Why this project is worth a look

Private outdoor water

Each advertised unit comes with its own plunge pool rather than access to a shared swimming area. The trade-off is recurring maintenance that needs to be allocated clearly in the owner and service contracts.

One coherent unit design

The same two-level, one-bedroom concept appears across multiple independent listings. Buyers can focus on orientation and position within the site, once an approved plan resolves the conflicting unit counts.

A more precise street location

Two agencies independently identify Jalan Merta Agung, Kerobokan Kelod. The street is a useful starting point for a viewing, although the specific gate and land parcel remain unverified.

Milestone-based payment proposal

The marketed instalments track construction phases rather than a single final due date. This may improve transparency only if milestones, inspections, refunds and delays are governed by enforceable terms.

Clear contractual decision points

The main unknowns are identifiable: lease expiry, subletting and assignment rights, building approvals and the authorised seller. Resolving them would turn a design-led proposition into a transaction a buyer can assess.

About the project

The main decision with KIRA Tropical Loft is not whether a small private pool looks appealing. It is what a buyer receives for a finite lease term, and how much of the proposed development is already defined beyond the sales listings. The scheme is marketed in Kerobokan, Bali, as compact one-bedroom, two-level loft villas with individual pools. Several agents give a building area of 48 sqm and a 50 sqm plot for each residence, and point to a handover around the second quarter of 2027. These are planned homes, rather than completed properties with an established operating history.

An unusually important detail remains unsettled: the size of the scheme itself. Rise Real Bali describes 25 identical villas; Invest Bali markets 22 loft residences spread over what it calls a 1,700 sqm development site. Both are offering the same KIRA concept in Kerobokan, with the same floor area, pools and lease term. There is no convincing evidence of two separate phases or products. Until an approved site plan reconciles those counts, the safe conclusion is that there is one identifiable development but its final density, precise boundaries and unit numbering are not independently established.

In practice the design is closer to a small duplex retreat than to a conventional detached family villa. The entrance opens towards a combined cooking, dining and lounge area, with a slightly sunken sitting space described in the detailed listing. The bed and bathroom sit on a mezzanine reached by stairs. That arrangement makes the interior feel more layered than a single-floor studio, although it does not create a second bedroom or an independent room for work. Two people may enjoy its efficiency; buyers who need step-free access, extensive storage or privacy between several occupants should look closely at the drawings rather than relying on the label 'loft'.

The pool is the clearest feature separating KIRA from an ordinary one-bedroom apartment. It is presented as a small private plunge pool beside the living-room glazing, not a resort-scale swimming pool or a communal facility that residents share. For personal use, that gives the occupant a genuinely private outdoor element. For a future rental, it can help define the experience, but only if it is maintained properly. The ongoing costs of water treatment, pumps, cleaning, humidity control and repairs have not been set out in a verified owner agreement. A private pool adds responsibility as well as appeal.

It is worth being precise about the published dimensions. The 48 sqm figure describes building area; the 50 sqm figure refers to land allocated to a villa, including its pool. Neither is evidence of 48 sqm of usable interior floor or a 50 sqm garden. Clear ceiling heights, the exact floor split, pool measurements and internal net area are not documented in the public material reviewed. Because the unit is compact, these details could make a noticeable difference to daily comfort. A generous-looking render does not establish whether there is a workable desk, adequate wardrobe space or comfortable circulation around the stair.

The location is more specific than some of the advertising headings suggest. Dream Rue and Anteyac both place the project on Jalan Merta Agung in Kerobokan Kelod, Kuta Utara, Badung. Other agents group it under Umalas or even Seminyak, which are useful orientation labels but not interchangeable administrative addresses. The strongest supported description is therefore Kerobokan Kelod, off Jalan Merta Agung. No independently confirmed lot number, site entrance or parcel-level coordinates were found. That distinction matters: a named street helps with preliminary research, but it cannot tell a buyer exactly what fronts the proposed unit.

This is an urban Bali location rather than an isolated resort plot. Seminyak's restaurants and services, the wider Umalas residential area and the Petitenget coastline are relevant reference points. Marketing pages quote short driving times to beaches and other districts, but those numbers depend heavily on the actual gate and local traffic. Jalan access, drainage, construction noise and the availability of reliable transport matter as much as the distance shown on a map. The project should not be marketed as beachfront or as a walk-to-the-beach development without a verified route from its entrance.

There is a second distinction between private amenities and common services. Sources mention shared parking, an internal access road and some form of organised management; Invest Bali specifies two communal parking areas. A separate agency lists housekeeping, and Rise Real Bali mentions a guarded entrance. These features have different financial consequences from the pool inside each villa. The public material does not establish a binding service charge, a dedicated car space for every unit, operating hours for security, or rules for appointing and replacing the manager. A future owner will need those terms to understand what is genuinely included in the purchase price.

Pricing currently offers a useful test of how carefully to read the brochures. Rise Real Bali publishes IDR 1.27 billion as its advertised entry point, but the same listing says the developer's price sheet shows IDR 1.30 billion. Invest Bali and Dream Rue both display IDR 1.30 billion, with Invest Bali reporting a price verification on 2 October 2026. The lower number is therefore a listing-level anchor, not a confirmed available unit or an agreed sale price. No binding quotation was obtained. Taxes, notarial charges, any management setup costs, furnishings and the scope of what transfers with the contract still need to be distinguished from the advertised headline.

The payment structure raises another issue that deserves attention before the design discussion turns into a purchase decision. The detailed Rise Real Bali material sets out 50% payable on signing before a notary, followed by five construction-linked instalments of 9.6% each. It then describes separate 1% amounts for a post-handover defects period and the completion of PBG and SLF documentation. Anteyac also mentions a 50% initial payment. These are broker-published terms, not a signed schedule. Buyers need to establish who receives each transfer, what constitutes an accepted construction stage and what happens if a milestone or approval is delayed.

The advertised construction timetable is broadly consistent but not verified. One independent listing refers to completion around June 2027 and handover in Q1–Q2 2027; other agents emphasise Q2 2027. Rise Real Bali describes the development as under construction, while another market listing calls it off-plan. Those labels can coexist during early construction, but neither proves the state of physical progress. No official dated progress report, handover certificate or construction contract was available. The meaningful date will be the one in the actual buyer agreement, together with its grace periods, delay remedies and clear definition of a completed, usable residence.

The party behind that agreement matters just as much. Rise Real Bali and Balinsky identify PT Amory Bali Grup with KIRA Tropical Loft. Commercial company registries show an Indonesian company of that name registered in Denpasar, yet a name match is not evidence that the same entity holds rights over this particular land or has authority to sell the villas. We did not locate an official project website, the relevant corporate authorisations or documentary evidence of completed developments by that company. Its role should remain provisional until the land, construction and contracting chain can be traced to real legal entities.

What is offered here is a contractual long-term lease, commonly advertised as 30 years, rather than individual foreign freehold ownership of the land. Indonesian land law distinguishes Hak Milik, the land ownership title not directly available to foreign individuals, from other statutory rights and contractual arrangements. The applicable national framework includes Government Regulation No. 18 of 2021 and subsequent implementing rules. But general law alone cannot tell a KIRA buyer when their lease begins, whether it is enforceable against the landholder, or what happens after the term expires. Those answers belong in the executed land and unit agreements, supported by the underlying title.

One listing makes the term question particularly concrete: Invest Bali gives 2 October 2056 as the lease-end date, while other agents simply use '30 years', sometimes discussing the period as if it will run from handover. A fixed end date and a fresh 30-year grant are not necessarily the same economic product. The documents need to settle the commencement date, transferability, extension process, extension pricing and rights if the head lease ends early. No guaranteed renewal can be inferred from the marketing. This is relevant not only to personal use, but also to any future resale when the remaining term becomes part of the buyer's valuation.

Rental rights are more ambiguous than the investment-oriented presentation first suggests. Invest Bali markets potential short- and long-term stays, and Rise Real Bali publishes projected income scenarios. Dream Rue, however, marks its listing 'non-subleaseable'. That label could refer to a particular kind of subletting, assignment or a restriction attached to the offered contract; the actual agreement was not available to resolve it. It would be premature to assume that every owner can operate daily holiday bookings, let the property to a long-term tenant, appoint an operator or sell on the remaining lease. Each activity should be expressly permitted by the relevant contract and law.

Regulatory status remains a separate question. Several agencies describe the site as being in a yellow residential zone; Invest Bali adds the designation R-3. We did not inspect an official parcel-specific zoning extract or land-use approval, so this remains a seller-side description. Residential zoning does not automatically establish permission for commercial tourist accommodation. Indonesia's OSS system provides a route to relevant spatial-planning and business approvals, but the proposed activity and identified plot must be checked together. A listing that suggests rental income is not proof that the operation will be permitted.

Likewise, a building approval and an operational fitness certificate are different documents. Indonesia's official SIMBG guidance distinguishes PBG, the approval relevant to building works, from SLF, issued for a building considered fit for use. Rise Real Bali reports that PBG had not yet been issued when its listing was prepared; we did not locate the project's PBG or SLF files independently. Their absence from our research should not be confused with proof that the authorities rejected them. Nevertheless, committing half the purchase price while critical approvals are unresolved would call for carefully documented protections and independent legal advice.

Finally, the revenue numbers appearing in one broker's promotional material are an illustrative model, not KIRA's operating results. There is no verified rental history for completed units, and the legal ability to sublet, operate holiday stays or appoint a manager has yet to be established. A small pool villa may appeal to couples visiting this part of Bali, but realised cash flow depends on licensing, vacancy, operating expenses, repairs and the manager's contract. For now KIRA is most intelligible as a compact housing concept with a defined location and basic layout, plus several unresolved legal and execution questions. The quality of the documents—not an advertised yield—will determine whether the asking price makes sense.

Ownership format

Marketed as a 30-year contractual land lease associated with the use of a villa; one listing gives 2 October 2056 as the expiry date. The underlying agreement, building rights, commencement, renewal, rental and assignment rights were not reviewed.

The marketed configuration is a single-bedroom loft with one bathroom, ground-floor living and kitchen space, a mezzanine sleeping area and a private plunge pool. The usable interior area, fit-out schedule and pool dimensions have not been independently substantiated for a numbered unit. Rental and transfer rights must be read from its actual agreement.
