Defined scale

The project is consistently described as one tower with 26 floors and 286 apartments. That gives a starting point for understanding density and the number of owners, but it does not answer how many lifts operate, how parking is allocated, how occupied the building is or how busy the shared areas become. Those points require direct confirmation and an inspection.

A Sen Sok address

The property is tied to No. 90, Bayab, Phnom Penh Thmei, while launch reports orient it near the new National Bank headquarters. The area forms part of Phnom Penh’s northern expansion and was treated as a secondary condominium district in 2020 research. Whether that position is an advantage depends on the buyer’s real travel patterns, not on a broad marketing claim of centrality.

Documented market launch

AKJ Bright Pearl is not known only through an aggregator entry. Two Cambodian Chinese-language publications covered its piling ceremony, and both Knight Frank and CBRE recorded the scheme in market research. That evidence establishes a genuine launch and the original headline specifications. It still does not replace a current occupancy document or verification of the legal seller for a particular unit.

A price reference

Two accessible profiles point to approximately US$2,200 per sqm, while one individual listing shows US$74,800. Those figures are enough to begin comparing the project with other Sen Sok options, but they are not a promised purchase price. The documented area, apartment condition, furniture, floor, view, service-charge balance and seller authority all need to be established first.

Clear due diligence

The defining feature of the project today is the gap between a reasonably well-documented launch and limited public information about current operations. That makes verification more important than promotional description. With clear documents and acceptable physical condition, the unit can be assessed on its merits; without them, a low asking price is not automatically an advantage.

About the project

AKJ Bright Pearl is a single-tower condominium in Bayab village, Sangkat Phnom Penh Thmei, Khan Sen Sok. Chinese-language sources also identify it as 兆億大厦 and 兆億·明珠. The useful physical reference is not merely “Sen Sok” but the published address: No. 90, Bayab, Sangkat Phnom Penh Thmei, Khan Sen Sok, Phnom Penh. Launch coverage and project profiles associate the development with Tian Lu Real Estate / AKJ Tian Lu Property Development. It is a relatively compact urban scheme: sources consistently describe one block, 26 floors and 286 apartments. That scale distinguishes it from multi-block Sen Sok compounds with thousands of units, but it does not by itself establish management quality, occupancy or the resale prospects of a particular apartment.

How to verify the seller when the project has several names

AKJ Bright Pearl, 兆億大厦 and 兆億·明珠 are useful search identifiers, but none of them proves who is entitled to sell a unit. Before money moves, obtain a current Ministry of Commerce record and match the Khmer legal name, registration number, registered office and current directors against the SPA, invoice and receiving bank account.

Where the transaction is a resale rather than a sale by the launch developer, the evidence must shift to the registered owner of the selected apartment and that owner’s authority to dispose of it. A contractor, broker, manager or former developer is not automatically entitled to sign or receive funds; the authority of every transaction party should be evidenced in the file.

The public project timeline begins with a piling ceremony on December 31, 2019. At the launch, Tian Lu’s chairman described a site of about 1,200 sqm, approximately US$10 million of investment, 286 units and six apartment types. A separate specific to the project post gives a more precise site figure of 1,174 sqm and a building height of 84.9 metres. Those numbers should not be silently merged: 1,200 sqm may be a rounded presentation figure, while 1,174 sqm looks more technical, but we did not find the approved site plan in a public source. The registry therefore retains only the directly published height, while the site-area discrepancy remains a disclosed data boundary.

AKJ Bright Pearl entered the market at an unusual point in the cycle. Knight Frank listed it among eight mid-tier condominium launches in the first half of 2020, while CBRE included it among the key Q1 launches and noted that most new schemes in that period were appearing in secondary districts. That classification is useful historical context, not a current quality rating. It shows how the project was positioned at launch and the competitive set it entered. It does not verify present-day finishes, service levels, common-area condition or resale pricing. For a buyer in 2026, the building’s actual state and the documents attached to a specific unit matter more than a six-year-old marketing segment.

Building documents and unit title answer different questions

An occupancy or commissioning document concerns the building and evidences that the competent authority has allowed it to be used for its stated function. It does not establish that the seller owns the selected apartment, that the apartment is free of encumbrances or that the buyer’s transfer will be registered.

The individual transaction therefore requires a strata title or other legally appropriate ownership evidence, the unit’s cadastral particulars and proof that the transfer is registrable. Cambodia’s law on foreign ownership of private units separates ownership of the private apartment from use of the common areas and states that an agreed transfer of special co-ownership is ineffective unless registered under the applicable procedure.

Completion dates conflict. The launch announcement described a 16-month construction programme with completion around August 2021. FazWaz marks the project completed in January 2021, one Realestate.com.kh listing uses 2021, and Knight Frank’s preserved project profile states 2022. None of the open sources reviewed supplied a verifiable occupancy certificate, a formal handover date for the entire building or an official completion instrument. For that reason, the registry does not state an expected completion date and the dossier does not present the tower as unconditionally completed. The practical sequence is to confirm the building physically at the address, request the commissioning documentation and only then assess an individual apartment.

China State Construction Engineering Corporation was named as the contractor at launch, with the report identifying China Construction Eighth Engineering Division. That is relevant to the construction chain, but the contractor must not be confused with the developer or contractual seller. Liability under a purchase agreement depends on the legal entity named in the SPA and title, not on the profile of the EPC contractor. The design concept shown in project materials is a slender tower with pronounced horizontal bands, a white-and-dark-grey palette and a podium at street level. The accessible materials are renders, not proof that the façade, entrance, roof amenities and landscaping were delivered exactly as illustrated.

The launch programme announced a swimming pool, a small supermarket, a café and a rooftop sky bar. We preserve those items as the announced concept but do not describe them as operating facilities. The reviewed public sources did not provide a current operational schedule, finished common-area photography, service-charge level, access rules, parking allocation or the name and obligations of the management company. This matters because the current digital footprint is much thinner than the original launch messaging. A buyer should value what is physically operating, understand who pays for it and verify whether the selected unit carries any unpaid management or utility obligations.

What to obtain from the building manager before a transaction

Request the current internal rules, written confirmation of the service charge, a statement for the selected unit and a no-arrears letter dated for the transaction. Parking, leasing, guest access, renovation and common-area rules should also be provided in writing; a broker’s oral description does not replace obligations that bind the owner after completion.

Cambodia’s private-unit ownership law links co-owners to the building’s internal rules and to the cost of maintaining common areas. Checking the pool, café or rooftop sky bar should therefore cover not only whether it operates, but who funds it, who may use it and whether approved expenditure will affect the unit’s ongoing cost.

Pricing is supported only by a limited market signal. A Realestate.com.kh listing checked on July 18, 2026 showed a two-bedroom, two-bathroom unit at US$74,800 with an indicated US$2,200 per sqm. Knight Frank’s preserved profile also displays an approximate sale price from US$2,200 per sqm. The alignment is useful, but it does not make either figure an official price list. The listing date, area basis, furniture package, encumbrances and seller authority are not fully established from the public snippets. US$74,800 is therefore presented solely as a lower anchor for one market listing and must be rechecked against the actual unit and documents.

AKJ Bright Pearl is best understood as a project whose basic identity and original scale are better documented than its current commercial and operational position. The name, district, 26-storey configuration, 286 units, six announced layouts and 2019–2020 launch history are supported by several independent sources. The complete layout catalogue, live stock, recent exterior photographs, title structure, building management and current charges are not publicly transparent. That does not prove that the project is weak or problematic; it means that a decision should not be based on an old render and one advertisement. An in-person inspection, unit-level documents and comparison with better-documented Sen Sok alternatives carry unusual weight here.

Unit types & sizes

Six apartment types

The developer announced six apartment types at launch, but no complete verified layout catalogue, gross/net area schedule or floor-by-floor distribution was found in the public sources. One current listing shows a two-bedroom, two-bathroom unit, but an individual advertisement does not define the full project mix.

Official floor plans and an area schedule are required before publishing unit sizes. The apartment area should not be inferred from an asking price and a per-square-metre figure, and one listing must not be treated as representative of the other 285 units. How to reconcile the apartment area without a public layout catalogue

Before comparing a price per square metre, identify the area stated in the title or draft title, the SPA and the approved unit plan. Balconies, walls, service shafts and shares of common space may be treated differently in marketing measurements, so a per-square-metre comparison is meaningful only when the same area basis is used.

The inspection record should repeat the unit number, floor, orientation, room configuration and documentary area. Where the plan, contract and title do not align, the price should not be normalised by simple arithmetic; the seller should first provide a written explanation of the area that will legally transfer.
