Why this project is worth a look
An apartment-sized commitment
The advertised one-bedroom, one-bathroom layout occupies 72 sqm, a more contained proposition than a private-pool villa. The number is useful for an initial shortlist but not for choosing a unit: usable internal area, terrace allocation and fit-out remain unclear. A buyer can make a better comparison once the developer supplies the schedule of areas and a signed plan for each available apartment.
About the project
Anjuna Urbana Penthouse is not a collection of freestanding beach villas, despite sharing a name with several villa releases around Uluwatu. It is advertised as a compact apartment building of 15 residences over three floors, with one-bedroom units measuring 72 sqm. That makes the decision relatively focused: is this particular apartment, in this particular building, a better fit than a larger home that comes with its own garden, pool and maintenance burden? The answer depends on what is included in the 72 sqm, where the unit sits, and how the wider Anjuna Bay development will work for residents. The word “Penthouse” belongs to the product's name; it does not by itself establish that each advertised unit is on the top floor or has an unobstructed ocean view.

The name itself has a useful documentary trail. An older official Anjuna Bay landing page displays “Anjuna Urban Penthouse” as a separate offer from Anjuna Apartments, Anjuna Lofts and the villa collections. Property portals tend to call it “Anjuna Urbana Penthouse.” Those descriptions point toward the same small apartment product rather than two clearly documented buildings. The distinction from Anjuna Apartments matters: that separate scheme has different unit counts and layouts. A brochure, payment schedule or amenity diagram for Anjuna Apartments should never be assumed to cover Urbana simply because both sit within the Anjuna Bay concept. Buyers should ask for a document carrying the exact project and unit designation used in their contract.
The development story begins with Thomas Beach, on the Pecatu side of Bali's Bukit Peninsula. Anjuna Bay markets a coastal district where homes, retail, wellness and leisure facilities are connected on foot. For someone living in Uluwatu for part of the year, the possibility of reaching cafés, places to work and the beach within the same neighbourhood is more tangible than vague claims about Bali's growth. Yet the community is a collection of different projects, not a single completed hotel. Anjuna Urbana's precise plot and the walking route from its own entrance to Thomas Beach have not been independently established. The master community may have beach access without every individual apartment being directly on the cliff or looking out to sea.
There are two address conventions in the material. Syndicated property advertisements describe an apartment at Jalan Labuansait 10B, Pecatu, while an official Anjuna Bay page gives Jalan Labuansait 10 for its on-site sales office, opposite Suka Espresso. The addresses are close enough to support the general street-level location, but they are not a substitute for a marked building plot. A sales office, a development access road and a condominium block can occupy different parcels. We therefore treat Jalan Labuansait, Pecatu, Kuta Selatan and the Thomas Beach area as the reliable geographic description. No latitude and longitude are asserted for the residence itself; using a generic neighbourhood pin would imply a level of certainty the evidence does not provide.
The advertised floor plan is straightforward: one bedroom, one bathroom and 72 sqm. Individual FazWaz listings also identify a terrace. Those facts help a buyer imagine an apartment for a couple, a solo resident or a short stay, but they leave meaningful questions unanswered. Is 72 sqm measured internally, or does it include external space? How usable is the kitchen, how much storage is built in, and how does privacy work between the living room and bedroom? Which floor and which orientation are associated with the asking price? None of those points should be inferred from marketing imagery or from the “penthouse” label. A signed floor plan and specification sheet would be more useful than a general project rendering.
Asking prices are visible, although they do not amount to a verified current availability schedule. FazWaz carried a 72 sqm one-bedroom apartment at IDR 2.43 billion and another at IDR 2.92 billion. RUMAVI presents a historic dollar range of USD 137,500–165,000. An agency article from January 2026 offered “Urbana apartments” from IDR 2 billion, but it does not prove that its lower price refers to the identical penthouse release or to a unit still available in October. These figures should not be averaged, converted into a new quoted price, or explained away as premiums for a specific view without unit-by-unit evidence. Actual cost also turns on transaction taxes, the furniture package, legal expenses and the form of right transferred.
The calendar is the biggest unresolved part of the listing. Several portals mark the building as completed in March 2026, while RUMAVI still presents it as an off-plan project targeting the first quarter of that year. Both milestones are now in the past, and neither is a possession certificate. Anjuna Bay's official July 2026 progress page covers Palms, Aurora and the shopping village but provides no separate Urbana handover account. Silence on that page does not establish a delay; equally, a portal's “completed” badge cannot confirm that the apartment is legally fit for occupation. An interested purchaser needs evidence of the actual building stage, the handover or occupancy process, and the applicable Indonesian certificate of functional fitness, known as SLF.
Amenities require equally careful language. Advertising for Urbana mentions a shared pool, children's spaces, walking tracks, parking, security cameras, round-the-clock guards and concierge service. Other references to wellness, shops and coworking describe the Anjuna Bay masterplan. Buyers should distinguish facilities constructed and operating today from those envisaged for a later phase, and distinguish community access from rights belonging to the apartment itself. The distinction affects the experience of staying there as well as operating costs. For instance, a pool that exists on site is of limited value to a short-stay landlord if guest access is restricted or its maintenance costs sit outside the advertised price. Written community rules and an itemised service budget would resolve much of that uncertainty.
The ownership structure should not be reduced to the word “condo.” RUMAVI markets a 30-year contractual lease with a proposed 20-year extension. No unit-specific executed lease or definitive extension instrument was available for review. Indonesian law recognises several distinct arrangements for land, apartments and rights of use, and a contractual lease is not the same as direct land ownership. At the contracting stage, a buyer needs to know the identity of the lessor, the underlying registered land title, the commencement and expiry dates, whether the lease can be assigned or inherited, and exactly what the renewal language obliges either party to do. A headline of “50 years” may refer to 30 plus a conditional 20 rather than 50 guaranteed years.
This matters even more if the purchase is intended to produce rental income. Uluwatu has a visitor economy and Anjuna Bay emphasises hospitality and lifestyle services, but no documented rental performance specific to Urbana was found. Legal permission to use one apartment for short stays cannot be inferred from other commercial premises nearby. Rental strategy should begin with the building's permitted use, any required tourism or operating approvals, the operator's authority, guest policies, insurance, tax treatment, and the fee structure. Net income after management, housekeeping, utilities, repairs, common charges and vacancy is the relevant measure, not an advertised return from a masterplan presentation. Likewise, rental demand does not automatically guarantee a liquid resale market for a finite-term lease.
Anjuna Bay has a genuine public-facing brand and a website describing its community in Uluwatu, but that is not the same as verifying the Indonesian legal entity that will sign an Urbana agreement. Nor should a bank guarantee promoted for Anjuna Palms be treated as protection for Urbana: different phases can have different contracts, accounts and remedies. If any guarantee is offered for this apartment, the buyer should see the bank's actual undertaking, the beneficiary, amount, triggering events and expiry. The same evidence standard applies to completion dates and permissions. An attractive design concept can coexist with unverified legal and delivery documents; the two should not be collapsed into a single judgement.
For the right buyer, the proposition is appealing in an ordinary and quite specific way: a one-bedroom apartment in a planned walking neighbourhood close to Thomas Beach, with fewer private assets to maintain than a villa. It is not the sensible default for everyone. Someone who requires a completed, demonstrably occupiable home, an established operating history or documented long-term title security would need a stronger evidence package before committing. The next decision is not whether to believe an optimistic projection. It is whether the seller can connect the advertised unit to a physical floor plan, a verified plot, the correct contracting company, enforceable tenure, functioning amenities and a defensible total cost of ownership.

Best for: A solo owner or couple who values a defined bedroom and a relatively compact home more than a garden or personal swimming pool may find the layout worth seeing in person. Real internal space, privacy and building noise remain unit-level questions.; It may suit buyers drawn to the Thomas Beach neighbourhood and to the idea of a walkable mixed-use quarter. That preference only has practical value when the promised paths, shops and shared amenities can be verified on the ground.; Rental-focused purchasers can consider it as one candidate once permitted guest use, operator terms, service charges and the actual tenure are documented. Published marketing does not establish a realised yield, stable occupancy or an assured exit price.; It is a poor substitute for a family home requiring separate children's bedrooms, generous storage and private outdoor space: only the one-bedroom configuration is supported by the available listings.; It is not yet a document-verified, ready-to-occupy option for anyone who needs possession evidence, established building operations and fully clear contractual tenure before committing capital.; may not suit: .
What we confirm before booking
A short, project-specific list. We request these from the developer and go through them with you before any payment.
- Delivery remains unverified. FazWaz labels March 2026 as completion, while RUMAVI still describes an off-plan project targeting Q1 2026. No Urbana-specific handover record or building functional-fitness certificate (SLF) was located in the reviewed material. Tenure and counterparty remain unverified. A third-party profile promotes a 30+20-year lease, but the contract, commencement date, extension obligation and Urbana contracting entity were not available. A bank guarantee marketed for Anjuna Palms cannot be assumed to protect an Urbana unit. The parcel and current offer remain uncertain. Some syndicated listings say Labuansait 10B, while the brand lists its sales office at number 10. The precise plot, live unit inventory, floor allocation, fit-out and operating status of promoted amenities need unit-specific evidence.
