Foreign-name units are advertised in the building and the project is marketed as a freehold condominium. A new foreign buyer can take freehold only if the selected unit can be transferred within the statutory 49% foreign quota at the time of transfer.

The Empire Tower Pattaya is a completed high-rise condominium in the Jomtien side of Pattaya, within Nong Prue, Bang Lamung. It is one residential tower rather than a multi-phase estate with similarly named buildings. Empire Group's current website includes Empire Tower in its completed portfolio and gives a total of 440 units, while the group's legacy project timeline places the development in 2019–2023. Floor counts are less tidy: the official legacy page says 23 floors, whereas DDproperty, FazWaz and several active Pattaya agencies use 24. We keep 23 as the primary-source figure and flag the disagreement instead of averaging it away. For a buyer, the more useful point is that this is finished stock. You can inspect the actual apartment, the common areas, the building management and the view before committing, rather than buying a future specification from a sales brochure.

The tower sits on Soi Boonkanjanaram 8, also commonly written as Bun Kanchana, in Nong Prue, Bang Lamung, Chon Buri. Live unit addresses use 425/xxx numbering, and accommodation pages tied to apartments in the building cluster around 12.8895, 100.8847. This is Jomtien, but it is not a beachfront tower: there is ordinary urban fabric between the building and the sand. That can work well for someone who wants the Jomtien lifestyle without being tied to a first-row resort setting. Soi Bun Kanchana also connects back toward Sukhumvit Road, giving practical access to the wider Pattaya road network. When comparing units, orientation matters as much as floor level. A low-floor apartment facing the city and a high-floor apartment oriented toward the coast can feel like completely different products even though they share the same lobby and amenities.

The apartment mix is straightforward. Typical published sizes are about 23.5–24 sqm for studios, roughly 32–33 sqm for one-bedroom units and around 64–67 sqm for two-bedroom layouts. Those ranges are not estimates: project directories and live resale listings show slightly different registered or marketed sizes. Most of the building is compact housing aimed at one person, a couple, a small household or a buyer who wants a Pattaya base rather than a large family home. Original project descriptions often said units were delivered furnished, but resale stock has moved through individual owners since completion. Furniture, appliances and condition are therefore unit-specific. A viewing should cover the kitchen, air-conditioning, bathrooms, balcony, storage and every item the seller says will remain after transfer.

The common facilities are a major part of the proposition, particularly because the apartments themselves are not large. Repeated descriptions across independent project pages list a rooftop pool, sun deck, lounge and bar areas, fitness room, sauna, children's space, garden, parking, 24-hour security, CCTV and key-card access. Several profiles place the leisure facilities high in the tower, with the pool at roof level. In a completed building, the right way to judge that list is not to count amenities on a brochure. Walk the spaces. Check the condition of the pool deck, gym equipment and lifts, ask about opening rules and see how busy the facilities are at the time you are likely to use them. Once a condominium is operating, management quality and maintenance discipline matter more than the original adjectives used to sell it.

The 2026 resale market is active enough to offer real choice. PropertyHub listings refreshed on 18 August 2026 showed the lowest price we found at THB 2.19 million for a studio of about 23.5 sqm, with one-bedroom stock appearing from roughly THB 2.3 million and a 64 sqm two-bedroom listing at THB 7.89 million. These are asking prices, not a developer price list and not a promise that a specific unit will still be available. Within one tower, asking values move with floor, view direction, exact area, furnishing, condition and ownership registration. That is why a headline 'from' number is only a market anchor. A sensible comparison lines up like-for-like units and checks the details behind unusually cheap advertisements; large portals do contain duplicates, stale inventory and occasional mismatches between the bedroom field and the actual apartment description.

For a foreign buyer, the important legal feature is that Empire Tower is a condominium rather than land or a house. Market listings include units explicitly marked 'Foreign Name', showing that foreign freehold ownership exists in the building. That does not mean every available apartment can automatically be transferred to a foreigner. Thai condominium law limits foreign freehold ownership to 49% of the aggregate unit area in the registered condominium. Before transfer, the condominium juristic person must confirm that the foreign quota is available for the selected unit. If the apartment is held in Thai quota or the building's foreign quota is full, the buyer needs to assess a different legal structure for that particular deal; a lease may be one possibility, but its terms cannot be assumed from another listing. The current remaining foreign quota for Empire Tower is not published publicly.

The developer name needs historical context. Empire Group's current corporate site treats Empire Tower as part of its own development line and names The Empire Dynasty Company Limited in its corporate description. The same site also explains that its chief executive founded Matrix Developments in Pattaya and delivered a long run of condominium projects. This helps explain why DDproperty, FazWaz and some agencies still label Empire Tower as a Matrix Development or Matrix Group project, while other local sources name The Empire Dynasty Co., Ltd. For the public project record we use Empire Group as the current brand association. For a legal purchase, however, the catalogue label is not decisive: the buyer should rely on the selected unit's title deed, the condominium juristic-person records, the seller's identity and the actual transfer documentation.

Empire Tower is therefore best approached as a mature resale condominium with resort-style facilities, not as a fresh launch where every buyer receives the same contract and payment schedule from a sales office. In 2026 each apartment can have its own history. One owner may sell fully furnished, another may remove personal items; one title may already be in foreign name, another in Thai name; sellers can also take different positions on transfer costs. That flexibility is useful, but it shifts the work toward due diligence. Before paying a meaningful deposit, obtain the title-deed copy, confirm there are no outstanding common-area charges, verify the foreign quota if relevant, inventory the furniture and appliances that stay, inspect the physical condition, and agree in writing how taxes and transfer fees will be handled. Those checks are far more useful than treating a rental-yield claim or an old launch promotion as a fact about today's purchase.

Ownership format

A foreign buyer can hold condominium freehold only within the building's 49% foreign-ownership quota. Quota availability must be confirmed for the selected unit; if transfer into foreign name is not possible, any alternative structure, including a long lease, must be reviewed separately for that apartment.
