The project was developed through Royal Hong Lai Huat One Company Limited as a joint venture between Hong Lai Huat Group Limited and Royal Group of Companies. Hong Lai Huat's official project page directly confirms both partners, 851 apartments and 50 commercial premises. That provides strong project identity, but public brand names must not be assumed to be the contracting parties in every transaction. The SPA seller, title holder, authorised signatory and payment account must form one consistent legal chain.

Singapore architectural practice Swan & Maclaren designed the development. Its plan creates a distinctive X-shaped composition of two connected residential wings above a multi-storey podium. The geometry produces many façade orientations and balconies, yet it also makes unit comparison less obvious. Two apartments of the same type can face the city, internal garden, pool or another wing. A north-marked floor plan and exact stack number are required before a buyer pays a premium for an advertised outlook.
The most stable scale figure is 851 residential units plus 50 shophouses. CAM Realty provides a tower breakdown: Tower A contains 230 studios, 122 one-bedroom, 36 two-bedroom, 18 three-bedroom apartments and 11 penthouses; Tower B contains 266 studios, 104 one-bedroom, 36 two-bedroom, 18 three-bedroom apartments and 10 penthouses. The composition is clearly weighted toward smaller homes, with studios and one-bedroom units forming the majority of the residential inventory.
Why the 722-unit compact segment matters on resale
The published tower schedule contains 496 studios and 226 one-bedroom apartments: 722 of the development's 851 homes, or about 84.8%. This is not a demand forecast. It is a measure of internal competition because most owners and landlords operate in two closely related product types.
A compact unit therefore needs to be compared on more than headline price. Floor, orientation, distance from the opposing wing, furniture condition, registered area, noise and a clean management account can create a real advantage. Where those features are ordinary, an owner will be competing with a large pool of broadly similar homes inside the same development.
Published floor counts conflict. IPS and CAM Realty state 30 floors, APS states 28, and ERA simultaneously refers to a 28-storey building and 19 residential floors. The latter may describe the residential component above the podium, but the page does not provide one approved full schedule that would allow every level to be reconstructed without inference. The registry uses 30 floors because two current specific to the project sources agree on it, while the discrepancy remains explicitly recorded for document review.
The public unit range starts with studios and extends to large multi-level penthouses. ERA gives gross areas of approximately 38.8–49.8 sqm for studios, 53.8–68.9 sqm for one bedroom, 86.3–116.2 sqm for two bedrooms and 105.4–135 sqm for three bedrooms. Penthouses are described as three- and four-bedroom triplex products of roughly 271–459 sqm. These bands are useful for navigation, but the selected unit's contractual plan remains the controlling document.
CAM Realty separates studio net and gross areas: approximately 38.81–40.38 sqm net and 49.78–51.80 sqm gross. This illustrates why listings cannot be compared by one area number. One seller may show internal usable space, while another includes a balcony and structural allocation. A gap of ten or more square metres materially changes the effective price of usable space, even though both marketing cards may describe an apartment of about 50 sqm.
The lowest current market anchor found was $85,000 for a furnished 50 sqm one-bedroom apartment on floor ten. A separate urgent studio listing also used an $85,000 asking price. CAM Realty displays a studio product from $102,090, IPS starts at $126,000, and ERA states $120,000. Those figures represent different market layers, unit types, areas, conditions and possible discounts; they cannot be merged into a single inventory price list.
Two-bedroom pricing is also uneven. A current Khmer24 listing offers a 111.36 sqm apartment on floor twelve for $165,000, while other project listings show figures around $200,000 and above. The buyer must establish whether each area is net or gross, how many bathrooms and balconies are included, what furniture remains, whether the title is registered, and whether any management debt is attached to the apartment.
Penthouses need a separate diligence process. ERA gives a project range reaching 459 sqm, while current listings advertise a multi-level residence of about 369 sqm for approximately $368,000 and claim a substantial loss from the original price. A seller's loss statement is not proof of a discount or market value. For a complex multi-level home, the registered area of every level, stairs, terraces, external rights, engineering systems and recurring charges require particular attention.
The principal amenity area is on floor seven. CAM Realty lists a main pool, children's pool, fitness centre, half basketball court, indoor and outdoor playgrounds, jacuzzi, steam room, sauna, KTV room, spa and massage areas, restaurant, BBQ deck, cigar bar, coffee lounge, gardens and outdoor seating. Official photographs confirm an operating pool and open terrace. Booking rules, operating hours and tenant or guest access to individual rooms should be checked against current management regulations.
Parking occupies floors five and six. CAM Realty states 399 spaces and monthly charges of $50 for a car and $10 for a motorcycle. Those are published terms rather than permanent contractual guarantees. Inspection should cover the selected owner's parking rights, guest allocation, entrance width, peak-hour queues, electric-vehicle charging and the practical route used by taxis, deliveries and service contractors.
The building is reported to have five lifts: four passenger lifts and one service lift. For 851 apartments, lift performance is an important operational factor. Waiting time depends on actual occupancy, how traffic is divided between towers, use of the service lift and access to the commercial podium. A buyer should visit during a busy morning or evening rather than only at a quiet midday appointment, and should also test card access, emergency routes and backup power.
Lift and parking load in comparable ratios
With 851 apartments and four passenger lifts, the development has roughly 213 apartments per passenger lift. The service lift should be assessed separately because resident use may be restricted by building rules. This is not a statutory benchmark or a quality verdict; it is a practical reference for timing real journeys during the morning and evening peaks.
The published 399 car spaces equal about 0.47 space per apartment before visitors to the 50 commercial premises are considered. Buyers should obtain written confirmation of whether a space is attached to the unit, merely rented month to month, and how overflow is managed during busy evenings and weekends.
CAM Realty states a residential management fee of $0.70 per sqm including facility access, and $1.10 per sqm for shophouses. It also states that no separate sinking-fund or insurance charge applies. That does not mean future capital expenditure is impossible, nor does it freeze the tariff. Before purchase, the management company should issue a current statement showing the applicable fee, unit arrears, utility tariffs and the mechanism used to fund major repairs.
Evidence to request on reserves and building insurance
If there is genuinely no separate sinking-fund or insurance charge, the position should be supported by the current management budget rather than a verbal explanation. Request approved income and expenditure, the reserve balance, major works completed during the past two years, planned capital expenditure and the decision-making process for any special owner levy.
Also request the current policy covering common property, or written confirmation that no such policy exists, together with coverage limits, exclusions and the claims procedure. Personal contents or unit insurance does not replace cover for lifts, façades, shared engineering, the podium and other common parts.
Handover condition is described as basic fixture, so secondary units may vary more than apartments delivered under one standard furniture package. The official interior photographs show several furnished concepts, including kitchens, living rooms, bedrooms, bathrooms and deep planted balconies. These images establish project identity and demonstrate possible spatial arrangements, but they are not an inventory for the selected apartment. Furniture, appliances, air conditioners, curtains and lighting should be listed in a signed annex.
Balconies and façade glazing are significant elements of the layouts. Official photographs show private planted balconies, but daylight and outlook depend on tower side and the neighbouring wing of the X-shaped plan. Some homes may face the pool or inner precinct, while others look toward the city. Buyers should request a current photograph from the exact unit, measure the distance to the opposing façade, and assess solar load and noise from the retail podium.
Toul Kork offers a different living pattern from BKK1 or Koh Pich. The district combines housing, schools, cafés, supermarkets and shopping centres, but convenience depends on the buyer's actual route. ERA confirms the Street 337 and Street 335 junction and the relationship with Street 566. The address may work particularly well for a household connected to Toul Kork schools, while travel to southern Phnom Penh will be more sensitive to traffic than to straight-line distance.
Current listings show an established rental market. A one-bedroom home of about 74 sqm gross was advertised near $650 per month, while a two-bedroom apartment was offered around $1,500 with additional services. These are individual asking rents, not guaranteed income. A rental model must account for furnishing quality, view, floor, utilities, management fee, agent commission, vacancy and competition from hundreds of compact apartments within the same project.
Sources use different ownership terminology for foreign buyers: IPS states hard title, CAM Realty states freehold, and APS states freehold and foreigner eligible. Those labels address different issues and do not replace the selected apartment's document. The buyer must inspect the strata title, confirm that the unit is above the ground floor, check foreign-quota availability, registered area, mortgages and the practical ability to register the transfer, especially in a private resale.
Royal Platinum is relevant to a buyer seeking a completed large condominium in Toul Kork, a broad unit range and substantial facilities within the building. Its strengths are an operating property, a recognisable urban address, pool and club amenities, retail podium and active resale market. Its main complexities are the volume of similar apartments, conflicting published figures and inconsistent net/gross area presentation. The practical next step is to shortlist three to five identified units, verify documents and costs, and inspect them on the same day.
The commercial component adds convenience but also creates operating flows that need inspection. Fifty shophouses may provide cafés, retail and daily services, yet the tenant mix changes over time. Apartments above the podium can be affected by trading hours, restaurant extraction, music, deliveries and visitor traffic. A serious viewing should include the retail frontage and lower podium during an evening or weekend, not only the residential lobby during office hours.
Several apartments should be compared through one total-cost worksheet. It should include the seller's price, potential tax and registration costs, commission, furnishing, repairs, management fees, parking and outstanding charges. Net and gross area, floor, orientation and outlook should be recorded separately. This often shows that the lowest asking price is not necessarily the best purchase once refurbishment, appliance replacement or arrears are included.
Technical inspection should reflect the fact that the project is operating and intensively used. Buyers should look for moisture around balconies and façade windows, inspect grout and plumbing, test water pressure, listen to air conditioners, check extraction, electrical panels and door hardware. High-floor units require attention to wind and heat exposure, while lower floors require closer review of privacy, podium traffic and facility noise.
A broad resale market gives buyers negotiating leverage, but it also demands discipline. An 'urgent sale' or claimed loss should not trigger an immediate reservation. Title, seller identity or corporate authority, management-fee clearance, unit plan and furniture inventory should come first. Only after document screening and physical inspection should price be agreed, with a reservation mechanism that clearly addresses refund rights if the legal review reveals a material problem.

How should I test the emergency routes from the selected apartment?
CAM Realty reports three emergency exits for the development. During inspection, walk both evacuation directions from the apartment door, confirm that stair doors are not locked, identify where the stairs discharge at podium and ground level, and establish whether the three published exits serve both towers or separate zones. Ask management for the current evacuation plan and the latest fire-system inspection record.
