Recent specific to the project photographs show the panoramic pool, terrace, gym, sauna and steam room in use. They offer practical value for residents and tenants. A buyer should still verify opening hours, guest rules, equipment condition and the true cost of maintaining these spaces.

The lower asking-price reference on the review date is $58,000 for a one-bedroom unit. That creates a useful comparison with new launches and other completed northern Phnom Penh buildings. The meaningful number is the all-in cost after transfer, legal work, arrears, refurbishment and furnishing.

The proposition is therefore a standing, occupied property rather than an off-plan promise. A buyer can inspect the actual apartment, views, common areas, lift operation, management standards and surrounding streets before deciding whether the unit is worth its asking price.

The address is Street 777, Gate 3 of Borey Villa Toul Sangke, Sangkat Toul Sangke 1, Khan Russey Keo. This is not the walkable central belt of BKK1 or Daun Penh. Daily life normally relies on a car, motorbike or tuk-tuk, and journey quality depends on the buyer’s regular direction of travel. The location can be practical for Sen Sok, AEON Mall 2, Makro, Toul Kork, AUPP and employment in the northern part of the capital, without requiring every trip to cross the central business districts.

Vista is visible on the local skyline but remains a relatively legible single-building project rather than a multi-tower estate with thousands of apartments. Public evidence points to one 20-storey tower and 181 homes. That makes a physical review manageable: the entrance, lobby, lifts, corridors, parking, amenity deck and occupancy can all be observed during one visit. A smaller stock of units, however, does not automatically produce an easy resale. Liquidity still depends on the individual unit’s price, layout, maintenance, view and legal file.

The building operates as a resale market. Listings include fully furnished homes, partly furnished units and apartments whose interiors would benefit from updating. Even among one-bedroom properties, the floor area, orientation, balcony, furniture and condition vary. Project photography should not be treated as a substitute for an inspection. A sensible viewing checks window and balcony seals, water pressure, air-conditioning, kitchen appliances, bathroom drainage, corridor noise, doors, internet options and whether the measured space matches the documents supplied by the seller.

Most publicly advertised stock reviewed for this dossier is one-bedroom accommodation. Examples run from roughly 53–59 sqm, with larger corner apartments at about 66.77–67.3 sqm. IPS also advertises a 106 sqm two-bedroom home. The portals do not apply a consistent definition of gross, saleable or net area, so these figures are not an official master schedule. Buyers comparing price per square metre should first put the listings on the same area basis and then reconcile that number with the unit plan and title.

Title review is central to any resale purchase. A Fuji Realty advertisement for a 66.77 sqm apartment explicitly states Strata Title, while other advertisements use Hard Title language or say that a transfer fee is included. This is evidence that titled units exist in Vista; it is not proof that every apartment has the same legal status. Before paying a deposit, the buyer should obtain the selected unit’s title copy, confirm the registered owner and signing authority, check encumbrances and outstanding building charges, and verify foreign-ownership eligibility where relevant.

The rooftop facilities are a practical part of Vista’s appeal. Current photography shows a panoramic swimming pool, seating terrace, equipped gym, sauna and steam room, together with broad city views. Listings also refer to a lobby and reception, parking, lifts, a minimart or café, security and backup power. A facilities list is only the starting point. The buyer should see each area in operation, ask about opening hours and guest access, inspect maintenance quality and establish whether any service attracts a separate fee.

Running costs must be confirmed for the chosen unit and transaction. An IPS sale listing quotes a management fee of $0.85 per sqm, electricity at $0.27 per kWh and water at $0.45 per cubic metre. One rental advertisement lists parking at $30 per month, whereas a different two-bedroom rental includes maintenance, housekeeping and parking in its package. These examples show that landlord terms and building charges are not interchangeable. A purchaser needs the current management tariff and written confirmation that the seller has cleared all arrears.

The lowest sale asking price found on the review date was $58,000 for a one-bedroom apartment. Other live or recent examples were around $65,000, $74,000 and $75,000, with material differences in size, floor, furnishing and title wording. The cheapest headline is not necessarily the best value. A lower-priced unit may require refurbishment, carry weaker views or involve different transfer conditions. Comparison should use the full acquisition cost, including legal review, transfer expenses, agency fees, arrears, repairs and furniture.

Rental advertisements demonstrate an active leasing market in the building, but they do not establish a guaranteed yield. IPS markets a 59 sqm one-bedroom at $550 per month and a 106 sqm two-bedroom at $1,200 per month. These are asking rents rather than registered lease evidence. Negotiation, vacancy, furniture quality, included services and time on market can materially change the outcome. An investor should compare competing Vista units, ask for evidence of actual occupancy and avoid applying the rent of one well-presented apartment to the entire project.

The developer is identified as Borey Villa Toul Sangke Co., Ltd. The link rests on several complementary sources: Knight Frank refers to Vista Condo of Villa Toul Sangkae, the project’s own materials place the tower inside Borey Villa Toul Sangke, the corporate profile describes the group as a Cambodian property developer, and company directories use the legal name Borey Villa Toul Sangke Co., Ltd. The developer identity provides useful context, but it does not replace unit-level checks on the seller, title, management and building condition.

Vista suits a buyer who wants an operating condominium and is prepared to choose carefully among individual resale units. Its case is based on features that can be tested now: the tower stands, the pool and gym can be visited, the real outlook is visible, current charges can be requested and the legal documents can be reviewed before payment. The trade-off is variation. Apartment condition, ownership files and seller terms are not uniform, so the decision should be made on a specific unit rather than on the project name alone.
