Ratsada puts the project in Phuket Town's everyday orbit rather than in a beach-resort zone. That can work well for a household focused on schools, hospitals, offices and local business, but it is a different proposition from buying for walkable beach access.

The original mix is easy to understand: 115 sqm Shallow townhouses, 155 sqm Tide homes and 195 sqm three-storey Crest commercial home-offices. Buyers can start with how the property will actually be used rather than sorting through many minor plan variations.
Inspect before buying
The development is complete and has an established resale market. A buyer can inspect the exact building, plot, parking arrangement, alterations, maintenance condition and neighbouring properties instead of relying on construction-stage promises.

Ocean Property says it was established in 1989 and is part of the long-running Ocean Group. Corporate history is not a substitute for transaction due diligence, but it gives the project a traceable developer with an operating business, public portfolio and continuing presence.
Land drives the legal structure
For foreign buyers, this is the point that can determine whether the property is suitable at all. A townhouse cannot be treated like a foreign-quota condo; the land title, registered owner and lawful land-use arrangement for the specific property need to be understood before money is committed.

Ocean Town Muang-Ratsada is a completed low-rise development by Ocean Property in Ratsada, on the urban side of Phuket. It is neither a beach resort nor a conventional condominium. The scheme combines two-storey townhouses with three-storey commercial home-office buildings, giving it a more local, everyday character than the island's tourism-led residential projects. The developer's current project page lists 187 properties in total: 171 townhouses and 16 commercial home-office units.
The site is on Srisutat Road in Ratsada, Mueang Phuket. Its practical catchment is Phuket Town rather than the west-coast beaches. Ocean Property lists Satree Phuket School, the district office, Vachira Phuket Hospital, Mission Hospital, Phuket Rajabhat University and Central Festival among nearby reference points. That positioning matters: a buyer looking for a primary home, school access or a base for running a local business may read the location very differently from someone shopping for a holiday property near the sea.

There are three original product types. Shallow is a two-storey townhouse with 115 sqm of usable area, three bedrooms, two bathrooms and one parking space. Tide increases usable area to 155 sqm and, on the developer's current page, is described as three bedrooms, three bathrooms, one multipurpose room and two parking spaces. Crest is a three-storey commercial home-office format with 195 sqm of usable area and a five-metre frontage. A 2019 launch release described Tide as a four-bedroom home, so the bedroom count should be checked against the plan and the actual property being purchased rather than assumed from marketing history.
Construction started in the fourth quarter of 2018. Ocean Property's current page gives 2022 as the expected completion year, while major resale platforms record the development as completed in December 2022. By 2026, buyers are dealing with standing properties rather than an off-plan promise. That changes the due-diligence priorities in a useful way: the house can be inspected, its actual plot and parking can be seen, surrounding buildings are already in place, and any alterations or maintenance issues can be assessed before contract.
Pricing now comes from a mixture of resale stock and potentially remaining developer inventory. An active FazWaz page checked on 16 September 2026 showed asking prices from THB 3.59 million, while PropertyHub carried a newly refreshed Ocean Town listing at THB 4.49 million on 13 September 2026. Ocean Property's own page still displays a starting price of THB 3.69 million, but without a confirmed available unit that figure should be treated as a marketing reference rather than a guaranteed purchase price. Plot size, corner position, fit-out, furniture and condition can create meaningful differences between homes of the same original type.
For a foreign buyer, land is the decisive legal issue. Ocean Town is a landed development, so the foreign-quota rules used for condominium ownership do not solve the acquisition structure here. Thai law permits foreign land ownership only in narrow statutory circumstances. A transaction therefore needs property-specific checks on the land title, the registered landowner, any lease or other registered land-use right, and ownership of the building itself. Those documents matter more than the label used in an online listing.
The amenity package is relatively simple. Ocean Property lists landscaped common areas, a pavilion, a children's playground, parking, access control, CCTV and security staff. That is consistent with a local housing development rather than a resort compound built around pools, lounges and hospitality services. In practical terms, the value of an individual house is likely to depend more on its plot, layout, condition and road access than on a large shared-facilities programme.
A low-rise scheme also requires a different way of comparing listings. Two homes carrying the same Shallow or Tide label may not be identical once plot size, corner position, renovations and parking are taken into account. Some resale listings show plots larger than the original minimum published by the developer. Price per square metre of internal area is therefore only one reference point; buyers should compare the land component and the physical condition of each property as well.
Ocean Property states that it was established in 1989 and operates as part of Ocean Group. Its portfolio extends beyond this one Phuket development and includes residential and commercial property in several Thai markets. That corporate history gives buyers a traceable developer, but it should not be confused with a guarantee on a resale transaction. If the seller is an individual owner, title, authority to sell, outstanding charges and any alterations to the building still have to be checked at property level.
From an investment perspective, Ocean Town should be assessed around its likely user base rather than a generic Phuket yield story. Ratsada serves people whose daily lives are tied to Phuket Town, hospitals, education, public offices and local commerce. That is a different demand pool from short-stay holiday renters looking for Patong, Karon or Bang Tao. Long-term occupancy may be the more natural use case, but achievable rent, vacancy and management costs should be tested against current competing homes at the time of purchase.
For owner-occupiers, the project sits between a condo and a detached villa. The core townhouse types provide three bedrooms and private parking without the land area or maintenance burden of a large villa. The trade-off is that the standard plots are compact and neighbouring homes are close. Buyers who value private outdoor space should therefore look at the actual plot and side setbacks rather than relying on the headline internal area.
A sensible purchase review can be split into three layers. First, inspect the building: structure, roof, services, signs of water damage, renovations and whether the actual layout matches approved documents. Second, review rights to the land and building: title deed, registered owner, encumbrances, boundaries and the lawful acquisition structure for the buyer. Third, review the estate itself: mandatory fees, seller arrears, common-area rules and transfer procedures. Because the project is already complete, these checks can be based on observable conditions and current documents rather than launch-stage assumptions.
Ownership format
This is not a condominium with a foreign freehold quota. Each townhouse or commercial home-office is tied to land, and a foreign buyer generally cannot register Thai land in their own name except under narrow statutory exceptions. For a specific property, the land title, registered landowner and lawful structure for land use and building ownership must be checked separately; nominee arrangements should not be treated as a solution.
