Why this project is worth a look
A genuinely walkable address
The official project page places Phrom Phong BTS about 150 metres away and the EmDistrict malls about 200 metres away. That changes day-to-day use: rapid transit, shopping, restaurants and a major urban park can all be reached without building a car trip into every errand. A resale buyer can test the route in person rather than relying on a future infrastructure promise.
Low residence count
A 31-storey tower with 156 residences is relatively contained for this part of central Bangkok. Historic plans show up to eight units on a typical floor and the project was specified with four passenger lifts. The result is not automatically private or quiet, but the numbers give the building a more residential operating scale than towers that depend on several hundred apartments sharing the same core facilities.
Layouts built for living
The original one-bedroom range starts around 54 sqm, while two-bedroom homes begin around 74 sqm and family layouts expand well beyond that. The extra area is useful only if the plan works, but it gives buyers more room for storage, a real dining space, work-from-home use and less compromised bedrooms. Resale inspections should compare the current fit-out with the original plan because previous owners may have altered finishes or room arrangements.
Finished and inspectable
The Diplomat 39 is not an off-plan decision. Buyers can see the exact view, common-area condition, lift operation, parking practice and management quality before purchase. Construction risk has largely disappeared, but building condition and unit-level due diligence now matter more. The relevant question is not whether the tower will be delivered; it is whether this particular apartment is worth its asking price in the building as it operates today.
Corporate history is documented
Raimon Land's own 2018 reporting identifies KPN Land as the original developer and records the acquisition of 107 untransferred units. That removes much of the ambiguity created by modern portal labels. A buyer can separate development origin from later inventory ownership and then focus the transaction review on the current seller, title and contract rather than treating a brand name as a substitute for legal due diligence.
About the project
The Diplomat 39 is a completed 31-storey condominium on the inner stretch of Sukhumvit 39, close enough to Phrom Phong BTS and the EmDistrict malls for both to be part of everyday life rather than occasional destinations. The building contains 156 residences, a relatively contained number for a high-rise in central Sukhumvit, and historic floor plans show no more than eight residences on a typical floor. Four passenger lifts were specified for the project. That combination matters more in use than a generic luxury label: circulation is less dependent on a very large resident population, and the building can be assessed today as an operating property rather than a promise on a sales brochure. A buyer can inspect the actual lobby, lifts, pool, parking, management standards and the chosen apartment before committing.
The developer history is unusual enough that it should be understood before reading portal summaries. Raimon Land's 2018 annual report states explicitly that The Diplomat 39 was developed by KPN Land Co., Ltd. In August 2018 Raimon Land approved the purchase of 107 units that had not yet transferred from KPN Land, and transaction documents also record rights for Raimon Land to use the Diplomat branding after the acquisition. That is why current sources are split: older launch material identifies KPN, while Raimon Land now carries the building in its residential portfolio and many listing portals label Raimon Land as the developer. These are not two different projects. For due diligence, however, the distinction remains useful: the original development entity, the company that later acquired inventory and the current private resale owner can be three different parties, so the contract and title for the selected unit take priority over a portal's developer field.

The physical specification is unusually legible. Raimon Land currently lists 31 floors, 156 units, 102% parking and a mix from one-bedroom homes through three-bedroom duplexes and penthouses. Earlier KPN-era material gives the broader size bands: about 54–60 sqm for one bedroom, 74–94 sqm for two bedrooms, 134–193 sqm for three bedrooms, roughly 157–168 sqm for duplexes and approximately 135–450 sqm for penthouses. The current Raimon Land plan library also shows specific layouts at 53.66, 58.11, 76, 82.81, 94.86, 156.86, 190.15 and 236.55 sqm. Resale stock may include altered, furnished or combined apartments, so these figures define the original product range rather than replace a title-deed and measured-area check on the unit being purchased.
The building's planning puts most of the shared amenity programme into a few clearly defined levels. Historical project reviews describe the arrival lobby and reception rooms at the base, parking on floors 2–6, and the principal residents' facilities on floor 7, including the pool, gym and club lounge. A rooftop garden occupies the upper level. The same material records roughly 160 parking spaces, four passenger lifts plus one service lift, key-card access, CCTV and 24-hour security; the current Raimon Land page still quotes a 102% parking ratio. For an owner-occupier, these details are worth more than a long amenity list. Parking allocation, lift performance, pool maintenance and the actual condition of common areas are visible, inspectable issues in a completed building.
Location is the clearest reason the project has remained easy to understand in the resale market. Raimon Land places Phrom Phong BTS at about 150 metres, the main Sukhumvit road at about 100 metres, the EmDistrict shopping cluster at about 200 metres and Benchasiri Park at about 450 metres. Samitivej Sukhumvit Hospital is listed at roughly 1.2 kilometres. This is central Bangkok without a long motorcycle-taxi or shuttle leg between the residence and rapid transit. For residents who use the BTS, shop at EmDistrict or work along the Sukhumvit line, that is a practical daily advantage. It also gives rental users an address they can understand immediately. None of this guarantees investment performance, but it makes the underlying use case clearer than in projects whose marketing depends on a future transport link or a district still waiting to mature.
The trade-off is that a central infill site does not offer protected views in every direction. Early detailed reviews noted close neighbouring massing toward EmQuartier and 39 by Sansiri, while other orientations are more open. That is a unit-level issue, not a building-level verdict. Two apartments of the same size on similar floors can feel very different depending on where the windows face, how close another façade sits, and whether the main rooms receive open sky or a nearby building. Anyone buying for their own use should inspect the exact outlook in daylight. Anyone buying for rent or future resale should avoid assuming that 'high floor' alone carries the same value across every stack.
The resale market also creates a much wider price dispersion than the original developer price sheet. An active DDproperty listing updated 27 September 2026 advertised a 54 sqm one-bedroom unit at THB 13.8M, and PropertyHub showed the same lower asking level in current stock. Other live offers in the building sit far above that point as size, floor, interior condition and apartment type change. The THB 13.8M figure therefore works as a current lower market anchor, not as a project-wide price. A sensible comparison set is built inside the building first: same bedroom count, similar usable area, similar floor band, similar orientation and comparable renovation or furniture. Only after that does a comparison with neighbouring luxury buildings become meaningful.
Foreign ownership is straightforward in principle but still requires a unit-specific check. Corporate material describes The Diplomat 39 as freehold, and current resale listings use the same tenure description. Thai government guidance states that foreign ownership in a registered condominium is limited to 49% of the total unit area. That ceiling is measured at building level, so an apartment can be perfectly valid freehold property yet unavailable for transfer into a foreign buyer's name if the foreign quota is full. The condominium juristic person should therefore confirm quota availability for the selected unit before a substantial deposit is put at risk. The same transaction file should include the seller's title, the debt-free certificate process and confirmation of any common-fee obligations.
There is also a date nuance that public summaries flatten. Current project and portal pages generally identify 2019, often June 2019, as the completion date. Raimon Land's 2018 reporting, however, already described The Diplomat 39 as completed and ready to transfer, and the acquisition memorandum refers to condominium registration no. 8/2561, corresponding to 2018. Those references can coexist if registration, construction completion and the later transfer cycle were not treated as the same milestone. For a normal resale buyer the building is simply completed; if a transaction or legal opinion depends on the precise chronology, the condominium registration and unit title records are more authoritative than a portal's 'year built' field.
The project works best when judged as a finished residential building with a very specific proposition: large original layouts, a small residence count for a central high-rise, strong walkability to Phrom Phong and a mature secondary market. It is less compelling as a purely abstract 'luxury Bangkok' purchase because that label tells you nothing about the actual stack, view, interior condition, seller or quota status. The good news is that all of those variables can be inspected. The correct buying process is therefore concrete: identify the exact unit, compare it with close substitutes inside the building, verify foreign-quota eligibility if relevant, review the title and seller, check the juristic person's current financial and maintenance position, and only then decide whether the asking price is justified by that particular residence.
Ownership format
The project is a freehold condominium. A foreign buyer can register freehold ownership only within the foreign quota, capped at 49% of the total unit area of the condominium; quota availability must be confirmed for the specific resale unit before transfer.
Unit types & sizes
Generous by current central-Bangkok one-bedroom standards. Original plans sit around the mid-50s to 60 sqm; resale examples vary materially in fit-out and outlook, so area alone is not enough for a like-for-like comparison.
A core owner-occupier format, with current Raimon Land plans at 76, 82.81 and 94.86 sqm. The spread is large enough that living-room width, bedroom proportions and storage can differ substantially within the same two-bedroom label.
Large family-scale residences. Raimon Land's current plan library includes 156.86 and 190.15 sqm examples, while historic material shows a broader original range. Orientation and interior condition become especially important at this size because absolute resale-price differences can be substantial.
A less common two-level format in the original mix. Stairs, ceiling volume, bedroom placement and floor position shape how the apartment lives, so an old brochure plan should never substitute for inspecting the exact resale unit.
This is a family of upper-floor residences rather than one standard plan. Historic project material described units around 214–235 sqm as well as a roughly 450 sqm full-floor residence. The category is too broad for price or layout assumptions without the exact title and plan.
The ranges describe the original KPN-era product mix and published project plans. Resale apartments may have been renovated or reconfigured; the exact area, bathroom count and legal boundaries of the selected unit should be checked against its title and current plan rather than inferred from the project category alone. Prices are the lowest the brokerage boards publish, not the developer’s price list — the price and availability of a specific unit are something we go through with you personally.

Price & purchase terms
- Current price: From THB 13.8M in an active DDproperty listing updated on 27 September 2026 for a 54 sqm one-bedroom residence. This is a lower resale-market anchor, not a developer price; availability, condition, foreign-quota eligibility and final transaction terms need to be confirmed for the selected unit.
- Completed: 2019
We show the lowest of the prices the brokerage boards publish: their figures for the same unit differ by a few per cent, and none of them is the developer’s price list. For a resale unit, confirm the current price, availability and payment terms with its seller or authorised representative before payment.

Best for: Owner-occupiers who want central Sukhumvit and genuine walking access to Phrom Phong BTS rather than a daily shuttle or motorcycle-taxi connection.; Buyers who value larger original floor plans, with one-bedroom homes starting around 54 sqm and substantially larger family options.; Buyers who prefer a completed property where the exact view, noise level, lifts, parking, common areas and apartment condition can be inspected before purchase.; Foreign buyers when the selected unit is confirmed to have available foreign-quota capacity for freehold transfer.; may not suit: Buyers seeking a low entry budget: the lower active ask in late September 2026 was about THB 13.8M for a one-bedroom unit, with larger formats materially higher.; Buyers who specifically want a new developer unit with a long staged payment plan; The Diplomat 39 is now a mature resale market and terms depend on the individual seller.; Buyers who require a guaranteed open outlook from any unit. Neighbouring buildings affect some orientations, so stack and view need to be selected carefully..
What we confirm before booking

Disputed and unknown information
This keeps the open points in one place. A missing or disputed fact is not treated as a conclusion.
- Project-level freehold tenure is supported, but public sources do not establish the current foreign-quota balance for a specific resale unit. Obtain written confirmation from the condominium juristic person before placing a material deposit if buying in a foreign name.
- KPN Land was the original developer; Raimon Land acquired 107 untransferred units and related branding rights in 2018 and now presents the project in its portfolio. The legal seller and present title owner still need to be identified for the selected resale unit.
- Current portals generally give 2019 as the completion year, while Raimon Land's 2018 corporate documents already described the project as completed and ready to transfer and cited condominium registration no. 8/2561. The precise registration, construction and first-transfer chronology should be checked against official condominium records if material to the transaction.
