Lift capacity and density: checks for the selected stack
IPS states that the tower has seven lifts for 700 residences. A simple division produces a headline ratio of 100 homes per lift, but that is not an operating-capacity figure without the zoning plan: some cars may serve parking, the upper duplex section, service movements or only defined floor ranges.
Request the lift schedule before selecting a unit: the number of passenger cars, any dedicated service and fire lift, the floors served by each bank, backup-power operation and the procedure for moving furniture without taking the main bank out of use. For levels 40–47, confirm whether access is direct or requires a transfer through the shared-amenity level.
A legible urban address
Street 410 and Russian Market provide a concrete location rather than a vague central-Phnom-Penh label. The district is already active and mixed, although orientation, noise and future neighbouring construction remain unit-specific checks.
Visible market evidence
Several agency listings publish prices and specifications for identifiable layouts. They do not prove that primary developer stock remains available, but they provide a stronger negotiating reference than one undated headline starting price.

Time Square 8 is an under-construction residential tower in the Time Square series, positioned in southern Phnom Penh near Russian Market. The project is on Street 410 in Sangkat Boeung Trabaek, Khan Chamkar Mon. It should be treated as a separate development rather than a new label for an existing building: the official project page presents Time Square 8 as its own launch, and specialist sources connect it with Megakim World Corp. Ltd. Buyers should not import specifications from Time Square 7, Time Square 302, Time Square 306 or any other tower in the series, because this site has its own unit schedule, delivery target and floor arrangement.
The best-supported scale is 700 residences. The official project website and several agency profiles describe a 50-storey building, while CAM Realty also lists two basement levels. IPS uses the wording “47 levels”, so the count is not fully harmonised across sources. Functionally, the tower is split between conventional single-level apartments and an upper duplex section. CAM Realty identifies 570 homes on the classic floors from levels 8 to 38 and 130 duplex homes from levels 40 to 47. A separate amenity floor sits between those sections, with larger shared facilities placed near the top of the building.

The mix is broader than a typical tower built mainly around compact studios. The detailed agency schedule includes one-bedroom homes at 40, 47 and 60 sqm gross, two-bedroom layouts at 73 and 88 sqm gross, and a 111 sqm three-bedroom. The upper duplex range runs from 73 to 167 sqm and covers one- through four-bedroom formats. The source explicitly separates gross and net areas, so the figures should not be blended: a 60 sqm gross home is listed at 45 sqm net, while the 167 sqm four-bedroom duplex is shown at 125 sqm net. That gap materially affects value comparisons and any price-per-usable-area analysis.
How to verify the floor plan before signing the SPA
IPS publishes a large floor-plan gallery, but an online image is not a contractual schedule. The selected unit needs an approved plan showing the type and stack, floor, orientation, room dimensions, balcony, columns, shafts, entrance and kitchen and bathroom service points. The revision number and date should match the SPA attachment.
Duplex layouts deserve particular attention: stairs and double-height voids can reduce the area that is readily usable, while both levels must be documented as one unit. Read any developer right to alter area or configuration together with the permitted tolerance, the price-adjustment method and the buyer's remedy if the change is material.
The architectural identity comes from flowing balcony lines and rounded façade edges, visible in the official exterior and terrace renders. The interior visualisations are unusually expressive for a Phnom Penh condominium, using coloured joinery, graphic ceilings, curved furniture and different design themes for individual layouts. They are useful for understanding the intended atmosphere, but they do not prove that every unit will be handed over with the same furniture or decorative package. IPS describes the handover condition as finished flooring, kitchen, bathrooms, lighting and air-conditioning; the binding specification still needs to be checked in the SPA schedules.
Shared facilities are distributed across several upper levels. Published project descriptions place a Sky Lounge, art gallery, meeting room, floating bar, cinema, library and co-creation space on level 39. Level 48 is planned around a 40-metre infinity pool, terraces, an amphitheatre and play space, while level 49 is associated with a gym, tennis court, yoga and boxing areas. The ground floor is described as containing the lobby and café, with parking in basement and lower above-ground levels. This is the planned amenity programme, not evidence that every element is already operational; the building remains under construction.
The most specific completion target is December 2028. PropertyHub records a launch date of October 24, 2024 and a finish date of December 1, 2028, while IPS also states December 2028. Treat this as an expected completion window rather than a guaranteed handover. Before reservation, buyers need the contractual delivery date, grace period, remedies for delay and the agreement’s definition of completion. It also matters whether the date refers to construction completion, key handover, strata-title registration or the opening of all shared facilities.
The lowest market anchor found on the review date is $45,700 for an agency-listed Tiffany one-bedroom described as 47 sqm gross and 35 sqm net. Other published starting points are higher: PropertyHub shows compact one-bedroom options at $60,450, $63,875 and $69,125, while another CAM Realty listing advertises $65,000 for a 60 sqm gross unit. These figures should not be averaged. The spread may reflect floor, orientation, discount, sales phase, primary versus assignment status or outdated stock. Any public price is only a market reference until a current availability list and unit-specific quotation are obtained.
The Russian Market area has a different demand profile from BKK1. It combines local housing and shophouses with cafés, restaurants, small offices and an established international rental audience. Street 410 connects into the Toul Tum Poung and Boeung Trabaek street grid, while Mao Tse Toung Boulevard provides wider city access. The trade-off is a dense urban setting with traffic, varied neighbouring buildings and very different outlooks depending on direction. Floor, orientation, future nearby construction and actual noise conditions therefore matter more than the broad label “near Russian Market”.

How much gross area becomes usable space
Across the published schedule, net area is broadly 74–77% of gross area. The 40/30, 60/45, 112/84, 140/105 and 167/125 sqm layouts each work out at 75%; the 47/35 sqm type is about 74.5%, the 88/65 sqm type about 73.9%, and the 111/85 sqm home about 76.6%. This is not a quality rating, but a consistent way to compare layouts.
For the selected unit, calculate both the price per gross square metre and the price per net square metre. The latter is normally higher and better reflects what is being paid for internal usable space. Before reservation, confirm whether balconies, external walls, shafts or any share of common areas sit inside the gross figure, and place both measurements in the SPA schedule.
What the published payment plan looks like in cash
Using the page's $45,700 lower listing anchor as an illustration, a 20% down payment is $9,140. One per cent of the full price is $457 per month; over 40 months that totals another $18,280. At that point 60% of the price has been paid and $18,280 remains, before reservation money, bank costs, taxes, registration expenses and any unit-specific changes.
This is not a developer quotation. Before paying, obtain a named schedule showing dates, currency, bank instructions, how the reservation is credited and the base on which the monthly 1% is calculated. Confirm separately whether the final balance is triggered by the calendar, a construction milestone or key handover.
Developer stock, assignment or resale: three different transactions
Availability signals conflict. IPS marks the 40/30 and 47/35 sqm types as sold out, while other platforms still display units in the project. An active advertisement therefore does not prove that the developer is the seller or that original launch terms still apply.
For developer stock, obtain a developer quotation and confirmation that the unit is free in its internal inventory. For an assignment, require the original SPA, complete payment ledger, written developer consent, transfer fee and evidence that the contract is not in default. For a post-handover resale, also check title, handover record, service-charge arrears and the seller's authority to transfer. Similar asking prices can conceal materially different document sets and risks.
