Why this project is worth a look

A genuinely small compound

Nine houses, each with a private pool, create a more residential experience than a high-density resort. There is room for privacy, but not an endless list of shared facilities. The appeal lies in the individual villa and its immediate outdoor space.

About the project

Cassandra I is a small collection of private pool villas in Sanur, on Bali’s east coast. Rather than buying into an apartment building, a purchaser is looking at an individual house within a nine-villa compound. The developer describes eight two-storey homes and one single-storey home with a rooftop area. Each has its own pool, while access and some service spaces are shared. That distinction shapes everyday life: the villa provides privacy for a household, but the compound’s security, access and maintenance arrangements still matter.

Several names appear in listings. Cassandra I, Cassandra 1, Sanur Cassandra 1 and Cassandra One point to the first development in VIBE Development’s Cassandra series. They should not be confused with Cassandra 2, a separate, smaller project by the same group, or later Cassandra-branded launches. This is more than an exercise in spelling. A listing without the phase and villa number can carry prices, ownership terms or dimensions belonging to a completely different property. For a genuine comparison, the starting point is always the particular house.

The core development is relatively easy to establish. Project materials describe nine villas on a compound site of approximately 1,089 square metres, with a private swimming pool for every residence and controlled entry. What makes it unusual is the spread of sizes within such a small community. The official presentation covers homes from 75 to 156 square metres and accommodation ranging from two to five bedrooms. A buyer should therefore think of Cassandra I as a group of distinct houses, not nine interchangeable copies of one floor plan.

The two-bedroom option is especially different from the rest. Villa 5 is described by the developer as a 75-square-metre, single-level home with three bathrooms and rooftop access. Its listing is marked sold. Villa 1, by contrast, is a 121-square-metre, three-bedroom house arranged over two floors. Villa 9 has four bedrooms, five bathrooms and 141 square metres; the developer has marketed it as a resale. Five-bedroom examples include a 156-square-metre Villa 2. These examples establish what was built or marketed, not which units are available to purchase today.

How the rooms are arranged deserves as much attention as the totals. In the two-level villas, living and cooking spaces meet the pool terrace at ground level, with additional bedrooms upstairs. One bedroom on the lower level can make a noticeable difference to a household with older relatives or visiting friends who prefer not to use stairs. The single-storey design offers a different trade-off, concentrating daily rooms on one floor while using the rooftop for extra outdoor space. None of those layouts should be assumed to describe another villa just because it shares the same development name.

Sanur gives the project a different setting from Bali’s nightlife-oriented resort districts. The neighbourhood is established, with a range of everyday services as well as beach access, restaurants and shops. That can suit families and visitors who intend to stay for longer than a weekend. Yet a familiar destination is not a rental business plan. A five-bedroom house may attract groups, but it will also have cleaning, repairs, pool care and utility costs that differ from a small villa. Any rental decision needs evidence from the chosen property rather than regional occupancy percentages in a brochure.

The project website places Cassandra I about 1.1 kilometres from Sindhu Beach. It is a useful indication of the general location, not a promise that every trip to the waterfront takes the same time. Market listings associate the compound with Jl. Bypass Ngurah Rai in South Denpasar. That road context is worth understanding. Easy vehicle access can be helpful, while traffic noise or the route to the pedestrian-oriented beachside streets may matter much more to someone planning to stay for months. A site visit should include the approach road and the outdoor seating area, not only the interior tour.

There is reasonable evidence that Cassandra I is no longer an off-plan scheme. Its own website states that construction finished in the third quarter of 2025; a developer article published in March 2026 calls the project completed, and another property directory records full construction progress. Those accounts support describing the development as built. They do not, however, establish that every villa has passed the same handover process or that all of its statutory building records have been reviewed. Physical completion, legal fitness for use and contractual delivery are different questions.

The compound brochure mentions security, CCTV, landscaped courtyards and a staffed entrance. It also depicts a lobby or reception area and a coffee shop. These are not equivalent to the amenities of a large serviced resort. Buyers should ask what is currently operating, which features belong to the common property, and how the running costs are allocated. Even something apparently straightforward, such as a 24-hour gate, has a practical consequence: who employs the staff, who pays them and what happens if owners disagree about future service levels?

Individual villa pages show fitted kitchens, appliances, air-conditioning, timber and rattan furniture, pool terraces and stone-finished bathrooms. The developer also describes filtration, ventilation and app-based home controls. The important question for a resale is what will remain after the previous holder transfers the property. Furniture shown in photographs is not necessarily included, and movable equipment can be excluded from a deal. An agreed inventory and an inspection of working systems are far more informative than a general description of premium finishes.

VIBE Development is identifiable as the developer brand, and its corporate site names PT PMA Vibe Development Lab as the registered company. The Cassandra project website makes the same association. That is useful provenance, but it does not settle which entity will sign the contract for an individual resale. The original land rights holder, the villa’s current leaseholder, the receiving bank account and the management company could be different parties. Understanding those relationships is essential before treating the transaction as a standard developer purchase.

The ownership product being advertised is a contractual land lease, not direct foreign ownership of the underlying land. The official Cassandra site describes a 28-year term with priority renewal rights. Some independent listings refer instead to 29 or 30 years, while at least one brokerage gives a different extension arrangement. None of these phrases provides the actual commencement date or the amount of time remaining on a particular resale. A priority to renew is not the same as an unconditional extension on fixed terms. Those details live in the executed agreement and its supporting land documents.

A buyer considering short-stay rental operation must also look beyond the lease. Local building and land-use rules affect what can be offered to guests, and a market listing’s reference to a tourist-friendly zone does not by itself prove permission for the plot. Indonesia distinguishes PBG, the building approval, from SLF, the certification that a completed building is fit for use. A property directory lists SLF for Cassandra I, but the original certificate and its coverage have not been inspected for this dossier. It would be misleading to say the document is missing; the accurate position is that it has not been verified here.

Price information illustrates why the unit matters. VIBE Development’s current public catalogue starts Cassandra I at USD 438,000, and Villa 9 appears at that figure as a resale. Older portal listings show amounts below that threshold, while some five-bedroom offers are substantially higher. These are listing prices at different dates and for different houses; they should not be blended into an average or treated as evidence of achieved sale prices. The complete acquisition cost also depends on the right being transferred, legal and administrative fees, taxes, and any outstanding villa or estate expenses.

The management proposition is similarly flexible in promotional material, with references to services arranged by an affiliated management business. That may be useful to an overseas owner who cannot supervise the pool, guest check-ins or maintenance. But the level of control and the fee structure are not established by a marketing description. An investor should want to see who receives rental income, who can approve repairs, whether bookings can be independently audited and how the owner can terminate an agreement. Someone buying for personal use will care instead about blackout dates, access and freedom to choose services.

The strongest argument for inspecting Cassandra I is straightforward: there are physical homes to compare, in a familiar Sanur setting, and the layouts serve quite different households. The limits are equally concrete. Public information does not identify a fully verified parcel and complete legal package for each villa, resale availability changes, and lease terms vary between advertised sources. A sensible purchase decision will come from matching a villa number, physical inspection, executed lease, sale contract and current price—not from assuming that everything described under the Cassandra name applies to every property.

What we confirm before booking

A short, project-specific list. We request these from the developer and go through them with you before any payment.

  • Primary project material describes nine villas, while Balinsky lists eight. The developer reports completion in Q3 2025, yet some property platforms still show an old off-plan status; individual handover records were not reviewed. The project site advertises a 28-year lease with priority renewal, whereas Balinsky cites 29 years and other sellers refer to 30 years or additional extension periods. The executed title and lease, start date and enforceable renewal mechanism remain unverified for any specific unit. The Jl. Bypass Ngurah Rai street reference is supported by listings, but Cassandra I's precise parcel, entrance and coordinates have not been established. Original PBG/SLF, zoning evidence and the identity of the contracting seller were not reviewed.
