The Base Central Pattaya is a completed Sansiri high-rise in the middle of Pattaya, fronting Pattaya Sai 2 Road in Nong Prue. The project finished in April 2016, so a buyer is dealing with a mature resale building rather than an off-plan proposition. That distinction is useful. You can inspect the actual unit, current common areas, lift routes, management standards and surrounding streets before committing. The trade-off is that the project name alone tells you very little about the quality of an individual purchase. Two units in the same tower can differ materially because of floor, direction, view, furnishings, renovation history, tenant status and ownership quota.
Physically, this is a large scheme. There are 1,112 residential units in two towers: Building A rises to 31 storeys and Building B to 27, with a separate four-storey parking structure. Some portals describe the project as having three buildings, which is consistent once the parking block is counted; there are not three residential towers. Scale matters in everyday use. It creates a broad resale pool and a wide range of views and prices, but it also means more residents sharing lifts, pools, entrances and recreation areas. Pattaya Sai 2 puts the project inside the established commercial and entertainment core, with shopping, food, services and the beach corridor integrated into the surrounding street network. For an owner who wants to walk for many daily needs or take only short local trips, that is a genuine convenience advantage. It is also the key compromise. Central Pattaya is busy, visitor-heavy and active at night. A buyer who values silence, low pedestrian traffic and a resort-like residential atmosphere should compare other neighbourhoods instead of assuming a high floor will completely change the character of the address.
The common facilities are still a meaningful part of the proposition. Current project profiles consistently show a rooftop pool, gym, gardens, children’s areas, recreation rooms and controlled access with security and CCTV. Additional spaces include upper-level garden and lounge areas, while the parking building is separate from the two residential towers. The relevant question for a resale buyer is not whether those amenities appeared in the original brochure, but how they function today: operating hours, maintenance condition, busy periods and the route from a particular unit to the spaces the owner will actually use. A strong common-area list only creates value when it works well in daily life.
Foreign ownership has to be assessed at unit level. Thai condominium law allows qualifying foreign buyers to register freehold ownership within the statutory foreign quota, capped at 49% of the total saleable condominium area of a building. Current resale stock at The Base includes listings marked both Thai quota and Foreign Quota, so the building clearly contains both categories. That does not mean every apartment can be transferred to a foreign purchaser as freehold. The selected unit’s quota status and the condominium juristic person’s confirmation at transfer are essential. A lower asking price can therefore be irrelevant if the legal ownership form does not match the buyer.
The lowest current public asking level is around THB 2.79 million for a compact unit of about 29 sqm. This should be treated as a market anchor, not as a project-wide price promise. Low-priced resale units can differ in quota, floor, outlook, condition, furniture package, tenancy or seller motivation. Two-bedroom apartments enter at a materially higher level. A useful comparison therefore groups like with like: same ownership quota, similar size, tower, floor band, view and condition. Without that discipline, the cheapest advertisement becomes a marketing number rather than a realistic budget for the apartment a specific buyer would actually choose.
Because the building is established and heavily represented on resale portals, buyers can observe a great deal of live market information. That is helpful for comparing asking prices and seeing how sellers value sea views, high floors, larger layouts or foreign quota. It should not be confused with guaranteed liquidity, rental return or capital appreciation. A sound purchase still comes down to the individual condo: title and quota, juristic-person debt clearance, current house rules, unit condition, mechanical systems, furnishings and any existing tenancy. The Base is a mature urban condominium where careful selection within the project matters more than broad claims about the project as a whole.

At around 51 sqm, fitting two bedrooms requires efficient planning, so the actual furniture layout and room dimensions matter more than the bedroom count alone. One bathroom may be perfectly workable for two regular occupants but less convenient for a family or frequent guests.
