The pool, gym, children’s area, yoga space, sauna, sky garden and leisure rooms offer more than a minimal lobby-and-fitness package. Access rules, clubhouse charges and any restrictions still need to be confirmed for the selected apartment.

Active resale choice

Units of different sizes and conditions appear regularly, allowing buyers to compare renovation, furniture, floor and view as well as price. The trade-off is that each property must be checked individually and no single listing should be treated as the specification for the entire complex.

About the project

Rose Garden is a completed four-tower residential complex in Tonle Bassac, also marketed as Rose Condo, Rose Garden Condo and Rose City Condominiums. OCIC’s official project page places it within the wider Bassac Garden City area and states 360 residences, an 8,265 sqm site and 77,671.66 sqm of total building area. This is no longer a developer launch. Buyers enter a resale market where every apartment has its own condition, furniture package, ownership history and negotiable price.

Construction began in December 2007 and OCIC records completion in December 2012. The due-diligence approach is therefore different from an off-plan purchase. Buyers can inspect the actual façades, common areas, views, layouts and operating systems rather than relying on renders. The age of the property also raises the importance of a unit-level technical inspection: finishes, windows, air-conditioning, plumbing, electrical work, moisture marks and renovation quality may vary substantially between apartments of the same nominal size.

The official source describes four separate 29-storey towers sharing the wider site and facilities. Agency profiles frequently state 28 floors, most likely because the ground, podium or technical level is counted differently. The practical point is not to infer a unit’s position from the general building profile. The tower, legal floor number and physical level should all be matched against the title documents, sale contract and on-site inspection.

Rose Garden belongs to an earlier generation of large central Phnom Penh condominiums, and many layouts are materially larger than those in newer high-density towers. Public listings show two-bedroom homes generally around 100–132 sqm, three-bedroom homes around 150–194.08 sqm and substantially larger four-bedroom residences. Common arrangements include a separate kitchen, a broad living and dining area, several bathrooms, balconies and, in some larger units, a maid’s room or utility area.

The shared facilities support full-time family use rather than a minimal investor product. Sources consistently mention a swimming pool, fitness centre, children’s playroom, sky garden, steam and sauna rooms, yoga space, snooker room and KTV room. They also refer to 24-hour security, controlled access, lifts and multi-level parking. Everyday retail operates within the compound, and several agency descriptions identify a Lucky Express supermarket at the lower level. Clubhouse access and its cost should still be checked for the specific ownership or tenancy arrangement.

The official address is Block 252, Norodom Boulevard, Sangkat Tonle Bassac, Khan Chamkarmon. It sits in central Phnom Penh between the embassy district, AEON Mall Phnom Penh and the route toward Koh Pich. CAM Realty gives practical reference distances of about 550 metres to AEON Mall, around 650 metres to Canadian International School on Koh Pich, roughly 1.1 kilometres to the Japanese, Thai and Malaysian embassies and about 1.3 kilometres to Diamond Island. That position can work well for households or professionals who value schools, retail and business districts without moving to the outer city.

Resale stock at Rose Garden is not uniform. A renovated high-floor apartment, an older furnished unit and an unfurnished home requiring work may be advertised in the same week. In July 2026, the lowest public sale reference found was $190,000 for a 108 sqm two-bedroom unit. Other open listings showed about $195,000 for 132 sqm, around $219,239–220,000 for three-bedroom units near 161–162 sqm and higher prices for larger or upgraded apartments. These figures describe asking stock, not a valuation of every residence in the complex.

A purchase should be separated into three checks. First comes the building: tower management, repair reserves, lift performance, parking and common-area rules. Second comes the apartment: documented area, alterations, condition, furniture, outlook and noise. Third is the legal file: the seller’s authority, title form, encumbrances, management arrears and eligibility for the intended buyer. Rose Garden can provide a spacious central home, but the decision should rest on the selected unit’s evidence rather than the address alone or the view shown by a neighbouring listing.

The reviewed public stock did not provide a sufficiently current five-bedroom offer with a clearly verified area and price, so figures from larger penthouses or neighbouring projects are not substituted. Rose Garden is a resale market, so sizes, condition, furniture and prices belong to individual listings rather than a current developer price sheet. Some profiles show different net-area and description figures for the same unit; the registered plan and title documents of the selected apartment should control the comparison.
