Why this project is worth a look
Genuine beachfront setting
The address and APUS map place Cetus directly on Jomtien’s seafront road, while major project databases confirm direct beach access. That is more meaningful than a generic 'near the sea' claim, although the view and noise profile still need to be checked from the actual apartment.
Completed and inspectable
The building is finished and operating, so buyers can judge what exists rather than what a rendering promises. Construction uncertainty is largely gone; technical condition, management quality and the history of the selected resale unit become the more important checks.
Several residential formats
Cetus combines compact tower apartments, larger multi-bedroom layouts and low-rise residences with private pools. That gives buyers more ways to use the project, but resale agents do not always label the same size consistently, so the plan and registered unit details matter more than the marketing category.
Active resale inventory
Large portals carried dozens of sale listings in September 2026, giving buyers real choice rather than a single seller’s stock list. The cheapest visible unit may sit in Thai ownership, however, so price must always be read together with tenure and foreign-quota availability.
Visible operating costs
Published project profiles give a common-area fee of THB 40 per sqm per month and an original THB 500 per sqm sinking-fund contribution. A resale buyer should still verify the current budget and any outstanding charges on the specific unit rather than assuming historical figures tell the whole story.
About the project
Cetus Beachfront Pattaya is a completed seafront condominium on Jomtien rather than an off-plan proposition. The project combines a high-rise tower with a much smaller low-rise component by the beach, and the stronger sources converge on 310 residences in total and 49 storeys for the main tower. That shifts the buyer’s due-diligence priorities. Construction delay is no longer the central risk; the important questions are the condition of the actual unit, how the building has been operated after roughly a decade in use, whether the seller can transfer clean title, whether common-area charges are fully paid and whether foreign quota is available for that specific apartment.
The two parts of the development serve different residential formats but belong to the same project. Cetus Tower contains the conventional high-rise inventory and most of the sea-view apartments. Cetus Villa is the smaller low-rise wing with larger two-bedroom residences and private pools. Several project profiles break the stock down as roughly 294 tower units and about 16 villa units, matching the widely reported total of 310. They share the same project identity and address, so the tower and villa wing should not be treated as separate developments unless a transaction-specific document creates a genuine legal distinction.

The location is unusually straightforward for a Pattaya project described as beachfront. APUS’s own map link resolves to the building on Jomtien Sai Nueng Road, and FazWaz lists direct beach access. Buyers therefore do not need to interpret 'near the beach' as a vague marketing radius here. The practical value is obvious for personal use and holiday-oriented rentals, but the beachfront setting does not make every unit equally quiet or equally attractive. Floor level, orientation, traffic on the seafront road, neighbouring buildings and the exact line of sight all matter, so a viewing of the chosen apartment remains more useful than a generic project description.
The original unit mix spans a broad range. Tower layouts are commonly described as one-bedroom units of about 39–54.5 sqm, two-bedroom homes around 85–89 sqm and larger three-bedroom residences in a roughly 85–145 sqm range. The low-rise Cetus Villa section is typically shown with two-bedroom residences of about 95–130 sqm and private pools. Current resale advertising introduces one complication: some agents label units around 39–40 sqm as studios even though project descriptions use one-bedroom terminology for similar sizes. A buyer should therefore verify the floor plan and title rather than relying on the bedroom count in a listing headline.
By 2026, Cetus is a resale market, not a developer price-list market. PropertyHub showed dozens of active sale listings in early September. The lowest visible offer we found was THB 4.22M for a unit of about 40.3 sqm and was marked as Thai ownership, while another listing around 55 sqm at THB 6.6M was specifically marked for foreign ownership. Those two homes are not directly comparable — size, floor, condition and view differ — so the gap should not be read as a clean 'foreign quota premium'. It does show why a headline starting price can be misleading for an overseas buyer unless tenure is attached to the price.
Other large portals place the market in a similar band without producing one single authoritative figure. FazWaz showed sale inventory from roughly THB 4.95M on the check date, DDproperty displayed a broad range of about THB 4.89M to THB 25M, and Pearl Property advertised stock from around THB 5.1M. That spread is normal in a mature completed condominium where individual owners are selling different units. Floor, sea exposure, renovation quality, furniture, tenancy and title structure can all change value. Treat the lower end of that range as a dated market reference, not as the developer’s official price.
Foreign ownership requires unit-level verification even though Cetus is a registered condominium. Thai law allows qualifying foreign buyers to hold condominium freehold within the statutory foreign quota, which is capped at 49% of the aggregate unit area of the condominium. DDproperty labels the project as freehold and FazWaz explains foreign-quota ownership, but neither statement proves that every current listing can be transferred to a foreign name today. Before paying a material deposit, the buyer should verify the selected unit’s title and obtain confirmation from the condominium juristic person that the foreign quota remains available for the transfer.
The project’s recurring charges are unusually transparent for an older Pattaya condominium. FazWaz and several specialist profiles state a common-area management fee of THB 40 per sqm per month and an original sinking-fund contribution of THB 500 per sqm. The sinking fund is generally a one-off payment made at initial transfer and may already have been settled years ago, but a resale buyer still needs evidence that current common charges are paid and should review whether the present annual budget is sufficient. At this age, meeting minutes, major repair plans, lift condition, façade work, pools and shared mechanical systems matter more than the original brochure.
Cetus also has a fairly extensive common-facility package. Sources consistently describe a beachfront pool, an elevated or rooftop pool, fitness facilities, sauna and steam areas, gardens, reception, parking, key-card access, CCTV and 24-hour security. FazWaz places the pool and gym on the seventh floor, the lobby on the eighth floor and a garden at roof level. A long amenity list can be useful, but it also creates maintenance obligations. The relevant question for a resale buyer is not whether a facility appeared in 2015 marketing material, but whether it is open, properly maintained and funded today.
Developer identity is clear at brand level but less clean at legal-entity level. APUS’s own corporate site describes Cetus Beachfront Pattaya as one of its projects, and FazWaz identifies APUS Development Group as the developer. Some secondary databases, however, use Bellagio Development, while DDproperty currently shows Ocean Residence Property in its developer field and Bellagio Development in a separate project-detail section. That is not enough to conclude that the project itself is confused, because the physical asset, address and specifications match. It does mean the legal project company should not be stated as a certainty without corporate or title documents.
The project’s age can work in a buyer’s favour if it is treated correctly. A completed building allows a purchaser to inspect real views, real common areas, real traffic and the actual condition of the selected unit. There is no need to extrapolate from renderings. The trade-off is that the buyer is not purchasing a generic 'Cetus apartment'; they are buying one individually used resale asset in 2026. Two nominally identical layouts can differ materially because of renovation history, furniture, appliances, maintenance, outstanding charges, current tenants and transfer readiness. Unit-level diligence is therefore central to the decision.

Ownership format
A foreign buyer may own a condominium unit freehold within the statutory foreign quota, capped at 49% of the aggregate unit area in the registered condominium. If quota is unavailable for a particular unit, other structures may be offered, including registered leasehold; the general legal ceiling for a real-estate lease is 30 years. The exact title and quota status of the selected unit should be checked before a material payment is made.
Home types & sizes
