Why this project is worth a look
Walkable Phrom Phong
The building sits inside Soi Sukhumvit 39, roughly 0.5 km from Phrom Phong BTS. That supports a daily routine built around rail access, the Em District retail cluster and Benjasiri Park rather than mandatory car use. Walking time still depends on the route and soi traffic, so marketing claims expressed in minutes are better tested in person.
Completed, not promised
The project has been complete since 2022, allowing a buyer to inspect the real view, noise, lifts, common areas, management and overall wear instead of relying on renderings. That is a major advantage over off-plan due diligence, but it also means the physical inspection of the selected resale unit matters more than the original sales presentation.
Amenities on several levels
Shared spaces are distributed from the ground floor to the rooftop: lobby and Forest Room below, lounges on level 11, pool, gym and Sky Lounge on level 37, and Chef Table & Farm above. The layout separates different uses through the building, but current maintenance quality should be judged now because the property is already several years into operation.
Clear layout ladder
The main product is built around one- and two-bedroom apartments. Noble currently highlights 29.81, 34.74 and 58.45 sqm layouts, while detailed reviews document larger one-bedrooms, two-bedrooms up to 59.63 sqm and a small number of larger penthouses. Buyers needing a genuinely large family apartment will be looking for relatively rare resale stock rather than a broad standard-unit pool.
Resale choice exists
Major portals show multiple sale and rental listings across different floors and sizes, including some units explicitly marked Foreign Quota. That does not prove yield or liquidity, but it gives a buyer useful same-building comparables and a way to separate the premium for view, renovation, size or quota status from the underlying project value.
About the project
Noble State 39 is a completed high-rise condominium by Noble Development on Sukhumvit 39 in the Phrom Phong area. The useful location fact is not simply that it is 'central Bangkok': the official address is 35 Soi Sukhumvit 39, Khlong Tan Nuea, Watthana, Bangkok 10110, and Phrom Phong BTS is roughly half a kilometre away. That puts the building inside an established urban district rather than a future-infrastructure story. EmQuartier, Emporium, Benjasiri Park and the main Sukhumvit corridor sit in the same Phrom Phong cluster, while the building itself is inside the soi rather than directly on Sukhumvit Road.
The condominium was completed in July 2022. For a buyer, that changes the due-diligence process completely: the driveway, lobby, corridors, lifts, common areas, management quality, actual noise and the view from a specific unit can all be inspected rather than inferred from renderings. The most consistent current project profiles and project-linked legal disclosures show a 38-storey residential tower with 349 condominium units. Earlier project disclosure also describes a separate two-storey commercial building containing two commercial units; those should not be added to the residential-unit count used here.

The core layouts are compact by older Phrom Phong standards. Noble's current project page highlights a 29.81 sqm one-bedroom, a 34.74 sqm one-bedroom and a 58.45 sqm two-bedroom. Detailed completed-project reviews also document larger one-bedroom layouts of roughly 41.43–42.55 sqm, two-bedroom layouts up to 59.63 sqm and penthouses from 72.68 to 105.97 sqm. Those broader types are now a resale question rather than a promise of developer stock. A 105.97 sqm penthouse, for example, appeared on the resale market in April 2026.
The common areas are spread through the building instead of being concentrated around a single podium pool. The ground level includes the main lobby, Forest Room, children's space and mail area. Tea Terrace, Olivia Lounge and Mellow Space are on level 11. Detailed project reviews place the Skylight Pool, gym, Sky Lounge and steam room on level 37, with Chef Table & Farm and a jogging track on the rooftop level. The list is substantial for 349 residences, but a resale buyer should judge the current maintenance standard and access rules during an actual visit rather than treating an amenity list as proof of present-day quality.
Parking deserves a separate check. A detailed project review reported about 188 spaces, so the building was not designed around one dedicated car space for every condominium. That is understandable in a Phrom Phong project positioned close to BTS, but it matters if driving is part of daily life. Ask the juristic office how spaces are allocated, whether the selected unit carries any specific parking entitlement, how visitor parking works and what the current rules are for EV charging. A project-level amenity does not automatically translate into an individual owner's guaranteed right of use.
The visible resale market currently starts around THB 6.9M. PropertyHub showed a roughly 35 sqm one-bedroom at THB 6.9M updated on 17 August 2026, and FazWaz also showed THB 6.9M as the lower edge of its project sale inventory when checked. Asking prices then widen sharply with floor, size, fit-out and ownership quota. In the FazWaz sample, 58.45 sqm two-bedroom units explicitly marked Foreign Quota were offered above THB 17M, while larger apartments and penthouses reached much higher levels. A single 'project price' is therefore not a useful valuation shortcut; comparable units need to match in size, floor, condition and legal quota status.
Operating costs also belong in the pre-purchase comparison. FazWaz currently reports a common-area management fee of THB 75 per sqm per month and a sinking-fund rate of THB 450 per sqm. These are useful budget checkpoints, not a substitute for current documents from the condominium juristic person. In a completed building, fees can be revised and a resale transfer should include confirmation of the unit's outstanding liabilities, current house rules and any amounts due at transfer. The original developer payment schedule is no longer the right framework for the transaction because Noble State 39 is completed and resale terms depend on the individual seller.
For a foreign buyer, the key legal question is the quota attached to the selected unit at transfer. Thai condominium rules cap foreign freehold ownership at 49% of the total unit area in a registered condominium. Current Noble State 39 listings include units explicitly labelled Foreign Quota as well as Thai Quota units. That confirms that foreign freehold transactions occur in the building, but it does not make every cheap listing foreign-freehold eligible. Before paying a reservation or deposit, the buyer should obtain quota confirmation from the condominium juristic person and check the title and transfer documentation for that specific unit.
There is a large amount of sale and rental advertising around Noble State 39, but portal counts should not be read as transaction volume or guaranteed liquidity because the same apartment can be duplicated across agencies. The practical benefit is different: buyers can often compare multiple units in the same building. That makes it possible to test the premium for higher floors, better outlooks, larger one-bedroom layouts or Foreign Quota status against real alternatives, which is much more useful for a 2022 completed condominium than relying on launch-era promotional material.

Ownership format
A foreign buyer may hold a condominium unit freehold only within the building's 49% foreign-ownership quota. Current Noble State 39 listings include both Foreign Quota and Thai Quota units; if a particular unit is not available for foreign freehold, any leasehold route must be documented separately rather than assumed to apply automatically.

- Hipflat currently shows conflicting project totals of 488 or 510 units on different versions of its page. We use 349 residential units because that figure is consistent across project-linked disclosure, FazWaz, PropertyScout and other detailed profiles; earlier disclosure separately described two commercial units in a two-storey commercial building.
- The condominium juristic person's current internal rules on parking allocation, pets, short-term rentals and some shared services are not published on Noble's open project page. Portal descriptions should therefore be confirmed with building management before a transaction.
