For an owner-occupier that creates a genuinely walkable seaside routine; for a rental buyer it is a simple location story future guests can understand. The trade-off is equally real: this is an active urban promenade, not an isolated resort beach.
314 official homes
The developer states 314 residential units in a 45-storey tower. That preserves a full high-rise amenity program without moving into the thousand-unit scale seen in some Jomtien developments. The practical test after opening will be lift capacity and peak-time use of shared spaces, so occupancy experience matters more than the word 'exclusive'.
Vertical amenity stack
Facilities are distributed through the building rather than concentrated at ground level: lower lobby and garden zones, major pool and fitness functions around Floor 11, and an upper lounge/deck area. That creates distinct resident spaces with different views and uses. Booking rules, operating hours and paid services still need to be checked once the juristic management regime is fully running.
Active resale market
By August 2026 AROM Jomtien already has a meaningful public resale and assignment market, including one- and two-bedroom stock, occasional larger units and both Thai- and foreign-quota listings. This gives buyers a real comparison set rather than one launch-price headline. The lowest asks can be materially cheaper than old project price lists, but they are not automatically available for foreign freehold registration.
Quota before headline price
For a foreign purchaser, the project's freehold status is only the starting point. Registration in a foreign name depends on available capacity within Thailand's 49% foreign condominium quota for the selected unit. A low Thai-quota asking price and a higher foreign-freehold asking price are therefore different legal products even when the floor area looks almost identical.

The official project page names Colours Development Co., Ltd. as the joint-venture developer and AVA Land Development Company Limited as the project owner. The scheme is not a multi-tower resort: it combines one high-rise residential building with a separate two-storey commercial building. Official material states 314 residential units plus three commercial units. Major portals commonly show 315 residential units, so this dossier keeps the developer's 314 figure and flags the discrepancy rather than averaging the numbers.
The location is straightforward. The tower sits along Jomtien Beach Road with the public beach directly across the road, so residents do not need to cross several inland blocks to reach the promenade. This is urban beachfront living rather than a private-beach compound. Cafes, restaurants, the night market and the long Jomtien promenade are part of the same daily environment. That convenience comes with an obvious trade-off: traffic, evening activity and seasonal events are also part of the address. Anyone looking for a very quiet residential lane should visit at different times of day before treating the beach position as an automatic advantage.

The project is relatively contained for a new Pattaya high-rise. A 45-floor tower with 314 official residential units is not small, but it is materially different from Jomtien projects built around a thousand or more homes. The useful point is not the marketing label 'exclusive'; it is how many households share the lifts and amenity areas once the building is fully occupied. Here, common spaces are distributed vertically: lobby and garden functions at the lower levels, major pool and fitness facilities around Floor 11, and an upper lounge/deck component at the top. Detailed floor-plan material also separates lower private-pool residences, mid- and high-rise residential zones, penthouse floors and a private-deck level.
The core product is one- and two-bedroom condominium stock. The official gallery shows 33.27 sqm and 47.47 sqm one-bedroom layouts and an 84.04 sqm two-bedroom. More detailed market floor-plan sources also show a 32.79 sqm compact one-bedroom, intermediate one-bedroom sizes, a private-pool one-bedroom around 54.02 sqm, and two-bedroom layouts from 64.85 to 84.04 sqm. Larger three-bedroom units appear in current resale listings, but they are not treated here as the standard developer mix without a matching official schedule. At AROM Jomtien, floor, orientation, view, ownership quota and contract status can be as important as bedroom count when comparing two units.
The developer describes AROM Jomtien as a freehold residential condominium. For an overseas buyer, that does not mean every advertised apartment can automatically be registered in a foreign name. Thai condominium law limits aggregate foreign ownership to 49% of the qualifying condominium unit area, and the selected unit must sit within available foreign quota at transfer. Current AROM Jomtien listings include both Thai-quota and foreign-quota stock. This distinction changes the meaning of the headline starting price. On 15 August 2026, the lowest active public listing found on PropertyHub was THB 3.99M for 32.79 sqm, explicitly described as a Thai-quota resale. Foreign-freehold examples are available in the market, but their asking prices are higher and quota availability must be verified for the exact unit.
Handover timing is the main unresolved project-level issue. Several property databases already label AROM Jomtien as completed in August 2026. The project's own social channel, however, was still publishing a construction update in June 2026, and an April update reported 87% overall progress with move-in targeted for Q4 2026. July site footage also continued to show an active construction process. For that reason, this dossier records the project as under construction with expected completion in Q4 2026. A buyer should verify the status through the actual unit: access for inspection, snagging, handover documentation, condominium registration and Land Office transfer are more meaningful than a portal's generic 'completed' badge.
Two operating-cost figures are available directly from the project: a common-area fee of THB 70 per sqm per month and a one-time sinking-fund contribution of THB 700 per sqm. No total amount is calculated here because the buyer's actual charge depends on the selected unit area and transaction documents. The shared facility mix includes a swimming pool, gym, onsen area, lounge, landscaped common areas, concierge support and EV charging. Independent project profiles also identify a kids' area, spa functions and additional social rooms. As with many service-heavy condominiums, the existence of a room does not necessarily mean every service is included in the monthly common fee, so post-handover operating rules matter.
AROM Jomtien is already functioning as a market of individual deals rather than a single brochure price. Major portals show dozens of active resale and assignment listings with wide variation by floor, unit size, quota and seller. That is useful because buyers can benchmark competing units instead of relying on an old launch price. It also means a seemingly similar 33 sqm apartment can carry very different economics depending on whether it is Thai quota or foreign quota, what has already been paid to the developer, what furniture or fit-out is included and when transfer can occur. The sensible comparison sequence is unit first, legal structure second, outstanding payment obligations third, and asking price last—not the other way around.

Ownership format
The project is marketed as a freehold condominium. A foreign buyer can register freehold only for a unit within the available foreign quota, capped at 49% of aggregate condominium unit area; quota availability must be confirmed for the selected unit. A specific to the project leasehold offering was not confirmed in the sources used.
Unit types & sizes
The entry format for one person or a couple. The official project material shows 33.27 sqm, while market floor-plan sources also show a 32.79 sqm version. This size is common at the lower end of resale asking prices, but quota, floor and view materially change the ticket price.
A middle step between the smallest one-bedroom and the 47.47 sqm layout. Current listings show 38.19, 39.0 and 39.22 sqm examples; they are not one universal plan, so the exact unit plan matters before comparing prices.
This exact size appears in the official AROM Jomtien gallery. The extra floor area gives a more comfortable separation between living and sleeping zones, although high-floor asking prices can overlap with smaller two-bedroom units, so size alone is not enough for comparison.
A special lower-floor format separated from the standard one-bedroom stock in detailed floor-plan material. It is not a land-and-house villa: legally it remains a condominium unit, with the private pool attached to that residence.
The main family-oriented format. The 64.85 and 84.04 sqm sizes are supported by several project sources, with 84.04 sqm also shown in official material. Resale stock also includes intermediate layouts around 74 sqm, so stack position and floor should be checked rather than assuming one standard two-bedroom plan.
The official project confirms penthouses, and floor-plan material identifies Floors 43–44 as a dedicated penthouse zone. Larger three-bedroom listings do appear on the market, but no single official public penthouse size table was found, so no area is fixed here.
Public material does not provide one definitive live unit schedule.
