Completed, lived-in estate

Victory Park is finished and occupied, so a buyer can judge the actual environment rather than a future phase: internal roads, density, security, neighbouring houses and the physical condition of the property. That is more informative than launch-stage renderings. The flip side is that a resale inspection matters more. These homes are several years old and some have been altered by owners, so roof condition, drainage, water systems, electrical work, damp, extensions and workmanship deserve a proper inspection.

Road access over walkability

The estate sits in Nong Pla Lai around the Rong Po road network and Road 4094, with access toward Motorway 7 and Sukhumvit Road. It is not central Pattaya, but that can work well for regular drives to Laem Chabang, industrial estates and Rayong. The practical test is the buyer’s own commute at the hours they actually travel. Victory Park’s location advantage is regional road connectivity, not walkable access to Pattaya’s beach and tourist strip.

Accessible resale entry

A September 2026 resale asking THB 2.25M provides a clear lower market reference: two bedrooms, three bathrooms, 120 sqm of living space and a 150 sqm plot. That is a house-and-land proposition rather than a small condominium. The price still needs context. On resale stock, title quality, registered extensions, renovation condition, furniture and outstanding estate charges can be more important than a headline asking price.

No single standard layout

The original project review described two-bedroom, three-bathroom single-storey homes on plots starting around 37–42 square wah with two parking spaces. Recent listings also show three-bedroom houses, and at least one clearly states that an additional room was added. That makes unit-by-unit comparison essential. A buyer should verify the as-built configuration, whether alterations were properly documented, and whether the owner’s modifications genuinely add value rather than creating future maintenance or registration problems.

Land rights come first

For a foreign buyer, the decisive check is legal rather than cosmetic. Buying a house at Victory Park does not automatically mean the underlying land can be registered in the foreign buyer’s own name. The land title, registered owner and lawful basis for using the land must be clear, and building rights should be checked separately. If a long lease is proposed, the registered term, transfer provisions and renewal wording need to be understood without treating a promised future renewal as an existing ownership right.

About the project

Victory Park is an established low-rise housing estate on the northern side of greater Pattaya, in Nong Pla Lai, Bang Lamung. The same community appears online under several labels, including Victory Park Rong Po and Victory Park Village Rongpo, while some large property portals classify it under Takhian Tia. The physical address, Thai resale ads and mapping references point to the same estate along Chon Buri Rural Road 4094 in the Rong Po–Nong Pla Lai area, close to access routes for Motorway 7. That distinction matters because this is not a beachside resort project or a central Pattaya villa compound. It is a car-oriented suburban location positioned between Pattaya, Laem Chabang, industrial areas and the road network toward Rayong. Current project profiles describe a completed, single-storey estate with 76 homes and completion in 2020. A detailed Thai project review from 2021 described the original product mainly as one-storey semi-detached houses on plots starting around 37–42 square wah, with more than 100 sqm of usable space. Today’s resale market includes those original-style homes as well as detached or altered houses, so the project name alone does not tell you exactly what layout you are buying.

Victory Park should now be approached as a resale community, not as an active developer launch. We could not verify a corporate developer name from public sources. The older Thai project review lists the project owner as unavailable, FazWaz lists the developer as N/A, and a current agency page uses only the generic label Local Developer. For a buyer, that shifts the due-diligence focus away from brand reputation and toward the individual property: who owns the land, what land title is registered, whether extensions are documented, whether the built area matches the records, and whether there are outstanding estate charges. That is normal for a completed 2020 housing estate. Current listings also show why unit-level inspection matters: owners have added kitchens, roofed parking, extra rooms, furniture packages and other alterations, so two houses of similar land size may no longer be directly comparable in condition or configuration.

As of mid-September 2026, one live resale listing was asking THB 2.25M for a one-storey two-bedroom house with three bathrooms, 120 sqm of living space and a 150 sqm plot. Another August 2026 listing asked THB 2.6M for a three-bedroom, three-bathroom house with 100 sqm of floor area on 43 square wah of land; the description specifically mentioned an added room. These are useful market anchors because they show what sellers are currently asking, but they are not a unified project price list. At Victory Park, the asking figure can reflect renovation quality, furniture, plot position, extensions, title documentation and the seller’s own timing. The lowest figure in this record is therefore a starting point for investigation, not a promise that comparable houses are continuously available at the same price. Before negotiating, a buyer should obtain a current copy of the land title, the site or cadastral plan, seller identification, and a clear written inventory of fixtures and furniture included with the house.

The amenity picture is reasonably consistent on the basics. Multiple sources mention a communal green area, security and CCTV, and a swimming pool appears in more than one project source. The older 2021 review also listed a clubhouse, fitness area and key-card access. This supports the view that Victory Park was planned as an organised residential estate rather than a loose collection of standalone houses, but the current operating condition of every shared facility should still be checked in person. Common-area charges are another item that needs evidence. One current agency page reports THB 40 per sqm per month, but the public page does not clearly explain the assessment base or prove that the same method is currently applied to every house. We therefore do not treat that number as a confirmed recurring cost. A serious buyer should ask the current estate management or seller for the latest fee schedule, any arrears attached to the house, and a list of services actually covered by the charge.

The location makes the most sense for households that drive. Both older project material and recent resale ads describe two practical approaches: through the local road network toward Sukhumvit Road, and via Road 4094 toward Motorway 7. One current resale description places its house roughly one kilometre from the motorway, while recurring location references include Rong Po market, industrial estates, Laem Chabang and routes toward Rayong. The trade-off is straightforward. You gain a quieter, lower-density setting with strong road access for northern Pattaya and the Eastern Economic Corridor, but you give up the walkable beach-and-entertainment environment that many buyers associate with Pattaya. Someone commuting to industrial areas or wanting a family house away from the tourist core may find that useful. A buyer expecting to walk to the sea, restaurants and malls is likely to find the location inconvenient without a car.

For a foreign buyer, the legal structure deserves more attention than it would in a condominium purchase. A house and the land underneath it are separate legal interests. Thailand’s general rules do not allow a foreigner to treat ordinary land purchase as simple freehold in their own name, apart from narrow statutory exceptions. That means the transaction must be built around the actual land title and a lawful structure for possession or use of the land, rather than around the marketing label “villa.” Public listings sometimes use shorthand such as Thai Name or Thai Quota, but those labels do not explain a foreign buyer’s enforceable rights. For an owner-occupier, the first question is what right will secure use of the land and who will own the structure. For an investor, the same title analysis comes first, followed by realistic rental demand, recurring estate costs and eventual resale liquidity for a suburban house rather than a centrally located condominium.

Ownership format

This is a house-and-land transaction rather than condominium freehold. A foreign buyer should not assume the land can simply be transferred into their own name; the land requires a lawful structure, while ownership of the building can be dealt with separately. A registered land lease of up to 30 years is one common lawful route, but a future renewal is not the same thing as present ownership and depends on the contract and later registration. The title, registered landowner and building rights must be checked for the specific house.
