Why this project is worth a look

A useful city position

Thappraya Road gives the project access to South Pattaya, Pratumnak and the route toward Jomtien without pretending to be a beachfront resort. That is attractive for an owner who uses the city broadly rather than living around one beach. The trade-off is straightforward: convenience comes from road connectivity, not from stepping directly onto the sand.

Amenities on several levels

The 23rd-floor pool and gym, 30th-floor lounge and 32nd-floor rooftop pool are supported by squash, golf, wellness and family facilities lower in the building. This creates more genuine day-to-day utility than a single showpiece rooftop. It also means buyers should pay attention to future common fees, opening hours and access rules because a large amenity programme has to be operated, not merely built.

A broader unit mix

The original scheme includes substantial two- and three-bedroom homes and very large penthouses, so it can serve full-time or extended-stay buyers as well as smaller investors. Studios appearing in 2026 material add a lower entry point but also prove that the marketed configuration has moved since the first sales kit. Current approved unit documents should therefore outrank brochure memory.

Cash flow is staged

Published foreign-quota terms put 35% at contract signing, another 15% through instalments and 50% at handover, with the reservation fee varying by unit type. That can make the early cash requirement more manageable, but it still leaves the buyer exposed to a multi-year build. The contract needs to explain what happens to each payment if completion slips or the selected unit cannot be transferred as expected.

Specification can save work

The developer's early specification includes fitted kitchens and wardrobes, appliances, air-conditioning, sanitary ware, finishes and a furniture package. That can reduce the amount of post-handover fit-out. Buyers should still treat the signed specification as the controlling document, especially for appliance brands, furniture items and any balcony Jacuzzi that appears only on certain layouts.

About the project

The Riviera California is a high-rise condominium under construction on Thappraya Road, on the seam between South Pattaya and the Pratumnak area. That positioning is the first thing a buyer should understand. This is not a beachfront scheme where the entire proposition depends on walking straight from the lobby onto the sand. The developer places it between Pratumnak and South Pattaya, with the Bali Hai Pier and Walking Street side of the city close by, while Thappraya also carries traffic toward Jomtien. In practical terms it is an urban Pattaya base with a heavy amenity programme. Buyers who want direct beach frontage should not mentally turn it into something it is not; buyers who value access to several parts of the city may find the location more useful than a resort-style address farther out.

The development is also a long-dated purchase rather than an immediate-use home. The Riviera Group's current project page gives a construction start in 2026, structural top-out in 2028 and handover in 2029. The developer announced EIA approval in March 2026, and construction updates by May were already referring to piling works. As of August 2026, the right description is therefore under construction. That creates both opportunity and constraint: there is still a meaningful choice of future floors and layouts in the market, but there is no apartment to occupy or rent today. Any plan built around moving in, generating rent or reselling before completion has to follow the contract milestones and actual site progress rather than treating 2029 as an unconditional promise.

The Riviera California was originally presented as a comparatively compact tower by Pattaya high-rise standards. The developer-branded March 2025 pre-sales kit states 122 residences over 32 storeys, and the 122-unit figure is repeated by major portals including FazWaz and DDproperty. The data is not perfectly clean, however. A 2026 official social post referred to 126 units, while several current portals count 33 floors. The live developer page does not publish a total floor or unit count, although its highest named amenity is on the 32nd floor. We retain the 122/32 configuration from the developer kit in the registry and flag the later discrepancy. For an actual purchase, the approved schedule attached to the selected unit matters more than whether a lower parking or service level is being counted as an additional storey.

The unit mix is broader than the familiar small Pattaya investment-condo formula. The 2025 developer material shows one-bedroom layouts from roughly 34 to 70 sqm, two-bedroom homes from 61 to 119 sqm, three-bedroom layouts at 134, 155 and 161 sqm, plus large three-bedroom penthouses of about 197 and 256 sqm. A later development is worth noting: the developer's 2026 EIA announcement explicitly mentions studios, and a current market listing shows a studio of around 25 sqm. This suggests that the approved or marketed mix evolved after the original sales kit. A buyer should therefore use the old layout catalogue as a map of the concept, not as a substitute for the current contract pack. Unit number, registered or saleable area, floor, orientation, bathrooms, furniture specification and final plan all need to match the documents for the specific apartment.

Amenities are distributed through the building rather than concentrated into one podium. The current official page highlights a pool and gym level on the 23rd floor, a sea-view lounge and designer bar on the 30th, and a rooftop infinity pool on the 32nd. It also lists a full-size squash court, golf simulator, Jacuzzi, ice plunge, separate sauna and steam facilities and a kids' club. Earlier developer material adds co-working space, landscaped areas, beauty and massage rooms, EV charging, pet areas and concierge-style services. This is a strong lifestyle package for a relatively limited number of homes on the original scheme. The sensible caveat is that a future condominium's operational details can change: opening hours, fees, access rules, service staffing and pet policies should be checked in the final juristic-person and handover documentation rather than assumed from a sales presentation.

Parking is one of the details that deserves more attention than it normally gets in launch material. The developer kit states 57 parking spaces and dedicates lower levels plus several upper parking floors to cars; EV charging is also part of the published specification. Nothing we found supports the assumption that every apartment automatically receives a permanently assigned bay. A buyer who intends to drive daily should therefore ask a more specific set of questions: is parking common or allocated, are larger units treated differently, how are guest spaces managed, and are there any additional access or charging fees? In a city where many owners move between Pattaya, Pratumnak and Jomtien by car, those operating rules can affect daily usability more than another decorative lounge.

Foreign ownership is workable, but it is not automatic for every apartment. Thai condominium law allows foreign freehold ownership only within the statutory foreign quota, which is limited to 49% of the aggregate unit area in the building. Current Riviera California offers are split between foreign- and Thai-quota stock, and published payment schedules differ between the two. Two visually identical apartments can therefore have different legal availability and cash-flow requirements. Before paying a meaningful deposit, a foreign buyer should confirm that the exact unit number is available for foreign freehold registration, that the contract reflects that status, and which transfer, common-area, sinking-fund or meter charges sit outside the quoted unit price.

The lowest current asking-price anchor we found is about THB 2.9 million in DDproperty's market snapshot of 3 August 2026, associated with studio stock. It should not be read as the universal launch price of the whole development. Active one- and two-bedroom listings sit materially higher, while large three-bedroom apartments run into the tens of millions of baht. The more useful comparison is between like-for-like units: same quota, similar floor and orientation, comparable view exposure and the same stage of payment. A headline price without a unit number and payment schedule can be misleading in an off-plan project because the cash required today may be very different from the total contract price.

The project therefore makes the most sense for someone who wants a new-build city condominium, likes the Thappraya/Pratumnak side of Pattaya and expects to use a substantial amount of shared amenity space. Its compromises are equally clear. It is not beachfront, it is not ready to occupy, the approved configuration appears to have evolved since the 2025 sales kit, and foreign-quota availability is unit-specific. Those are not reasons to reject it; they are the filters that decide whether it belongs on a shortlist. If the buyer is comfortable with the 2029 horizon and verifies the current approved plan and quota for the chosen apartment, the next meaningful step is to compare individual units rather than continue comparing marketing headlines.

Ownership format

A foreign buyer may register a condominium unit in freehold within the statutory foreign quota, capped at 49% of the aggregate unit area in the building. The Riviera California is marketed with both foreign- and Thai-quota stock, so foreign freehold availability has to be confirmed for the specific unit before reservation.

These are genuinely limited units, so current availability, final area, terrace configuration and included equipment should be checked individually, particularly because the wider scheme has evolved since the first launch material.

The detailed size schedule above comes mainly from the developer-branded March 2025 kit and is partly corroborated by current listings. Because new unit types have appeared and the total unit count is disputed, the current approved plan for the exact unit should control any purchase decision.
