Why this project is worth a look
Construction is active
The EIA was approved on 1 September 2025, the developer states an October 2025 construction start, and the government project record now lists the development as under construction. The target completion remains November 2028. This is still an off-plan purchase, but it is no longer a launch waiting for its key environmental approval.
Useful size range
The core inventory runs from 29–38 sqm one-bedrooms to 50–73 sqm two-bedrooms, with much rarer 106–180 sqm larger residences and a 325 sqm penthouse. Buyers can choose between compact entry formats and genuine family-size space, but the largest layouts should be treated as limited stock rather than a deep category.
Amenities with depth
Two 21st-floor pools, a large ground pool, gym, yoga, onsen, sauna and steam areas, sports courts, bowling, co-working, restaurant and laundry create a substantial everyday amenity package. That can be valuable for residents who use the building heavily, while also making the future operating budget worth checking carefully.
Multiple road approaches
The official site is tied to Soi Sukhumvit-Pattaya 68, while the developer describes four access routes and convenient connection toward the Jomtien Second Road area. That is practical for drivers and riders. Pedestrians should still inspect the beach route in person because the building is near Jomtien rather than directly on the beachfront.
Freehold, quota checked
The project is offered as freehold, but a foreign buyer can register direct condominium ownership only within Thailand's foreign quota, capped at 49% of the building's condominium area. The meaningful question is therefore whether the exact unit is available in foreign quota when you reserve it, not merely whether the project uses the word freehold.
About the project
The Riviera Santa Monica is a high-rise condominium under construction in the Jomtien / Nong Prue part of Pattaya, developed by The Riviera Group Thailand. It is a single standalone 34-storey building, not another tower of The Riviera Jomtien and not a phase of The Riviera Malibu. Thailand's official EIA database records the scheme as THE RIVIERA SANTA MONICA JOMTIEN and places the site on Soi Sukhumvit-Pattaya 68, Sukhumvit Road, Nong Prue, Bang Lamung, Chon Buri. That government location is the most useful anchor when different sales pages call the address Jomtien Second Road or Soi Chaiyaphruek 3. The developer itself says there are four road approaches, so those labels can describe access rather than different projects. Santa Monica is not a beachfront building. Current project directories place Jomtien Beach South at roughly 0.7 km. That is close enough to make the beach part of everyday life for many residents, but it is still worth walking the actual route before buying if easy pedestrian access matters to you; a map radius and a comfortable pavement route are not the same thing.
By August 2026, Santa Monica has moved well beyond the pre-launch stage. The project's Environmental Impact Assessment was formally approved on 1 September 2025. The developer gives October 2025 as the construction start, and the Thai EIA record now labels the development as permitted and under construction. The Riviera Group also published a construction update in February 2026. The target completion repeated by the developer and major project databases is November 2028. For an off-plan buyer, approved EIA status removes one early-stage uncertainty, but it should not be read as a guarantee that every later milestone will occur exactly on schedule. There is still a long construction period ahead. The practical documents to examine are the current sale-and-purchase agreement, the payment calendar, the clause dealing with delays and the remedies available if handover moves. Buyers who need a home or rental asset immediately should therefore look elsewhere; Santa Monica is a forward purchase with a planned late-2028 delivery.

The project is large by normal residential standards. Most post-EIA and current market records state 446 residential units, but there is a genuine data conflict: the developer's present project page now says 447 residences, and its current unit-type count also adds up to 447. There is no sensible way to average those numbers; the one-unit discrepancy remains open until a fresh official unit schedule is available. Either way, the character of the development is clear — one 34-storey tower with a substantial resident population and a broad amenity programme. The developer currently lists 124 covered parking spaces and EV charging. That should not be interpreted as one guaranteed bay per apartment, because parking use will depend on the condominium's operating rules. No verified source gives a building height in metres, so a height figure has not been reverse-engineered from the floor count.
The apartment mix is more useful than a single headline range suggests. The developer's current schedule shows one-bedroom homes at 29–38 sqm and two-bedroom homes at 50–73 sqm. At the upper end, a very small number of three- and four-bedroom residences run from 106 to 180 sqm, with a 325 sqm four-bedroom-plus-maid penthouse above them. This gives Santa Monica a genuine family-size option as well as the compact one-bedroom stock commonly associated with Pattaya investment projects. The trade-off is availability: the larger layouts form only a tiny part of the building, while the bulk of the inventory is concentrated in smaller homes. A buyer who wants 106 sqm or more should therefore treat the exact plan, orientation and quota status as scarce-unit questions rather than assuming there will always be an alternative. The developer describes the residences as fully fitted and fully furnished, which is useful for budgeting, but the contract specification still matters. A furnishing promise on a project page is not a substitute for an itemised schedule of what is included in the chosen unit at handover.
Santa Monica's amenity programme is unusually extensive. Two sky pools are planned on the 21st floor, with a large ground-level pool, children's section, slide, Jacuzzi and pool bar below. Wellness facilities include a cardio-and-weights gym, yoga and stretching room, sauna, steam room, ice plunge and separate male and female onsen areas. Sport extends beyond a token gym: the published scheme includes two air-conditioned badminton courts, a pickleball court and a basketball practice court. There is also a two-lane bowling alley and a private hangout room with a cinema-style screen. For ordinary daily use, the developer lists a restaurant with open kitchen and bar, lounges, co-working and meeting rooms, a convenience store, self-service laundry, public-area Wi-Fi and a shuttle vehicle. The upside is obvious for residents who actually use common facilities. The cost side is equally relevant. Current public project data quote common-area fees around THB 60 per sqm per month and a one-time sinking fund of THB 600 per sqm; both should be checked against the current contract because they are ongoing ownership costs, not decorative brochure details.
Ownership is presented as freehold, but foreign buyers need to read that word through Thailand's condominium rules. A foreign individual may own a condominium unit directly in freehold only while the foreign share remains within the statutory 49% ceiling of the building's total condominium area. Santa Monica listings currently include units marketed under foreign ownership, but there is no trustworthy public live counter showing how much foreign quota remains across the project. The key question is therefore not simply 'Is Santa Monica freehold?' but 'Is this particular unit available in foreign quota at the time I contract?' That status should be confirmed in writing before reservation, together with the payment route and documents required for transfer. The official project material we reviewed confirms freehold as the project's tenure. It does not provide a current, general leasehold programme for all units, so we do not assume one. If a seller proposes leasehold or another structure, the term, renewal language and legal basis need to be checked as a separate transaction rather than borrowed from generic Thailand guidance.
Pricing is another area where launch advertising and the August 2026 market need to be separated. Older promotional material contains lower entry numbers, but those offers are not a reliable answer to what a buyer can secure today. Current public listings range from roughly THB 2.5 million to THB 19.3 million. On 14 August 2026, recently refreshed listings included a 30 sqm one-bedroom at THB 2.7 million and a 35 sqm one-bedroom at THB 2.87 million, while other one-bedroom apartments on different floors or with different attributes were substantially more expensive. THB 2.5 million should therefore be read only as a lower public market anchor, not as a guaranteed developer starting price. Availability, foreign quota, floor, view, size, assignment status and the seller's current discount can all change the actual deal. A serious comparison is better made between several same-type units on the same day than by treating the lowest headline price as representative of the whole building.
The public payment information is not consistent enough for one universal schedule. Some current offers show a THB 100,000 reservation, 35% on contract and 65% at transfer. Another published schedule separates Thai and foreign quota and gives foreign buyers 35% initially, 15% through instalments and 50% at handover. Those terms may reflect different sales periods, unit categories or campaigns. Because the project is still under construction, timing matters almost as much as the headline percentages: a 15% tranche spread over 18 months creates a different cash-flow profile from a simple two-stage plan. The correct document for a purchase decision is the latest unit-specific reservation sheet and payment appendix for the exact apartment under consideration, with dates, cancellation provisions and handover conditions shown in writing.
