Why this project is worth a look
An address with occupants
A 2020 infrastructure directory and businesses operating from named plots provide evidence of an estate with a history. That offers something tangible to inspect, even though it does not verify every construction or transfer document.
Two documented starting layouts
The government registry describes a smaller two-bedroom house and a four-bedroom alternative. Their land areas are fairly close, but their internal accommodation is very different.
A south-Denpasar routine
Pemogan is more naturally suited to an everyday residential base with road access towards Kuta and other southern districts than to a beachfront holiday lifestyle. The appeal depends on where the buyer actually needs to travel.
Property-specific resale choices
Owner listings show homes beyond the two standard catalogue descriptions. The resulting choice can be useful, provided each advertised area, renovation and title is treated as specific to the property being sold.
About the project
Garden Town House sits in Pemogan, South Denpasar, and belongs to a part of Bali that functions primarily as a place to live and work rather than as a beach-resort destination. The Indonesian housing registry records two commercial house designs under this name, while property advertisements and local business addresses indicate an established estate with homes being occupied and offered by private owners. Those are useful signs of a real neighbourhood, but they do not turn a registry entry into proof that every house is finished, legally identical or available to purchase. This is a property where the particular plot and its paperwork matter at least as much as the development name.

The location is more specific than the often-used label “near Sunset Road.” Biznet's October 2020 coverage directory identifies a housing estate called Garden Town House on Jl. Glogor Carik in Pemogan. A medical-equipment distributor gives its Bali office as Garden Townhouse, plot B9, Jl. Gelogor Carik; a separate local business publishes a C5A address on the same street. Both spellings appear in local sources. They provide convincing address context and evidence of distinct occupied plots. The address on Jalan Pura Mertasari in the official housing record, however, is expressly described as the marketing office. It should not be substituted for the entrance to the residential estate.
Two original designs are documented in the government listing. Blok A is a 61-square-metre house with two bedrooms and one bathroom on a 105-square-metre plot. Blok B has four bedrooms and four bathrooms, 125 square metres of building area and 100 square metres of land. The associated catalogue prices are IDR 1.8 billion and IDR 2.1 billion respectively. These are published figures for house types, not a live inventory feed or fixed quotations for resale units. The registry also reports one commercial home and no commercial sales in its recorded stock, with no subsidised homes in that entry. It does not say that the entire older estate consists of a single house.
The plot-to-building relationship is unusually instructive. The two-bedroom design offers slightly more land but much less built space, while the larger four-bedroom plan accommodates far more rooms on a smaller plot. A household deciding between them will care about where those rooms sit, how much open space remains, natural light, parking and the stairs as much as it cares about the headline square metres. The supplied property information does not confirm net internal areas or give a reliable, universal floor count for both plans. A floor plan attached to a listing is a starting point; the as-built layout and cadastral boundaries of the actual property are the decisive documents.
A second layer of the market exists outside these registered designs. One February 2026 resale advertisement described a two-storey, 122-square-metre house with three main bedrooms, an additional room, four bathrooms and a 100-square-metre plot, asking IDR 3.35 billion. The advertisement has since been deactivated. Another online offer describes a four-bedroom, four-bathroom townhouse of 100 square metres at IDR 2.8 billion. Neither can be assumed to be the same original design as Blok A or Blok B. Renovations, measurement conventions and the specific block may all affect the description. A buyer comparing these listings with the registry is comparing individual property offers, not necessarily identical products at different prices.
The estate has an observable history, although a definitive completion date remains elusive. Its appearance in a 2020 telecommunications coverage directory means that the named housing estate was in use or recognised well before the current year. Businesses continue to publish specific unit addresses, and rental advertisements relate to occupied or occupiable properties. Together they are persuasive evidence of an established location, not simply an unbuilt off-plan concept. Yet a directory entry is not a handover certificate, and a company's street address tells us nothing about whether a later renovation received permission. The number of original homes, the timing of any subsequent blocks and the project's full completion record remain unverified.
Construction details are available for the two registered designs, though they are brief. The catalogue refers to brick walls, stone foundations and tiled or granite finishes. Blok A is described with metal roofing tiles; Blok B with conventional roof tiles. In a humid tropical setting, those specifications are less revealing than a careful inspection of leaks, roof joints, drainage, ventilation, damp walls and maintenance history. A long-occupied house can be excellent value if it has been maintained properly, but a neat interior and fresh paint can also conceal work that will cost money after transfer. The registry is not an engineering condition survey.
The local listing market sometimes calls parts of Garden Town House “apartments.” Advertisements on Gelogor Carik include compact 15- or 20-square-metre rentals and a furnished 30-square-metre two-bedroom mezzanine-style unit. That language should not be mistaken for evidence of a separately approved condominium phase. Agents frequently classify subdivided or converted properties according to how they are rented, rather than the legal status of the underlying building. A unit marketed as an apartment may therefore raise additional questions about its permitted use, separate access, fire safety, utilities and whether the owner is entitled to lease it independently. The materials reviewed do not establish a stand-alone strata-title building under the Garden Town House name.
Rent advertisements help illustrate who uses the area, but they do not establish an investment return. In June 2026 a three-bedroom, 122-square-metre house was marketed at IDR 135 million per year; the listing was subsequently marked rented. Another offer involving a similarly sized house quoted IDR 185 million per year while also advertising a sale. At the small-unit end, a 15-square-metre rental was offered at IDR 45 million annually. Those asking figures describe very different properties and lease arrangements. They say little about net cash flow until actual executed rents, vacancies, furnishing costs, repairs, utilities, estate charges and applicable tax and licensing obligations are understood. An investor should not turn them into a yield forecast for either registry design.
Access and common facilities deserve the same unit-level scrutiny. Individual sales and rental advertisements refer to a gated entrance, security personnel, cameras, a playground and parking, with access-road widths described variously as five or six metres. The sources are consistent enough to describe a residential estate with shared security arrangements, but not enough to promise that every facility operates continuously or is covered by a fixed service fee. Even everyday questions can become material: where guests park, who maintains the road, how security is funded, and whether changes to a façade or an additional rental room require approval. None of those arrangements has been confirmed by an estate management contract.
For foreign purchasers the headline prices require an extra reality check. Indonesia does not allow a foreign individual simply to take Hak Milik land ownership in the same way as an Indonesian citizen. Hak Pakai is a recognised right of use that may be available for qualifying residential ownership, subject to the buyer's position, the land title and the relevant rules. Hak Guna Bangunan, often seen in advertisements as SHGB, is a different land right. Different listings at Garden Town House refer to SHM and SHGB, but they concern individual offers and do not establish a single ownership structure for the whole estate. The actual land certificate and the seller's authority to transfer or grant rights remain essential.
There is a particularly important mismatch between the registry's prices and Indonesia's foreign-buyer framework. The 2022 ATR/BPN ministerial decision, shown as in force by the ministry at the time of this review, sets a minimum of IDR 5 billion for a landed residential house in Bali under the relevant foreign housing acquisition rules. Both registered Garden Town House prices sit below that threshold. This does not rule out every lawful form of renting a house, but a listing at IDR 1.8 billion is not evidence that an overseas individual can acquire that house outright. Nor does buying through an unrelated nominee cure the problem. Legal eligibility, the nature of the interest transferred and the land registry record need to be resolved before the price becomes meaningful to a foreign buyer.
The final uncertainty is administrative rather than cosmetic. Public-facing listings mention older IMB building permits or the current PBG system, yet no permit tied to a specific identified house was independently reviewed. Nor was a corresponding SLF certificate confirming fitness for use. That is a limit of the available evidence, not a claim that the documents do not exist. Conversions for room rental may call for further checks of the permitted use and applicable local requirements. PT Mitra Sanur Propertindo is named by the government housing database as the project's developer; whether that entity is the actual contracting seller for a particular unit has not been established. Those distinctions matter if money is to change hands.
Garden Town House is therefore best approached as an established residential estate with documented house formats and a varied secondary market, rather than as a uniform newly launched investment scheme. Its appeal is practical: room for household life in southern Denpasar and access to the roads connecting work, shopping and neighbouring districts. It is less compelling for someone whose first priority is a managed resort property, a confirmed holiday-rental operation or a simple foreign freehold purchase. The decisive next step is to identify a specific block and plot, then match the asking price, title, permits, physical condition and ongoing obligations to that exact property.
