Grand Bay View is being sold well before its stated construction start. The most consistent recent timeline says work is scheduled to begin in Q3 2027 and finish in Q4 2030. As of 23 August 2026, that means the correct status is planned rather than under construction, even though some marketing pages already use construction language. This distinction matters. A buyer today is committing to a contractual future delivery, not to a building that is already materially progressing. The long runway can make the staged payment plan attractive, but it also increases exposure to schedule changes, specification changes, future neighbouring development and broader market conditions. The contract, the identity of the legal seller and the remedies for delay therefore deserve more attention than the renders.

The apartment mix is much wider than a typical Central Pattaya tower. Current inventory confirms 23 and 26 sqm studios, 35 and 40 sqm one-bedroom units, two-bedroom layouts of 68 and 79 sqm, a 93 sqm three-bedroom, a 169 sqm four-bedroom residence and a 227 sqm three-bedroom penthouse. Project pages also mention duplexes, although public material did not provide a reliable standalone size and price set for them. In practical terms, the development is trying to serve several very different buyers at once: low-entry investors using compact studios, owner-occupiers choosing one or two bedrooms, and a much smaller upper-floor market seeking family-sized or penthouse space. Because of that spread, the headline starting price tells very little about the economics of the larger units.

Residences are marketed as fully fitted rather than as bare shells. Repeated specifications include a built-in kitchen, wardrobes, bathroom counters, air-conditioning, a water heater, electric hob, extractor fan and microwave. Buyers should not read that as a guarantee of a fully furnished, move-in-ready home unless the sales contract and its specification schedule say so. At studio scale, the exact storage package and furniture dimensions can make a significant difference to daily usability. In larger apartments, the more important question is whether the exact unit plan, kitchen layout, bathroom count and finish package in the contract match the version shown in sales material. Amenities are divided between the two buildings and several upper floors. Building A is described with a gym, yoga room and management office on the third floor; a bar, restaurant and garden terrace on the 41st; and a sky club plus cardio gym on the 43rd. Building B adds a children’s pool and restaurant at ground level, then a golf simulator, games room, kids’ club, spa, salon and mail room on the third floor. The 41st floor is planned around the main pool, Jacuzzi, sauna, steam room, ice bath and onsen, while the 43rd floor contains a sky lounge, co-working area and meeting rooms. This is a meaningful lifestyle programme for a city-centre project, but it will also be expensive infrastructure to operate. Current profiles quote a common-area fee of THB 55 per sqm per month and a one-off sinking fund of THB 600 per sqm.

The current lowest price needs context. A fresh listing offers a 23 sqm studio for THB 2.835 million under the foreign quota, while the same advertisement gives THB 3.335 million as its standard presale price. In other words, THB 2.835 million is a promotional market entry point tied to a specific unit, not a project-wide price promise. A 26 sqm studio is already priced higher, and one-, two- and three-bedroom units move into very different bands. For publication, THB 2.835 million is defensible as the lower market anchor on 23 August 2026 only if it is accompanied by the caveat that stock, foreign-quota status and promotional conditions must be rechecked at the time of enquiry.

Foreign ownership is relevant here because several live Grand Bay View listings are explicitly marketed in the foreign freehold quota. Thai condominium rules allow qualifying foreign buyers to own condominium units in freehold, subject to the statutory foreign-ownership ceiling of 49% of the aggregate unit area of the condominium building. Availability is therefore unit- and transfer-specific. A sales phrase such as “100% foreign freehold” should not be read as a guarantee that every unit can always transfer to a foreign buyer. The selected unit’s quota status and the documentation required for registration should be confirmed before reservation and again before transfer. If an alternative structure is offered, it should be assessed on its own legal terms rather than treated as equivalent to foreign-quota freehold.

Two material gaps remain. First, the open sources reviewed for this dossier consistently identify Maimon David Marsiano as the developer and connect him with earlier Pattaya projects, but they do not give one clearly verifiable legal project company that should appear as the contracting seller for Grand Bay View. That company name should be obtained from the reservation form and sale-and-purchase agreement before money is committed. Second, payment schedules conflict. FazWaz, PropertySpace and the queue’s main project page converge on a THB 200,000 booking fee, 30% on contract, 55% in five instalments and 15% on handover; another Grand Bay View promotional site publishes a 20% + 30% + 20% + 30% structure. The contract for the chosen unit has to settle which schedule actually applies.

Ownership format

Foreign-quota freehold is available subject to the statutory 49% ceiling on aggregate condominium unit area; quota availability must be confirmed for the selected unit. Leasehold may be used outside quota in Thailand generally, but specific to the project Grand Bay View leasehold terms were not confirmed.
