J Tower 3 is a high-rise residential development under construction in Sangkat Tonle Bassac, in the southern part of central Phnom Penh. The official project website gives the address as No. 71, Poum 13, Sangkat Tonle Bassac, Khan Chamkarmon and describes a tower with 77 levels above ground plus two basement floors. Its current project specification states a height of 333 metres and a total of 360 residences. This is not a volume condominium built around compact studios. The core offer consists of large three-bedroom homes measuring 166 or 178 sqm. The official specification also lists 332, 344 and 510 sqm floor areas associated with the premium upper section, although the accessible English material does not provide a complete room-by-room schedule for those larger formats. Construction was scheduled to start in December 2023, with completion in December 2028 and handover in January 2029. A buyer is therefore taking a long development horizon rather than purchasing a home that can be occupied or rented immediately.

The product sits in a very different part of the Phnom Penh market from projects that use studios and one-bedroom units to create a low entry price. Even the standard J Tower 3 layouts are family-sized. As checked on July 17, 2026, IPS displayed a 178 sqm Type B three-bedroom unit at $330,000 and a 166 sqm Type A unit at $340,000. Those listings provide a lower market anchor, not a promise that either apartment remains available or can be purchased on identical terms. Several official room-type pages are marked sold out, while the IPS project page still displays two units for sale. Inventory can move between a developer, appointed agencies and resale owners, so the two statements do not automatically cancel each other out. Before any financial decision, obtain the live availability list, exact floor and orientation, specification, seller identity, payment schedule and legal route for the selected apartment.

The tower’s vertical amenity programme is one of its clearest distinguishing features. Entertainment and family facilities are assigned to level 11, an internal garden to level 26, a gym and sports pool to level 27, water and wellness facilities to level 49, the main residents’ salon to level 50, and a sky pool, bar and restaurant to level 77. The official building information also mentions an observatory on level 78, refuse stations on every residential floor, eight lifts and parking between B1 and the tenth level. In practice, the project is designed as a private vertical club where exercise, leisure, informal work and family activities can happen without leaving the building. The current Type A listing states two bathrooms and the Type B listing states three. The upper portion is presented as a separate premium and penthouse collection, beginning around the seventieth floor on the plan page, and the official specification includes areas up to 510 sqm. We have not assigned an unverified number of bedrooms or bathrooms to those larger residences. For any shortlisted unit, the buyer should request a dimensioned plan, confirmation of whether the quoted area is gross or net, ceiling height, aspect, view, furniture package and finish schedule. A polished render is useful for understanding the concept, but it is not a substitute for the contractual technical specification.

Administratively, the project is in Tonle Bassac, Khan Chamkarmon, next to the southern edge of BKK1. This is a central urban location rather than a resort, satellite-city or suburban proposition. It may suit owners who value access to Phnom Penh’s established business, diplomatic, dining and service districts. Marketing pages often call the area South BKK1, but that shorthand should not replace the official address: the sangkat is Tonle Bassac. The dossier therefore uses the complete project address rather than a loose neighbourhood label. Coordinates are supplied with a transparent radius because address numbering and public map pins in Phnom Penh do not always resolve with equal precision. The named developer is Tanichu Assetment Co., Ltd. The official website says the company has operated in Cambodia since 2013 in construction and real-estate management. Market material frequently places J Tower 3 within the same development line as earlier J-branded buildings, but that history is not treated here as a guarantee of delivery, build quality or investment performance. The record separates verifiable project data from promotional claims about prestige, reliability, appreciation or rental yield. A transaction should be supported by the seller’s legal identity, project approvals, the sale and purchase agreement, refund and default clauses, bank-account details, a written handover specification and evidence for the title route offered to the buyer. IPS labels the apartment ownership as Strata Title, while the official building table describes the land rights simply as Ownership. How to verify the stated floor area

A price-per-square-metre comparison is therefore meaningful only after obtaining figures measured on the same basis.

Ask for the SPA schedule containing the plan of the exact unit, a room-area schedule, the measurement method and the permitted difference between contractual and completed area. Do not assume a parking space is included with the apartment

The current project specification lists 252 parking spaces for 360 residences, equal to an average of 0.7 space per home. That ratio does not establish that the selected unit comes with an allocated bay. The description leased spaces also needs documentary clarification, including the duration of the right, the fee, transferability with the apartment and the rules for changing an assigned space.

Before reservation, request the parking number or category, the relevant level plan, the proposed agreement or schedule, and every one-off or recurring charge. Where parking is provided through a queue, lease or separate contract, that arrangement should be reflected in both the full ownership-cost calculation and the resale document pack.

Choose the unit within the tower, not only the floor number

The official brochure divides the residential accommodation into levels 12–25, 28–47 and 51–76. These zones are separated by the park on level 26, fitness and pool facilities on level 27, the water and wellness level on 49, the main communal floor on 50 and the sky facilities on 77. Units with a similar view can therefore have different day-to-day operating conditions.

For the selected home, request the typical floor plan and mark its distance from the lift lobby, refuse room, service shafts and the nearest amenity floor. Where a unit sits close to shared facilities, confirm opening hours, guest access, staff circulation, acoustic measures and event rules; these points may matter more than a modest difference in height.

Handover should test the tower systems as well as the unit

For a high-rise development, inspecting the apartment alone is not enough. Before final payment, the buyer should obtain evidence that accessible common areas are commissioned and test the lifts, water supply and pressure at the selected level, backup power, fire alarm, evacuation routes and service access alongside the unit finishes and equipment.

The inspection record should separate private-unit defects from building-system issues, set correction deadlines and preserve a repeat-inspection right. If some amenities will open after the residential section, the contract should identify those areas, their completion dates and the consequences of delay rather than relying on a general promise that the full facility programme will eventually be available.
