Why this project is worth a look
Built for real routines
The emphasis is on full-sized houses rather than hotel suites: kitchens, private outdoor space and bedrooms that can support longer stays. That matters more for families and remote workers than a list of resort amenities.
About the project
Core Villas is being developed as a small residential neighbourhood rather than a hotel-style resort or a collection of unrelated rental houses. CORE Concept Living describes seventeen private-pool homes in the Seseh–Munggu area on Bali's west coast, with a buying route for individual villas and a separate long-stay programme for future residents. Those two offers share an architectural concept, but they are not interchangeable. A purchaser needs to know what legal right they are acquiring and what is included in the price; a tenant mainly needs to know the rent, the services and the occupancy terms.

The development has one overall identity even though sales are phased. CORE's current material lists seventeen homes, describes ten plots in the initial release and says seven more will follow. A plot is a purchase choice, not automatically a separate real-estate project, and a different bedroom configuration does not create a new development either. One independent portal still calls it an eighteen-villa scheme. The evidence does not establish whether that is an earlier plan or a simple listing error, so seventeen is the developer's current stated figure rather than a verified count from an approved site plan.
Seseh is a particular proposition for someone trying to live on Bali rather than move from attraction to attraction. The neighbourhood sits beyond the busiest parts of Canggu, close to the coast and the rice-field lanes, but many of the shops, clinics and schools that make daily life work are reached by vehicle. CORE quotes about seven minutes to Pererenan, fifteen to Canggu and eight to Seseh Beach. Treat those as promotional journey estimates, not measured travel times from a verified entrance: the site's exact plot coordinates have not been publicly established.
A related distinction matters more than it might first appear. The Nakula Street address displayed on CORE's website is identified as the company's display suite and contact address. It cannot safely be used as the location of the residential plots. The Seseh–Munggu area, Mengwi district and Badung regency are well supported; the cadastral parcel and even the precise administrative village remain unconfirmed. Official local sources place Seseh Beach in Cemagi village, which is adjacent to Munggu. Without the actual site plan, assigning Core Villas to one village on the strength of a beach name would be false precision.
The surrounding area may change as construction on this stretch of coast continues. Seseh offers a quieter setting than central Canggu, but it is an active development market rather than a protected rural enclave. Road access during wet weather, drainage around rice-field plots and future construction on neighbouring land can materially alter the experience. A 2026 industry study describes expanding residential supply around Seseh and Pererenan, with only a small priced sample in Seseh itself. That is useful context for assessing competition, not proof that the villa will rise in value or lease at its advertised rate.
The proposed floor plan favours a house that can absorb different routines without feeling like a string of rental bedrooms. Living, dining and cooking areas sit together on the ground level of the main building. Two upstairs bedrooms have their own bathrooms. Beside the pool is a detached, single-storey garden suite: one bedroom in the three-bedroom arrangement or two in the four-bedroom version. That can separate visiting relatives from the family's day-to-day space, or provide a quieter bedroom away from the main living room. It also makes the orientation and screening of each garden suite worth seeing on a plot-specific plan.
Both principal configurations are large family homes, but their practical uses differ. CORE markets the three-bedroom version with three bathrooms plus a guest toilet and the four-bedroom version with four bathrooms plus a guest toilet. The additional bedroom is created inside the garden pavilion rather than through a wholly separate extra building. Buyers should think about how often every room will be occupied: a family that needs flexible work and guest space may make a different choice from a group planning four permanently occupied bedrooms. The bedroom count alone cannot settle that decision.
Be careful with the square metres. The published Plot 1 three-bedroom specification gives 357.92 square metres of total built area on a 413-square-metre land plot; the Plot 2 four-bedroom specification gives 352.26 square metres on 450 square metres of land. That 'total built area' is not a synonym for enclosed interior floor space. It includes elements such as the swimming pool, decking and parking. Comparing the headline figure with an agent's net internal-area figure for another property would make Core Villas appear more spacious indoors than the documents establish. No verified net usable area was found for these exact homes.
Private outdoor space is a genuine design feature here, not merely a line in an amenities list. Each house is planned with its own pool, garden and parking space, linked to its neighbours by shared access lanes. The result should offer considerably more day-to-day separation than a serviced apartment, while keeping some centralised operations. That arrangement also creates shared obligations. Someone must maintain the lanes, drainage, lighting and infrastructure, and the buyer needs to know whether those costs sit with the developer, the property manager, an owners' body or the individual villa owners.
There are two very different meanings of 'fully furnished' in the material. Long-stay tenants are being offered ready-to-use homes with furniture, appliances and ongoing pool and garden care. In the ownership offer, however, CORE describes the furniture and appliance package as an optional addition; an accessible version of the sales page refers to a US$25,000 package outside the base price. The finished appearance of a display home is therefore not a reliable schedule of inclusions for a buyer. The signed specification should spell out kitchens, loose furniture, air-conditioning, landscaping and every appliance rather than leave them to visual expectation.
The physical specification is one thing; the delivery timetable is another. As of October 2026, the entire estate is not a completed, operating neighbourhood. CORE is marketing its first release and shows a built reference villa, while saying the first long-stay homes should open in the third quarter of 2027. A reference house may be reassuring during a viewing, but it should not be mistaken for proof that every plot has reached the same construction stage. Individual handover dates and remedies for delay belong in each sale agreement.
The targeted third-quarter 2027 opening appears on the developer's long-stay pages and on independent sales listings. That agreement is useful as confirmation of the publicly marketed timetable, not as proof of timely completion. The date is described as an opening for the initial phase, not guaranteed completion of all seventeen homes. It remains unclear from public records when utility connections, individual inspections and formal occupancy documentation will be delivered for each plot. An off-plan buyer should expect the contract to distinguish target dates from binding obligations and define what happens if construction falls behind.
CORE intends to operate the community as well as develop it. Owners may use their homes themselves, return to them periodically or place them into the long-stay letting programme. According to the proposed model, the tenant rents from the individual owner, while CORE provides leasing administration, maintenance and local management. This makes the product more than a bare construction purchase, but also adds a commercial relationship. Personal-use rights, notice periods, maintenance budgets, void periods and termination of the management agreement all need to work for the owner, not just for the operator's advertised concept.
Core Villas is marketed principally as a longer-stay community, not a high-turnover nightly rental resort. The public residential offer talks about stays of at least a month and management of pool, garden and maintenance, with utilities charged according to consumption. That approach may appeal to buyers who value calm neighbours and predictable use of the estate. It does not prove that holiday letting is permitted, prohibited or commercially sensible on a given plot. Anyone buying with nightly rental income in mind would need explicit contractual and licensing confirmation instead of assuming that a villa near the beach can be advertised on every booking platform.
There is no clean, public, current purchase price to put on this project. The plot-by-plot sales list is held behind a request form, while different public CORE guides and resale-oriented portals display conflicting entry figures. A quoted starting amount may refer to a withdrawn plan, a different release, a different furnishing basis or an outdated exchange-rate conversion. Rather than publish an apparently precise 'from' price that cannot be matched to an available plot, the responsible comparison is a dated rupiah quotation for a named villa, with furniture, tax, lease terms and all other charges shown separately.
Prospective rental figures should be kept in their own category. CORE's long-stay catalogue advertises indicative rents from US$5,000 a month for some three-bedroom homes and US$6,000 for four-bedroom homes, for a programme expected to start in 2027. Those numbers describe asking levels for accommodation that is not yet operating; they are not historical occupancy, realised rent or owner profit. Management costs, empty months, major repairs, tax and periodic furniture replacement will all affect net income. External portals also advertise return percentages, but no audited operating history for Core Villas substantiates an investment yield today.
The management offer could be valuable to an overseas owner, provided the service agreement has real substance. CORE says its on-site team will look after day-to-day operation, tenant contact, pools and gardens. What remains to be established is which expenses the manager can authorise, how quickly problems must be fixed, whether there are reserves for large repairs, and how owners see income and spending records. A well-designed villa is not automatically a well-run rental business. Here the operator's experience is described on its own website, while this particular residential scheme has yet to develop a track record.
The purchase payment schedule deserves similar caution. In a public guide CORE says its instalments follow construction milestones and that the final payment is tied to the building's SLF occupancy documentation. A third-party listing supplies a much more detailed percentage schedule, but that is not a signed developer-issued payment plan. The real protections depend on how each milestone is certified, when funds become payable, what the seller may change and whether the purchaser can withhold money when agreed evidence is missing. The payee's legal identity also needs to match the contractual structure.
CORE promotes the villas under a contractual leasehold arrangement, not a transfer of Indonesian freehold land to a foreign individual. Its guides refer to an initial twenty-five-year term and an agreed extension, with one current description mentioning an extension until 2084. An independent portal instead cites a twenty-seven-year tenure. There is no published executed agreement establishing the start date, the exact underlying land right, the consideration for extension or whether an assignee can use the same option. Calling an extension 'pre-agreed' in marketing does not make its exercise automatic under a contract we have not seen.
Indonesia treats different rights over land and buildings differently. Hak Milik is ownership of the land and is not something a foreign individual may simply register in their name. Hak Pakai is a regulated right of use that can be relevant to qualifying foreign residential ownership in certain circumstances; Hak Sewa refers to a contractual lease. These are not different English labels for the same legal interest. CORE's available buyer-facing material points towards a lease, while the actual land certificate and the seller's right to grant that lease remain separate documentary questions. Using an Indonesian nominee to disguise foreign freehold ownership is not a sound substitute.
The point of checking permits is not paperwork for its own sake. A PBG concerns approval to build; an SLF concerns whether the finished building is fit for its intended use. The applicable legal framework also makes land-use compatibility and business licensing relevant where homes will be let commercially. We did not review a Core Villas land certificate, PBG, SLF or plot-specific zoning decision. An unreviewed document is not an absent document, but the distinction must not disappear behind the phrase 'developer approved'. The right to complete a building and the right to run a particular rental operation are separate issues.
For a family relocating to Bali, the strongest case may be the combination of private outdoor space, three or four bedrooms and a service team without a hotel atmosphere. For someone who spends only a few months on the island, the question is whether access for personal stays remains flexible under the leasing arrangement. For a return-focused investor, the decisive documents are the land rights, payment protections, management contract and realistic cost structure. At present Core Villas is best understood as a clearly described residential concept in development, not an income-producing asset with demonstrated results.

What we confirm before booking
A short, project-specific list. We request these from the developer and go through them with you before any payment.
- CORE's current project material states 17 villas, while third-party catalogues say 18. Current marketing focuses on 3–4 bedrooms and plots of 358–451 m²; older material also includes two-bedroom plans and different plot sizes. No approved master plan was reviewed. CORE cites a 25-year lease and an extension to 2084; a broker cites 27 years. The executed lease, land certificate, extension rights and costs, seller's legal entity, plot-specific PBG, SLF and zoning documents have not been reviewed. Live purchase prices are gated, and published entry figures conflict. The residential parcel and coordinates remain undisclosed; Nakula Street is CORE's display-suite address. Q3 2027 refers to a planned initial opening, not verified completion of all homes.
