company Limited in Nong Pla Lai, Bang Lamung, Chon Buri. Consumer-facing material also places it under the Baan Sirisa brand. Those references point to the same completed estate, not two separate 131-home schemes. A newer development called The Palm Pattaya Chaiyapornvitee 25 is now being marketed nearby with roughly 70 homes. It shares the broader branding and a similar location, but it is a different project and has been excluded from this dossier. This page is strictly about the older completed The Palm City Hill.

The estate sits on Chaiyapornwithi 25 in Nong Pla Lai, close to access for Motorway 7. Older project reviews also describe links to Routes 36 and 331 and onward access toward Sukhumvit Road. This is a car-oriented location. Its practical advantage is the ability to move around East Pattaya and head toward Bangkok without having to start every journey from the beachfront core; the trade-off is that the beach, seafront walking areas and major malls are not on the doorstep. A 2018 project review placed Bangkok Hospital Pattaya at about 6.3 km and Central Festival Pattaya Beach at about 9.6 km. Those distances are more useful than marketing claims about being only a few minutes from central Pattaya, because real driving time changes materially with traffic.

The original product mix was straightforward. The townhome was approximately 96.8 sqm with three bedrooms and three bathrooms; the semi-detached house was around 105 sqm with the same basic bedroom and bathroom count; the detached house was the largest type. Historic sources conflict on the detached-house usable area, with 145 sqm and 154 sqm both appearing in established project coverage, so a single figure should not be treated as definitive without checking the individual plan. Resale stock adds another complication. Owners have extended kitchens, enclosed spaces and changed room counts. A current 96.8 sqm townhome, for example, is advertised as a four-bedroom home even though the original project type was three-bedroom. That is normal in a mature housing estate, but it means the project typology is only a starting point for due diligence.

The common facilities are practical rather than resort-style. Launch-era material consistently lists 24-hour security, CCTV, controlled entry using an electronic access card, a communal garden, a children's play area and an exercise or fitness zone. Some newer aggregator pages also display a swimming pool, but the older project reviews and detailed launch coverage do not consistently confirm one. For that reason, a pool is not recorded as a verified project facility here. Buyers should approach The Palm City Hill as a gated residential estate with basic shared amenities, not as a serviced residence with a large clubhouse programme. The current common-area fee also needs a live check; the historic launch-era maintenance rate should not be assumed to remain valid in 2026.

Current pricing is a resale-market question rather than a developer price-list question. The lowest open offer found during this research was THB 2.4 million for a modified townhome, while other portals show higher asking prices, including around THB 4.5 million for a detached house. These numbers do not define a single project value. Plot size, renovations, furnishing, parking, physical condition and title quality can move the price materially from one house to the next. Home.co.th marked the original project sales as closed on 3 September 2026, which is consistent with treating current inventory as secondary stock. There is therefore no meaningful project-wide payment plan to reproduce: deposit, balance timing, transfer date and cost allocation need to be negotiated and documented for each resale transaction.

For a foreign buyer, the central legal issue is the combination of the building and the land underneath it. Condominium foreign-quota rules do not solve this problem. One current listing inside The Palm City Hill mentions a Chanote title and Thai ownership, but that evidence is specific to that property and cannot be projected across all 131 plots. Before paying a deposit, the buyer should see the title deed for the chosen plot, confirm the registered landowner, match the house and extensions to the documents and establish a lawful structure for long-term use of the land. A proposal involving a Thai company should not be accepted simply because it is common in sales conversations; the Department of Lands expressly publishes anti-nominee measures concerning foreign land ownership.

The value proposition is therefore fairly specific. The Palm City Hill can work for a household that wants more internal space, parking and motorway access at a lower entry point than many new detached-house schemes in Pattaya. It is much less compelling for someone whose priority is walking to the beach, having hotel-style communal facilities or buying a standardized new-build unit with a clean developer warranty. The estate's age is not automatically a disadvantage: it gives buyers a real record of how the neighbourhood operates. It does, however, make house-level inspection essential. Roof condition, moisture, extensions, drainage, common roads, security operation, neighbouring construction and document consistency can vary materially from one resale house to another. The right way to buy here is to underwrite the exact house, not the project name in the abstract.

Ownership format

This is a landed housing estate, so a foreign buyer cannot treat the purchase like a condominium freehold transaction. Land cannot simply be registered in a foreign individual's name under the ordinary route; for the selected house the building ownership, land owner, title deed and lawful land-use structure, such as a long lease, need to be checked separately. Nominee-company structures are not recommended.
