Lagoons, a lazy river, children's water areas, a sky pool, gardens, fitness, Kids Club, cinema and social rooms create a resort that can be used every day. That is genuinely useful for families and long-stay residents, but it also shifts part of the buying decision from the apartment to the future standard of estate management. On a resale, inspect the operating facilities and their condition rather than assuming every marketed feature remains equally available.
A simple unit ladder
The project is easy to read in terms of apartment types: studios, one bedrooms and two bedrooms. Confirmed sizes run from 24 sqm studios through larger one-bedroom layouts and current two-bedroom options up to 62 sqm. That makes it possible to choose by actual lifestyle rather than by marketing label. A buyer should still look carefully at shape, balcony, outlook, floor and ownership status because two units with the same bedroom count can behave very differently in daily use.
Jomtien, not beachfront
The developer places the project about one kilometre from Jomtien Beach and close to routes toward Sukhumvit Road. For many residents, that is a useful compromise: the beach remains nearby while road access is less constrained than on the seafront. It is not the same experience as a beachfront condominium, however. Buyers who expect every beach trip to be on foot should test the route themselves rather than relying on the neighbourhood name.
Foreign-quota stock exists
Current listings include units explicitly offered in the foreign quota, so overseas buyers can find a path to condominium freehold rather than assuming leasehold is the only route. The benefit is practical only when that quota is verified for the selected unit. Thai-quota stock is also advertised, and the legal label should be screened before comparing asking prices, views or furniture packages.
Accessible entry, extra diligence
A live THB 2.5 million studio listing gives the project an attractive lower price anchor in the current Jomtien market. The trade-off is that the project is still surrounded by conflicting completion records while fresh official material points to 2026. Price therefore needs to be matched with building readiness, remaining payments, quota status and transfer timing. A low asking figure is useful only if the legal and physical delivery conditions also fit the buyer.

Seven Seas Le Carnival is a large resort-style condominium development in Jomtien by Universal Group Thailand. The official project site states 1,500 furnished units, while its A–D building structure and the floor data published by FazWaz point to four buildings: two eight-storey blocks and two 28-storey towers. That scale matters more than the headline number. This is not a quiet boutique residence where the building itself almost disappears from daily life; the common areas are a major part of the product. Buyers who want a self-contained resort environment may see that as a strength, while anyone sensitive to density should inspect circulation, lifts, pools and shared spaces in person rather than judging the project from architectural images.
The most important due-diligence issue in August 2026 is the handover status. A fresh official project post dated 6 August 2026 still describes Seven Seas Le Carnival as coming in 2026, other current project material refers to move-in during 2026, and Pearl Property lists Q4 2026 as the completion window. At the same time, major portals carry older completion dates ranging from 2020 and December 2023 to Q4 2025. Those records cannot all describe the final legal state of the same four-building complex at the same time. For this page, the sensible working status is under construction with Q4 2026 as the current target, but a buyer should not treat that target as proof of registration or transfer readiness. The exact building, unit, condominium registration and transfer timetable need documentary confirmation before money is committed.

The site sits on Soi Wat Boonkanjanaram, also written as Soi Wat Boon or Bun Kanchana, in Nong Prue, Bang Lamung, Chon Buri. The developer describes Jomtien Beach as approximately one kilometre away and highlights access toward Sukhumvit Road. In practical terms, this is a near-beach Jomtien location rather than beachfront property. That distinction changes how the home works day to day. Someone expecting to step out directly onto the sand should test the actual walking route, especially in heat or rain; someone who values road access for commuting around Pattaya may prefer being slightly inland. The address also places the project within an established residential part of Jomtien rather than an isolated resort strip.
The amenity package is unusually extensive and is central to the development concept. The official project site lists swimming lagoons, multiple pools, a lazy river, children's pools, pool decks, a waterfall feature, sky gardens and an infinity pool, together with a fitness and yoga centre, Kids Club, games room, snooker, cinema, library, lounge, sky bar, restaurant and function rooms. For a family or long-stay resident, that can reduce the need to leave the project for recreation. The same complexity deserves a maintenance lens, however. Water systems, landscaping, lifts and heavily used shared spaces all have operating costs, and the quality of management after handover can matter as much as the original specification. A resale buyer should inspect what is actually open and maintained, not simply what remains on the project brochure.
The apartment range is straightforward: studios, one-bedroom apartments and two-bedroom apartments. The official project pages show studios at 24, 26 and 33 sqm, and one-bedroom layouts at 34.5, 37, 49 and 50.5 sqm; the larger ground-level variants are associated with direct pool access. Current listings and a July 2026 Keller Henson project profile also show two-bedroom layouts at 56 and 62 sqm. This creates a useful progression from compact holiday or single-person units to layouts that can work for longer stays or a small family, without moving into very large residences. The developer says the units are furnished, but buyers of remaining stock or resales should rely on the specific inventory list attached to the deal. Furniture packages, appliances and condition can differ by unit and seller.
Foreign freehold is a real route here, but it is a unit-level question rather than a project-wide label. Thai law allows foreign ownership of condominium units within a 49% foreign ownership cap based on the total unit area in each condominium building. Current Seven Seas Le Carnival listings include units explicitly marketed under foreign quota as well as units under Thai quota. Two apartments with the same size and view can therefore have very different legal suitability for an overseas buyer. Before comparing price alone, establish the quota status, current registered owner, outstanding common fees, transfer readiness and the documents required for foreign funds. If the desired apartment cannot be transferred in foreign freehold, any leasehold alternative should be reviewed as a different legal product, not treated as equivalent ownership.
The current asking-price range makes Seven Seas Le Carnival look accessible relative to many new Jomtien towers, but the lowest number needs context. PropertyHub carried a 24 sqm studio listing refreshed on 16 August 2026 at THB 2.5 million, and on 18 August the same project page showed active studio, one-bedroom and two-bedroom stock, including listings marked for foreign ownership. THB 2.5 million is therefore useful as a live lower market anchor, not as a guaranteed developer starting price. A cheaper unit may differ in quota, floor, outlook, payment history, assignment terms or furnishing. The sensible comparison is between units that can actually be transferred to the intended buyer under the same ownership structure.
Parking is another practical point worth checking early. The official site lists 300 parking spaces for a 1,500-unit development. That ratio does not by itself prove a shortage; many owners may not keep cars and the final operating rules can change how spaces are allocated. It does mean that a car-dependent resident should ask specific questions rather than assuming parking is automatic. Confirm how car and motorcycle spaces are managed, whether any spaces are reserved or first-come-first-served, and what the situation looks like during busy periods once the relevant buildings are occupied.

A foreign buyer can hold a condominium unit freehold within the foreign ownership quota, capped at 49% of the total unit area in a condominium building. Current Seven Seas Le Carnival listings include both foreign-quota and Thai-quota stock; if a selected unit is not available in foreign freehold, any leasehold alternative and its terms must be confirmed for that specific contract.
Unit types & sizes
The official project page shows 24, 26 and 33 sqm studio layouts. The smaller plans suit a single occupant, a couple or occasional use, while the 33 sqm version is presented with direct pool access. For a resale, check the exact furnishing inventory and condition rather than assuming the original package is intact.
Official plans are shown at 34.5, 37, 49 and 50.5 sqm, with the larger variants associated with pool access. The separate bedroom makes this range more comfortable for longer stays, while the bigger layouts give materially more usable living space than the entry-level studio.
Recent inventory and Keller Henson's July 2026 project profile show 56 and 62 sqm two-bedroom units. This is the most family-oriented option in the core range, giving two separate sleeping rooms and allowing guests or children to stay without turning the living room into a permanent bedroom.
