Why this project is worth a look
Three distinct layouts
The plans offer compact studios, one-bedroom duplexes and two-bedroom penthouses rather than a uniform suite product. Each answers a different living need: an easy personal base, separation across levels, or more room and outdoor space.
About the project
Bali Heights is a small coastal apartment proposal in Pererenan, near Pantai Lima on Bali’s west coast. The original material describes just thirteen homes. That modest scale matters more than the promotional language around the project: instead of a large resort with interchangeable units, the concept has three distinct layouts and a relatively intimate residential setting. The difficulty for a buyer in October 2026 is not understanding the original design. It is establishing whether the building was delivered, whether the same plans still apply, and whether any home can actually be purchased today. The available sales material largely dates back to 2021.

The advertised scheme contains six studios, five one-bedroom duplexes and two two-bedroom penthouses. Its headline schedule uses 40, 70 and 145 square metres. A more detailed inventory on the very same official website gives 39, 67 and 127 square metres instead, while individual drawings show further variations. Those figures should not be casually combined or averaged. They may represent different measurement conventions, but no final area schedule has been produced to explain them. Anyone comparing price, usable space and future resale prospects needs the contractual area for a particular numbered unit, not whichever figure looks most generous in a brochure.
The smallest homes are not necessarily open-plan rooms in the conventional sense. Bali Heights calls them studios but illustrates separate sleeping space, a living and kitchen area, a bathroom and a balcony. The duplexes offer a different rhythm: everyday living space on the lower level, with the bedroom set above on a mezzanine. Penthouse plans show two bedrooms, shared living areas and a roof terrace. That gives prospective occupiers a meaningful choice between compact convenience, vertical separation and additional outdoor space. It does not prove that finished units were built to these exact drawings.
The developer’s brochure gives Jl. Babadan, Pererenan as the project’s address reference. Its website places the proposed building around 300 metres from Pantai Lima Beach. These descriptions identify the village of Pererenan in Mengwi, Badung, but not a verified parcel number or precisely surveyed site boundary. A separate address, Jalan Pantai Pererenan 98C, appears on an associated company’s contact page. That is an office address and should not be treated as the apartment building’s location. Without a project-specific map pin or land certificate, a convenient street-level marker would overstate the accuracy of what is known.
Proximity to the coast is a major part of the idea. A home from which the beach is readily accessible can suit a personal base on Bali, and that convenience may also be appealing to short-stay guests. Yet the 300-metre figure comes from an early marketing description, not from an independently checked pedestrian route. It tells us nothing about the condition of the access road, lighting, drainage or whether the intended entrance connects to the route shown in the sales map. For coastal property, the walk on the ground is as relevant as the distance printed on a plan.
Design Assembly is credited with the architectural concept. The proposed building responds to the tropical climate through large operable windows, generous roof overhangs, planted elements and openings intended to promote cross-ventilation. If executed well, those choices could make a compact apartment more pleasant during hot weather and reduce reliance on mechanical cooling at some times of day. Their value depends on the actual building: window orientation, shading, rain protection and workmanship. There is no reliable construction-completion evidence here that would justify describing the brochure’s sustainability ideas as installed features.
The 2021 presentation also specifies locally made tile, reclaimed timber, natural fabrics, teak furniture and rainwater collection. These details help explain the atmosphere the designers were trying to create: a relatively understated tropical building rather than an elaborate full-service resort. In practice, each of those material choices introduces maintenance questions. Reclaimed wood still needs appropriate protection, planted façades require upkeep, and water-harvesting equipment needs effective drainage and regular servicing. The published proposal does not supply a final construction specification or inspection record, so neither durability nor delivery of these features has been independently established.
Bali Heights was sold as a furnished, professionally managed apartment product. That is an important distinction from buying an ordinary residential flat and then finding your own local operator. A managed model could help an absentee owner with guest arrivals, cleaning and routine repairs. However, the advertising never shows who the operator would be under an executed agreement, which expenses the operator bears, whether owners can opt out, or how personal-use dates are reserved. “Fully managed” should therefore be read as the intended service concept, not a verified operating contract. The same applies to any claim of low running costs.
The project website contains detailed return scenarios using nightly rates, occupancy assumptions and projected management charges. Those are examples of how the original seller expected the economics to work. They are not statements of actual occupancy, rental collections or distributions to owners. An investment appraisal today would start with evidence from genuine operations if the property exists: booked nights, discounts, housekeeping, platform fees, insurance, replacement of furniture, taxes, vacancy and the operator’s audited remittances. No such property-level operating record has been verified for Bali Heights, so publishing the old return percentages as achieved yields would be misleading.
Historic prices are unusually easy to find because the 2021-era page remains online. It listed studios at USD 79,000, duplexes at USD 124,500 and penthouses at USD 224,500. Furnishings were included in that offer; notarial costs were not. There was also an early full-payment discount and a staged instalment timetable reaching into 2022. All of that is useful background, but it belongs to a past offer. There is no reliable evidence that those prices, discounts, instalment dates or the unit availability shown on the old page apply in October 2026. The absence of an updated inventory is a practical obstacle, not a minor editorial detail.
A few entries in the original unit schedule were labelled booked. That alone says very little about legal completion: an early reservation might have become a sale, expired, or been transferred, and there is no completed-contract record to distinguish the outcomes. The construction timetable presents a similar problem. The original proposal anticipated a third-quarter 2021 start and delivery around twelve months later. That schedule has long passed, yet the documents found do not demonstrate handover, actual occupancy or an SLF operational certificate. An old date on a brochure is not evidence of a finished apartment.
An associated group publication complicates the picture further. The Kedungu Fund’s presentation of Bali Heights Group refers to two land plots, one at Seseh and another at Pantai Lima, and describes development as being at the conceptual stage. That does not conclusively date or identify the thirteen-unit scheme on the original website. The plots could have been redesigned, projects may have changed names, or the portfolio description may reflect a different point in the development process. It is nevertheless strong reason to resist treating the earlier timetable as an accomplished fact. A current site inspection and project-specific records are needed to establish what happened.
Bali Heights Group is identifiable as a business brand, not yet as a verified contracting entity for the residential development. The project website associates the brand with Kosong Satu Group, while Baliprod describes it as a sister brand. Those links support the identity of the promoter. They do not establish which Indonesian company owns the site, obtained permits, accepted deposits or would convey an interest in each apartment. The legal entity behind a sale must be identified from official company records and the documents for that property. A familiar group name is not a substitute for knowing exactly who would owe contractual obligations to the buyer.
A thirty-year leasehold was part of the original sales proposition. In Indonesia, a contractual lease is different from a registered land title and should be assessed through its actual agreement. The key dates are the commencement and expiry of the lease, not merely the number printed in the marketing copy. A buyer also needs to know the owner’s authority to grant the lease, restrictions on assignment, the position of subleases and any renewal mechanism. There is no executed Bali Heights lease available in the reviewed material, so neither a full remaining thirty-year term nor an enforceable extension can be promised.
Indonesia’s land system distinguishes Hak Milik ownership, Hak Pakai use rights and Hak Guna Bangunan development rights. Foreign individuals do not simply acquire Hak Milik land in their own names; eligibility for other structures depends on the person, the underlying land rights and the particular transaction. Apartments can raise additional questions about how the individual unit relates to the title beneath the building. Nothing in the Bali Heights brochure establishes which registered title covers the proposed land, who currently holds it, or whether an alternative form of apartment ownership is on offer. The safest description is the historical contractual-lease proposal, with the underlying title still unknown.
Regulatory status is equally unresolved. The Indonesian building system distinguishes PBG approval for building works from SLF certification of fitness for use. A project rendering, construction estimate or listing described as “ready” cannot establish either. Site-specific zoning compatibility and any required spatial-use clearance also need to be understood before relying on a tourism-rental business plan. The public material reviewed for this project does not contain authenticated PBG, SLF or land-use documentation. That does not establish their absence; it means there is no basis here to claim that construction, occupation or the proposed rental use has been authorised.
For day-to-day living, the underlying attraction is easy to understand. Some buyers prefer an apartment near the coast over the cost and maintenance of a private villa. On the other hand, thirteen homes offer relatively little room to absorb major shared-building expenses if the contracts allocate costs across the owners. The advertised information also does not substantiate amenities such as a communal swimming pool, gym or staffed hotel-style reception. A smaller residence can be exactly right for people who value a straightforward base, but it should not be priced or assessed as a resort simply because the coastal imagery is attractive.
Whether Bali Heights merits any further consideration ultimately depends on establishing what exists now. If the original project was completed, the focus shifts to the finished building, service records, remaining lease term and resale market. If it remains a proposal, purchasers would instead be evaluating project execution, deposit protection and the enforceability of delivery obligations. If the land or development scheme changed, the 2021 apartment schedule may no longer describe a buyable product at all. Until a current offer and the underlying documents identify a specific unit, treating Bali Heights either as an available new launch or as an income-producing finished residence would go beyond the evidence.

Best for: People who would rather own a manageable coastal apartment than maintain an entire villa. The original layouts give a genuine choice of scale, from a modest personal base to a two-bedroom penthouse, subject to the scheme actually having been delivered.; Buyers attracted to understated tropical architecture and practical passive-climate design rather than a large set of hotel amenities. The building concept is more compelling than the unverified investment projections.; An experienced leasehold buyer who can assess the term, assignability, landholder and management agreement for a clearly identified unit, provided a current sale and property records can be established.; Someone comparing occasional personal occupation with managed letting, and prepared to treat the original design as a starting point for due diligence rather than a current brochure of ready-to-buy homes.; Buyers requiring immediate occupation of a verified completed property: handover and operational certification have not been established.; Investors relying on the old launch price, sample rental returns or historical booked status as evidence of present-day value or availability.; Anyone requiring direct ownership of Indonesian land, automatic renewal of a lease or a legally confirmed strata-title product without reviewing the underlying agreements.; may not suit: .
What we confirm before booking
A short, project-specific list. We request these from the developer and go through them with you before any payment.
- The original programme projected a Q3 2021 start and delivery in 2022. A later affiliated group presentation still refers to conceptual-stage sites at Pantai Lima and Seseh; the built status of this specific thirteen-unit scheme, handover and PBG/SLF documentation remain unverified. The website retains 2021–2022 prices of USD 79,000–224,500 and historic booking labels. No current inventory, confirmed transactions, updated offer or executed rental-management agreement has been established. Jl. Babadan is an area-level reference, not a verified parcel. The land title, exact selling entity and thirty-year lease terms are unavailable; the brochure’s 40/70/145 sqm headlines also differ from its 39/67/127 sqm unit-by-unit schedule.
