Buying as a foreigner

Odom Living residences are available to foreigners under strata-title — direct ownership of a unit above the first floor, within the building's foreign quota. A foreigner does not own land directly. Per the developer, a non-resident does not need to be physically present in Cambodia to buy: the deal can be done remotely through a trusted agent, legal support or directly with the developer.

Indicative buyer costs at registration (per the developer's materials): a 4% transfer tax on the value, transfer-of-rights processing of around $1,200–1,800, optional legal support from $250. On a subsequent sale by a non-resident, capital gains tax applies. Exact amounts depend on the property and are fixed by the contract.
