That is a different value proposition from an outer-area project that depends on future retail or driving for daily needs. The same location will not suit everyone: central Pattaya is busy and visitor-oriented. Buyers looking for a quieter residential setting should treat the address as a trade-off rather than an automatic advantage.

Inspect before buying

Because the project is complete and the stock is resale, buyers can compare the actual apartments rather than standardized developer packages. Studios appear in several sizes and conditions, with occasional one-bedroom stock as well. A lower asking price may reflect an older interior, while a higher-priced unit may include renovation, furniture or a better position in the building. Viewing multiple units in the same condominium is particularly useful here because it reveals what the market is charging for condition and floor level rather than only for square metres.

Building condition matters

A 1992 completion date makes current maintenance more relevant than the original sales specification. The lifts, common corridors, pool, parking, visible services and general upkeep deserve the same attention as the apartment itself. Juristic-person records, common-fee arrears and planned major works can materially affect ownership after transfer. A renovated studio can look turnkey while the building still carries maintenance issues, so physical due diligence should begin with the condominium as a whole and then move into the unit.

Quota before price

Freehold classification does not mean every advertised unit can be transferred to a foreign buyer. The building is firmly a secondary-market property rather than a developer-led new launch: major project databases place completion in November 1992 and consistently show 14 floors. That changes how the purchase should be judged. There is no need to imagine the finished product from renders; a buyer can inspect the lobby, lifts, pool, parking, common corridors, building services and the exact apartment being offered. The location is the clearest part of the proposition. The beach is within a short walk and the surrounding streets already have the retail, dining, nightlife and transport of central Pattaya. The trade-off is equally clear: this is an older building, so the condition of the condominium as a whole matters as much as the renovation inside a particular unit.

Current resale inventory is concentrated in studios. Listings visible in 2026 include units around 30, 34, 36, 45 and 60 square metres, while a 59-square-metre one-bedroom unit is also being marketed. The lowest public offer found during this check was THB 2.35 million, with other studios clustered around the mid-THB 2 million to low-THB 3 million range and higher asking prices for selected renovated or better-positioned units. These figures do not form a project price list. Each apartment has a different seller, condition, floor, view, furniture package and ownership status. For that reason, the meaningful comparison is not simply which listing is cheapest. A buyer needs to compare the unit itself, expected refurbishment work, title and quota status, outstanding common charges, transfer readiness and what is actually included in the sale.

DDproperty classifies the project as freehold, which is consistent with the way the building trades on the resale market, but foreign freehold is not automatically available for every apartment. Thailand's condominium rules continue to cap aggregate foreign ownership at 49% of the total unit area in a registered condominium. Several live Pattaya Beach Condo listings are explicitly marked as Thai quota. A foreign buyer should therefore obtain written confirmation of foreign-quota availability for the chosen unit from the condominium juristic person before committing significant funds. This is a practical distinction rather than a technical footnote: the apartment can be perfectly valid property, yet still not be transferable into a foreign buyer's name as freehold if the relevant quota position does not allow it.

The common facilities are modest by modern resort-condominium standards. The recurring features across project sources are a communal swimming pool, parking, 24-hour security and CCTV. Local Pattaya project pages also mention an on-site restaurant or cafe and a small shop. That is enough for day-to-day use, but the building should not be approached as an amenity-heavy new development. Its appeal comes from a functioning central address and existing resale stock. For a 1992 condominium, management quality can be more important than the original specification. A viewing should include the common areas, visible maintenance, lift condition, parking operations and the overall feel of the building, not only the apartment. The juristic person's records and current financial position are also more informative than a generic list of facilities copied across portals.

The identity and geography of the project are well supported. Current project databases place it on Soi Pattaya 13 in Nong Prue, Bang Lamung, Chon Buri, and Hipflat plus international listing mirrors use 109/20 Pattaya 13 as the street address. OpenStreetMap identifies a separate Pattaya Beach Condominium building at 12.93045, 100.87996. This is important because the words 'Pattaya Beach' appear in the names of several unrelated condominium projects. The location data separates this building from View Talay Pattaya Beach Condominium and other beach-named developments. An older city directory gives a different street number and a 'since 1988' note, but the modern property sources converge on 1992 completion. The dossier therefore uses the current Pattaya 13 address and the mapped building object rather than the older directory entry.

Two pieces of project history remain unresolved. The first is the developer. DDproperty and FazWaz explicitly show no developer information, while the local project profiles reviewed for this research do not supply a verifiable development company. The second is total unit count. FazWaz and several related market databases state 150 units; Cornerstone states 280; DDproperty leaves the field blank. Because the sources agree on the location, building identity and 14 floors, the discrepancy is more likely a data-quality problem than evidence of two separate projects, but there is no reliable basis for choosing one number. The unit count is therefore deliberately omitted from the registry record. For a resale buyer, this uncertainty does not prevent due diligence on a particular apartment, but it does mean the building's original development history should not be presented with false precision.

The project is best understood as a location-led resale option. It can suit someone who wants to be in central Pattaya, prefers to inspect a finished building and is willing to evaluate apartments one by one rather than buy into a standardized new-development package. The decisive work happens at unit level: inspect the property, establish what renovation is needed, verify title and quota, confirm common-fee liabilities and understand the condominium's current management. A strong individual apartment can be attractive even in an older building, but a fresh interior should never be allowed to substitute for checking the legal and physical condition of the condominium around it.
