The scheme was promoted as a phased urban waterfront district. Published plans have included apartments and serviced residences, office towers, SOHO space, retail units, commercial streets, a hotel, cultural and exhibition venues, and landscaped public-realm elements. That mix explains why individual listings may classify Yuetai Phnom Penh Harbour as a condominium, a shophouse or a commercial project. Mixed use is the more accurate category for the parent development. At the same time, the wider development has progressed in separate phases, with later high-rise components continuing well beyond the early target dates. A Realestate.com.kh listing updated on May 27, 2025 offered a 33 sqm unit on the 17th floor for $47,000 and described it as a shophouse with a soft title. Older FazWaz listings showed compact apartments of roughly 32–35 sqm. A much newer Khmer24 advertisement posted on July 16, 2026 offered a furnished two-bedroom, two-bathroom unit of 76.36 sqm for $81,000. These figures establish that an active resale market exists, but they cover different products and should not be blended into one price-per-square-metre claim or treated as official developer stock.
A 2021 construction report for Tower 4C identified serviced-apartment layouts of 30, 38, 50 and 62 sqm. That is a phase-specific mix, not a complete schedule for every tower in Yuetai Phnom Penh Harbour. Launch-era reporting also referred to larger apartments and commercial units, yet no current official inventory consolidates those formats across the parent project. The unit section therefore separates evidence-backed residential groups from the broader office, SOHO and retail programme. Any commercial purchase requires confirmation of the exact unit, its lawful use, fit-out condition, tenant or operator arrangements, access and service-charge structure.
Location is the clearest practical advantage. The development follows a central Daun Penh riverfront corridor between the Chroy Changvar Bridge and Phnom Penh Autonomous Port area to the north and the Phnom Penh Night Market and Wat Phnom area further south. This is not a secluded resort compound or a low-density suburb. The surrounding environment includes city traffic, tourism, hotels, restaurants, public institutions and established commercial activity. Residents and occupiers gain a central address and shorter access to the historic core, while accepting the normal trade-offs of an active waterfront: traffic, noise and a changing street character along the length of the site.
The land and title structure deserves disciplined legal review. Public reporting on the agreement with Phnom Penh Autonomous Port describes a 50-year site lease beginning in 2018 and running to 2068. Individual marketing and resale listings use different terms, including leasehold and soft title, while older promotional material sometimes used stronger ownership language. The label applied to one unit cannot safely be assumed for another building. Before reservation, the buyer should obtain the selected unit's contract, proof of the seller's authority, the remaining lease mechanics, permitted use, assignment rules, registration evidence and confirmation of which common areas and building systems have been handed to an operating entity.
Yuetai Phnom Penh Harbour is best approached as a phase-by-phase acquisition rather than a purchase based on the master name alone. Its parent identity brings together a central riverfront setting, functioning resale stock and a wide programme of residential, office and retail uses. The principal risk is treating an architectural master plan as one finished product. A sound process is to choose the intended use and building first, verify physical completion and legal rights for that unit, inspect lifts and engineering, review management and service charges, confirm which amenities are operational, and only then compare its asking price with other Daun Penh options.
