What counts as a condo under construction
Pattaya can produce several plausible new-supply numbers at once because they count different events. A sales launch, EIA approval, a construction permit and physical work on site are not interchangeable. Here, a project or phase counts as under construction only when dated evidence shows that work has started, is progressing, or has reached a late structural or fit-out stage.
A phase is separated only when it has its own scale and progress. Skypark Lucean Jomtien Pattaya is a good example: Phase 1 has 899 units and a recent construction update, so it counts as active. Phase 2 has 588 units but is not added because the same evidence does not yet establish that physical work on that phase has begun.
The geography is also deliberately narrow: Central and North Pattaya, Jomtien, Pratumnak and the Thappraya corridor within Bang Lamung. Na Jomtien / Na Chom Thian farther south is treated separately. Mixed-use projects contribute residential units only; Aquarous Jomtien Pattaya, for example, adds 606 homes but not its five commercial units.
How many condo units are actually under construction
As of 26 September 2026, 9,818 residential units can be tied to 10 active Pattaya projects or separately tracked phases. Nine developments are counted in full, while Skypark Lucean contributes Phase 1 only. A unit count is available for all ten; that does not mean every construction site in the city has been found, only that the scale of these confirmed projects is known.
Several projects are particularly clear. Sansiri lists 327 units at PTY Residence Sai 1 and published September 2026 construction progress. AssetWise shows 606 residential units at Aquarous Jomtien Pattaya with a July update. Skypark Lucean separates Phase 1 at 899 units with August progress, while Grand Solaire Noble has 1,750 units and a 10 September construction update.
Two large developments have a noticeable effect on the total. Grand Solaire Pattaya’s current official site states 2,470 residences and an end-2026 target, while older or third-party databases still show 2,326. The Riviera Malibu Residences currently lists 275 units on the developer’s own site, though some reseller pages retain 279. In both cases, the newer primary specification is the more useful figure.
For Siam Oriental Oasis and Copacabana Coral Reef, current project pages support the construction status while major property databases provide the unit-count cross-checks: 377 and 1,972 respectively. Those counts help establish project scale but do not replace current evidence that work is actually under way.
Some projects already look active in the market but should not yet be added to the 9,818. Smart EIA Plus showed Supalai Kram Pattaya Wong-Amat in June 2026 as not yet under construction or operation. Zenith II Pattaya has a pre-sale launch and project material, but the available construction log does not yet contain dated site progress. Either could move into the active total once fresher evidence appears.
Where the verified pipeline is concentrated
Only projects and phases with current construction evidence are shown. The figures cover residential units and indicate where the largest confirmed building volume is concentrated within Pattaya.

What completion dates developers are targeting — and how they have moved
The nearest large delivery window is the end of 2026. Grand Solaire Pattaya and The Riviera Malibu Residences together represent 2,745 units. Another 3,842 units carry dates in 2027, while 2,649 sit in two projects or phases targeting 2028. Zenith Pattaya is clearly under construction, but current public references diverge between 2027 and 2028, so its 582 units remain undated.
Precision varies even inside 2027. PTY Residence Sai 1 states May, The Origin Pattaya Q2, Aquarous Jomtien Pattaya Q4, Siam Oriental Oasis year-end, and Copacabana Coral Reef only 2027. A source that gives only a year should stay year-only rather than being converted into an invented month or quarter.
The Origin Pattaya provides a clean example of a schedule revision. A September 2025 groundbreaking report pointed to Q4 2026, while Origin’s own 3 February 2026 announcement moved the target to Q2 2027. That is a documented change for one project, not evidence that Pattaya’s entire pipeline is late.
The label “completion date” can also hide different milestones. Grand Solaire Noble’s available schedule refers to handover in 2028, while several other projects publish expected construction completion. For a buyer those are not interchangeable dates: finishing the main build and receiving a unit can happen at different points.

What remains unknown in this pipeline
The biggest unknown is not the size of the ten included projects—their unit counts are available—but how completely they represent construction across Pattaya. Only nine also have a current date without a material conflict. The schedule therefore covers 9,236 of 9,818 units, while Zenith Pattaya’s 582 units remain unassigned to a year.
Even basic project specifications can differ between sources. Grand Solaire Pattaya’s official site currently states 2,470 residences while some databases still carry 2,326. The Riviera Malibu developer page lists 275 units while some reseller pages show 279. That is a reason to prefer the fresher primary specification, not a negative judgment about the development itself.
There is a broader limit as well: the absence of a recent construction update does not prove that a site has remained inactive. EIA records describe regulatory history rather than a live feed from the site. Supalai Kram and other currently excluded schemes may therefore move into active construction when newer evidence appears. For the same reason, 9,818 units should not be read as Pattaya’s entire construction stock, unsold inventory, or proof of future oversupply.
Questions about pipeline dates and unit counts
Does EIA approval mean construction has started?
No. EIA approval records an environmental-review milestone, while physical construction may begin later. A project is treated as active only when there is recent site progress, a construction-start announcement, contractor evidence or another direct sign that work is under way.
Are all units in an active project unsold inventory?
No. The unit count describes the physical residential scale of the development. Some units may already be sold, reserved, withheld from sale, or otherwise unavailable, and construction progress does not resolve that. Unsold inventory requires separate sales or availability data, so the 9,818-unit figure is not an availability count.
What does “completion date” mean in this dataset?
The date shown for each project keeps the milestone used by its source. One project may state expected construction completion, another handover, and some sources provide only a year. Those events are not made equivalent or sharpened into a more precise date by guesswork. If the current date or milestone cannot be reconciled, the project stays outside the dated total until a clearer update appears.
Why can NovAsia’s total differ from REIC or CBRE figures?
They measure different things. REIC reports 2,051 condominium units in construction permits across Chonburi Province in the first half of 2026, while CBRE reports newly launched Pattaya units within specific half-year periods. This page instead sums named projects and phases with evidence of physical construction at the snapshot date. Different totals are therefore expected and do not, by themselves, indicate that one source is wrong.
Expert view

A completion date is only useful once you know what event it describes: construction finish, handover, or transfer readiness. A launch brochure can set the baseline, but a dated construction update tells you much more about whether that baseline still reflects the project. EIA approval confirms a regulatory milestone; it does not establish that the building is advancing on the same timetable. If a newer date moves, I would compare like-for-like milestones before calling the project delayed. For an off-plan buyer, a sequence of dated progress evidence is more informative than a single promise carried forward from launch materials.
