Why this project is worth a look

Completed and inspectable

The building is operating, so buyers can inspect the common areas, lifts, pools, management standards, and the actual unit rather than relying on a future delivery schedule. Construction risk is largely replaced by resale due diligence: title, foreign quota, unpaid common fees, unit condition, and the condominium juristic person’s records become the important checks.

Amenities across levels

The shared facilities are distributed through the tower rather than concentrated around a single lobby pool. The 21st, 22nd, and 43rd floors host major pools, fitness areas, children’s and entertainment spaces, and rooftop social areas, with additional facilities described on the fourth and fifth floors. For an owner-occupier, the ongoing quality of these spaces is a material part of the living experience.

Several entry points

Resale stock ranges from compact one-bedrooms at relatively low asking prices to much more expensive high-floor or foreign-quota units. That gives buyers choice, but it also makes a single “starting price” misleading. A Thai-quota unit and a foreign-quota unit may sit in the same building yet represent very different legal products for an international buyer.

Jomtien, second line

The tower is close enough to the beach for a walk, but it is not a beachfront parcel. Some buyers will prefer that balance because Jomtien Second Road connects more directly into the local road network; others will see the absence of a true first-line position as a compromise. The right answer depends on whether daily mobility or immediate beach frontage matters more.

Established resale market

Active sale and rental inventory, together with recorded resale transactions on major portals, gives buyers more evidence than a new launch normally offers. It is possible to compare sizes, floors, quotas, and asking prices across multiple units. We do not turn portal yield calculations or developer growth language into a return promise; the resale appeal of any one apartment still depends on its specific configuration and price.

About the project

The Riviera Ocean Drive is a completed 43-storey condominium tower by The Riviera Group on Jomtien Second Road. That completion status changes the buyer’s job. There is no longer a construction timetable to underwrite; the questions move to the specific resale unit, its ownership quota, physical condition, floor, view, furnishing, outstanding fees, and the way the condominium is being managed in practice. The developer’s current project page states 513 units, 103 parking spaces, and completion in December 2022. For a buyer, the building is therefore something that can be inspected as an operating asset rather than purchased mainly from renderings and future promises.

This is a large resort-style high-rise rather than a low-density residential block. A meaningful part of the proposition sits outside the apartments themselves. The developer lists a cantilevered infinity pool, a 12-person jacuzzi, cardio gym, kids’ club, and lounge decks on the 21st floor; the 22nd floor adds a weights gym and entertainment areas; the 43rd floor is used for the rooftop sunset lounge, another infinity pool, and bar space. A project microsite also identifies an infinity pool with café and bar on the fifth floor and a relaxation level with a lily pond on the fourth. Buyers who plan to live here should treat the quality and maintenance of these shared facilities as part of the property they are effectively paying for.

The official unit matrix is compact. Studios are listed at 21–22.5 sqm, one-bedrooms at 25.4–50.5 sqm, and standard two-bedrooms at 63.6–74.7 sqm, with a combined two-bedroom option around 74–81 sqm. That wide one-bedroom range matters more than the label suggests: a 26 sqm one-bedroom and a 44 sqm one-bedroom can feel like entirely different products even though both appear under the same filter on a portal. Resale listings also show larger two-bedroom units, so the registered plan and exact area should be checked before comparing price per unit or assuming that every two-bedroom follows the developer’s standard range.

The resale market is deep but not uniform. PropertyHub’s project feed, updated on 21 August 2026, shows asking prices as low as THB 2.4 million for a small unit. However, the lowest visible asks are tied to Thai-name ownership, while separate listings explicitly marketed in foreign quota sit higher—for example, a 31 sqm foreign-quota unit at THB 3.39 million. That distinction is central for an international buyer. A headline “from” price is not automatically an achievable foreign-freehold entry point. The useful comparison is price plus quota, size, floor, view, furniture, and condition, because two units in the same building can have materially different legal and commercial profiles.

Foreign buyers can own condominium units directly in their own name only within the statutory foreign ownership quota. Thailand’s government information service states that foreign ownership may not exceed 49% of the total condominium unit area in a registered building. The Riviera Ocean Drive resale market includes units advertised as foreign quota, Thai quota, and company-held. Those categories should not be treated as interchangeable. If the buyer’s objective is direct personal freehold ownership, the selected unit needs a valid foreign-quota path, supported by the condominium juristic person’s documentation and the paperwork accepted at the Land Department. A Thai-quota unit may be cheaper, but its lower asking price does not make it the same product for a foreign individual.

The location is practical for Jomtien rather than genuinely beachfront. The building is on Jomtien Second Road, and the developer describes Jomtien Beach as roughly a five-minute walk away. That gives residents access to the beach while keeping the tower on the internal road network, with routes toward Thappraya Road, Sukhumvit Road, and central Pattaya. The same caution applies to views. The developer markets direct sea views across the building, but active listings sometimes use “city view” or “skyline view.” A buyer should therefore verify the view from the actual balcony at the relevant floor and orientation instead of applying a project-level marketing statement to every resale unit.

Parking is another practical constraint worth understanding before purchase. The developer lists 103 parking spaces for 513 units, and Hipflat describes the parking ratio as about 20% of the unit count. That does not mean every resident will struggle to park, but it does mean car-dependent buyers should ask how access works, whether spaces are assigned, and what happens at peak occupancy. Hipflat also lists the common-area fee at THB 50 per sqm and the sinking fund at THB 500 per sqm, and it marks pets as not allowed. These are useful operating-cost and lifestyle signals, but the latest rules and balances should be confirmed directly with the condominium juristic person before transfer.

The most sensible way to approach The Riviera Ocean Drive is therefore as a mature resale building with strong amenities and wide variation between individual units. Its strengths are visible: the project is complete, the unit-size structure is well documented, the amenity package is substantial, and there is enough resale activity to create genuine choice. Its compromises are equally visible: density, limited parking, quota-driven pricing, and inconsistent portal descriptions of views and larger layouts. At this stage, the project name is only the first filter. The actual investment or lifestyle decision comes down to selecting a unit whose ownership status, plan, floor, view, price, and condition make sense together.

Ownership format

A foreign buyer can hold a condominium unit directly in personal freehold only within the building’s foreign quota, capped at 49% of the total condominium unit area. Current resales include foreign-quota, Thai-quota, and company-held units; a cheaper Thai-quota unit is not legally equivalent to foreign quota for an individual foreign buyer. The selected unit’s status must be confirmed before purchase.

The smallest official format in the project. It suits a single occupant, short stays, or a buyer who values the building’s amenities and location more than internal space. Resale portals do not always label studios consistently, so the registered layout and exact area should be checked on the individual unit rather than inferred from the listing title.

This is the project’s core resale format and it spans a very wide size range. Units in the mid-20s behave more like enlarged studios, while layouts around 40–50 sqm can offer a much more comfortable separation between bedroom and living space. Because the category is so broad, price comparisons only make sense when quota, floor, orientation, furnishing, and condition are considered together.

The developer’s current specification places standard two-bedroom units in this range. It is the more practical choice for a family, long stays, or anyone who needs two genuinely separate rooms. Larger two-bedroom resales do appear online; these may be combined or altered layouts, so anything outside the standard range should be verified against the registered plan.

It should be treated as a distinct product because bathrooms, partitions, kitchen arrangement, and legal unit configuration may differ from a standard two-bedroom layout. Larger resales also exist, but we do not classify them as combined units without the registered plan and supporting documents.

The size ranges above come from the developer’s current project specification. Resale portals are not perfectly consistent with that matrix: two-bedroom listings around 80–106 sqm appear, and some units labelled as studios fall outside the official studio range. These cards therefore describe the developer’s base product structure rather than forcing every resale listing into a single taxonomy.
